    Europe: reinforcing existing trends

    The main impact of 9/11 on European societies has been to crystallize the pre-existing debate on immigration around the culturalist paradigm. In mainstream thinking the culture of the immigrants came to be seen as the major obstacle to their integration. Issues as discrimination, disadvantaged socioeconomic position, and unemployment in the immigrant communities and their impact upon radicalization receded in the publics’ mind. Whilst the febrile debate on the compatibility of Islam with western values that had ensued has abated, a decade long Islam-centered security obsession has left its mark. Anti-Muslim prejudice has gained traction in mainstream thinking – even if its most extremist expression has again become the hallmark of a new generation of radical right groups, who claim the anti-Islam and anti-immigration themes as their unique selling proposition. But as was the case before 9/11, the situation differs among countries, with some countries displaying a more serene debate about the place of Muslims and Islam in society than others. One could argue that as apprehension among the public about Islam fluctuates, polity and media shoulder a crucial responsibility as to the way this issue is framed and discussed.Immigration and integration will indeed undoubtedly continue to be matters of intense policy discussion, sometimes (but not always) linked to Islam. Since Europe too has become an immigration continent, it experiences the same fluctuating apprehensions about the newcomers’ impact on society as the United States did with the nativist movement from the 19th century onwards. Nativist anti-immigration sentiments indeed remain present in European countries as well as grievances resulting from the fragile socio-economical position of immigration communities. This mix remains a potent cocktail for polarization and a major challenge for society in general. But they are now by and large devoid of the national security concerns they were associated with in the years following 9/11

    Counter-Terrorism in New Europe

    In recent years the nature of terrorism has changed dramatically and has taken on a new combination of characteristics. The fight against this terrorism has become a global concern and central issue of international government policies. Counter-terrorism policies have transformed all around the world, and the importance states place on certain aspects of their counter-terrorist measures vary considerably. There is no agreement on how best to fight terrorism. Within the European Union (EU) this disagreement is the most visible, with some countries supporting the United States in their military fight against terrorism, while other strongly oppose it. This paper will focus on five of the ten new EU members that joined in 2004 (Estonia, Poland, the Czech Republic, Slovenia and Malta) and review some of their existing counter-terrorism measures. In doing so the paper will examine the strengths and weaknesses of each individual state’s policy and highlight some of the general trends and patterns among them

    Public Opinion and Terrorist Acts

    The paper explores the dimensions of public opinion relevant for supporting terrorism and their relationship with terrorist attacks. We link the 2007 PEW survey data on justification of suicide terrorism and opinions in 16 countries of the Middle East, Africa and Asia on nine regional powers to the NCTC data on international terrorist incidents between 2004 and 2008. We find that justification of suicide terrorism and unfavorable opinion on regional powers are correlated with the occurrence of terrorism and the effect of each of these dimensions of public opinion varies with the level of the other. In addition, we find a robust positive relationship between the share of people in a country who at the same time justify suicide bombings and have an unfavorable opinion of a regional power and the occurrence of terrorism originating from that country.support for terrorism, public opinion, international terrorism

    Contending cultures of counterterrorism: transatlantic divergence or convergence?

    Terrorist attacks on the United States, Spain and the United Kingdom have underlined the differing responses of Europe and the United States to the 'new terrorism'. This article analyses these responses through the prism of historically determined strategic cultures. For the last four years the United States has directed the full resources of a 'national security' approach towards this threat and has emphasized unilateralism. Europe, based on its own past experience of terrorism, has adopted a regulatory approach pursued through multilateralism. These divergences in transatlantic approaches, with potentially major implications for the future of the relationship, have appeared to be mitigated by a revised American strategy of counterterrorism that has emerged during 2005. However, this article contends that while strategic doctrines may change, the more immutable nature of strategic culture will make convergence difficult. This problem will be compounded by the fact that neither Europe nor America have yet addressed the deeper connections between terrorism and the process of globalization

    Strengthening authoritarian rule through democracy promotion? Examining the paradox of the US and EU security strategies: the case of Bin Ali's Tunisia

    Since the end of the Cold War, much has been made about the crises that recurrently characterize the transatlantic relationship. Since the attacks of September 11th and the war in Iraq, such a crisis, according to many, has developed into a fully-fledged rift, which is beyond repair. The different views and policies of the US and EU in the Middle East are usually held as a paradigmatic example of the differences that exist between the two actors. The paper challenges this assumption and argues that the transatlantic rift, once the rhetoric is set aside, is not as deep as many suggest. In fact, through an in-depth analysis of how the democracy-promotion policies on the EU and the US are implemented, the paper shows that they are attempting to achieve similar objectives, under similar constraints and suffer from similar contradictions and shortcomings. The paper investigates such policies in the context of Tunisia, a country which, at least theoretically, should be moving forward towards democracy given the pro-democracy environment in which it operates
