    Developing a conceptual model of marine farming in New Zealand

    Survey and Geographic Information System (GIS) data analysis describes the relative influence of biophysical and human variables on site choices made by marine farmers in New Zealand. Community conflicts have grown in importance in determining farm location and different government planning strategies leave distinct signature patterns. Recent legislation empowers local governments to choose among three strategies for future regional aquaculture development. This paper suggests each strategy could result in different spatial outcomes. Simulation modelling of the type described here can provide a better understanding of farmer responses to management approaches and the range of futures that could result from planning choices made today

    The potential impact of reforms to the essential parameters of the council tax

    Council Tax was introduced in Britain in 1993 and represents a unique international property tax. There is a growing belief that it is time to reform the number and structure of council tax bands but such views have a minimal empirical base. This paper sets out to assess the impact on personal and local government finances, and extends the analysis to the role of the tax multipliers linked to each band. The research is based on the experience of a representative sample of local authorities in Scotland. A statistical revaluation for 2000 is estimated for the existing eight band system, and from this base a ten band system is calculated. Financial implications are then simulated for each local authority taking account of central resource equalisation mechanisms. The results indicate that increases in bands will have little impact on the burden of the council tax compared with regular revaluations. Changing the tax multiplier range has the greatest impact on local authority finances and council tax payments

    A three-dimensional model of residential energy consumer archetypes for local energy policy design in the UK

    This paper reviews major studies in three traditional lines of research in residential energy consumption in the UK, i.e. economic/infrastructure, behaviour, and load profiling. Based on the review the paper proposes a three-dimensional model for archetyping residential energy consumers in the UK by considering property energy efficiency levels, the greenness of household behaviour of using energy, and the duration of property daytime occupancy. With the proposed model, eight archetypes of residential energy consumers in the UK have been identified. They are: pioneer greens, follower greens, concerned greens, home stayers, unconscientious wasters, regular wasters, daytime wasters, and disengaged wasters. Using a case study, these archetypes of residential energy consumers demonstrate the robustness of the 3-D model in aiding local energy policy/intervention design in the UK

    An organization that transmits opinion to newcomers

    We aim to identify the conditions under which social influence enables emergence of a shared opinion orientation among members of an organization over time, when membership is subject to continuous but partial turnover. We study an intra-organizational advice network that channels social influence over time, with a flow of joiners and leavers at regular intervals. We have been particularly inspired by a study of the Commercial Court of Paris, a judicial institution whose members are peer-elected businesspeople and are partly replaced every year. We develop an agent-based simulation of advice network evolution which incorporates a model of opinion dynamics based on a refinement of Deuant's relative agreement", combining opinion with a measure of "uncertainty" or openness to social influence. We focus on the effects on opinion of three factors, namely criteria for advisor selection, duration of membership in the organization, and new members' uncertainty. We show that criteria for interlocutor choice matter: a shared opinion is sustained over time if members select colleagues at least as experienced as themselves. Convergence of opinions appears in other congurations too, but the impact of initial opinion fades in time. Duration has an impact to the extent that the longer the time spent in the group, the stronger the possibility for convergence towards a common opinion. Finally, higher uncertainty reinforces convergence while lower uncertainty leads to coexistence of multiple opinions.social influence, advice networks, intra-organizational networks, opinion dynamics, agent-based simulation

    The effects of landscape modifications on the long-term persistence of animal populations

    Background: The effects of landscape modifications on the long-term persistence of wild animal populations is of crucial importance to wildlife managers and conservation biologists, but obtaining experimental evidence using real landscapes is usually impossible. To circumvent this problem we used individual-based models (IBMs) of interacting animals in experimental modifications of a real Danish landscape. The models incorporate as much as possible of the behaviour and ecology of four species with contrasting life-history characteristics: skylark (Alauda arvensis), vole (Microtus agrestis), a ground beetle (Bembidion lampros) and a linyphiid spider (Erigone atra). This allows us to quantify the population implications of experimental modifications of landscape configuration and composition. Methodology/Principal Findings: Starting with a real agricultural landscape, we progressively reduced landscape complexity by (i) homogenizing habitat patch shapes, (ii) randomizing the locations of the patches, and (iii) randomizing the size of the patches. The first two steps increased landscape fragmentation. We assessed the effects of these manipulations on the long-term persistence of animal populations by measuring equilibrium population sizes and time to recovery after disturbance. Patch rearrangement and the presence of corridors had a large effect on the population dynamics of species whose local success depends on the surrounding terrain. Landscape modifications that reduced population sizes increased recovery times in the short-dispersing species, making small populations vulnerable to increasing disturbance. The species that were most strongly affected by large disturbances fluctuated little in population sizes in years when no perturbations took place. Significance: Traditional approaches to the management and conservation of populations use either classical methods of population analysis, which fail to adequately account for the spatial configurations of landscapes, or landscape ecology, which accounts for landscape structure but has difficulty predicting the dynamics of populations living in them. Here we show how realistic and replicable individual-based models can bridge the gap between non-spatial population theory and non-dynamic landscape ecology. A major strength of the approach is its ability to identify population vulnerabilities not detected by standard population viability analyses

    The role of built environment energy efficiency in a sustainable UK energy economy

    Energy efficiency in the built environment can make significant contributions to a sustainable energy economy. In order to achieve this, greater public awareness of the importance of energy efficiency is required. In the short term, new efficient domestic appliances, building technologies, legislation quantifying building plant performance, and improved building regulations to include installed plant will be required. Continuing these improvements in the longer term is likely to see the adoption of small-scale renewable technologies embedded in the building fabric. Internet-based energy services will see low-cost building energy management and control delivered to the mass market in order that plant can be operated and maintained at optimum performance levels and energy savings quantified. There are many technology options for improved energy performance of the building fabric and energy systems and it's not yet clear which will prove to be the most economic. Therefore, flexibility is needed in legislation and energy-efficiency initiatives
