California Border Zone Land Transportation Issues: NAFTA II, MTI Report 01-06

The Mineta Transportation Institute at San José State University conducted this study to review the issues, impacts, implications, and opportunities for improved California-Baja California border area land transportation. The study reviews current conditions, previously identified issues, and, in consultation with Caltrans District 11 officials and others, developed an ultimate listing of seven issues for detailed study as follows: (1) public transportation at the border; (2) cross-broder Americans with Disabilities Act interface; (3) California highway access to Tijuana International Airport; (4) Clean Air Act compliance; (5) General Services Administration off-site authority; (6) southbound inspection requirement; and (7) pipelines or other stationary facilities. As the study proceeded several topics of immediate concern were identified and relayed to the California Department of Transportation (Caltrans) as four recommendations. Observations and findings relating to the above seven issues are summarized and fifteen recommendations concerning them are presented

Electricity in Latin America, 2004

PSI has commissioned this paper in order to help unions develop coordinated strategies to protect their members’ rights and interests. In the energy sector, there are many developments that unions must consider as they plan for the next few years. The most important trend is the complex and deep problems with the privatisation and deregulation model imposed by the international financial institutions. This neo-liberal approach to the serious challenges of supplying safe and reliable energy to citizens, to industry and to agriculture has proven to be weaker even that the public service model that it sought to replace. The report indicates that many of the multinational corporations that rushed in as agents of the IFIs have run away or are looking for the first opportunity to get out. This may mean that unions will have a difficult time negotiating long-term collective agreements with them, that no money will be available for salary increases, or that these MNCs will attempt to cut jobs in order to squeeze last-minute profits. However, it also means that the unions can put pressure on the companies by letting the communities and the politicians know of the corporate plans to leave. We can conclude from this research that unions will find it easier to resist energy privatisation, at least for the short term. However, in the long term, it is safe to assume that the IFIs will return to their neo-liberal, market-based attacks on the public sector. Thus, unions must develop long term solutions to protect public services. Possibly the best way to resist privatisation is to ensure that the public services are of a high quality, and that they meet the needs of the public. This can perhaps be achieved through a variety of tools: labourmanagement cooperation to reform and improve public services; workers and users taking a greater role in decision-making; governments investing in public infrastructure. Fault tectonics and earthquake hazards in parts of southern California

The author has identified the following significant results. Four previously unknown faults were discovered in basement terrane of the Peninsular Ranges. These have been named the San Ysidro Creek fault, Thing Valley fault, Canyon City fault, and Warren Canyon fault. In addition fault gouge and breccia were recognized along the San Diego River fault. Study of features on Skylab imagery and review of geologic and seismic data suggest that the risk of a damaging earthquake is greater along the northwestern portion of the Elsinore fault than along the southeastern portion. Physiographic indicators of active faulting along the Garlock fault identifiable in Skylab imagery include scarps, linear ridges, shutter ridges, faceted ridges, linear valleys, undrained depressions and offset drainage. The following previously unrecognized fault segments are postulated for the Salton Trough Area: (1) An extension of a previously known fault in the San Andreas fault set located southeast of the Salton Sea; (2) An extension of the active San Jacinto fault zone along a tonal change in cultivated fields across Mexicali Valley ( the tonal change may represent different soil conditions along opposite sides of a fault). For the Skylab and LANDSAT images studied, pseudocolor transformations offer no advantages over the original images in the recognition of faults in Skylab and LANDSAT images. Alluvial deposits of different ages, a marble unit and iron oxide gossans of the Mojave Mining District are more readily differentiated on images prepared from ratios of individual bands of the S-192 multispectral scanner data. The San Andreas fault was also made more distinct in the 8/2 and 9/2 band ratios by enhancement of vegetation differences on opposite sides of the fault. Preliminary analysis indicates a significant earth resources potential for the discrimination of soil and rock types, including mineral alteration zones. This application should be actively pursued

A Survey of Databases Covering Specific Water-borne Diseases and Water Contaminants in the US-Mexico Border Region.

The contractor was asked to investigate databases that cover diarrhea/diarrhea-causing pathogens, hepatitis A, amebiasis/amebas, shigellosis/shigella, typhoid/typhoid fever, lead/lead compounds, arsenic, chromium, and all types of pesticides as either health outcomes (poisoning or infection) or as water contamination (chemical or biological). Specifically, the contractor was provided with a variety of metadata parameters with which to describe each database. Those parameters can be found in the Water Metadata Spreadsheet accompanying this summary report. All databases/datasets included in this report contain data on the border region. No databases have been included that were determined to lack data on the border region. In a few cases (such as NHANES), it was not determined exactly how much of the nationally collected data (or state- collected data, in other cases) comes from the border area. The Water Summary Report, Metadata Spreadsheet, and Water Contact Spreadsheet are intended for use by members of the Environment Health Work Group and technical experts in their effort to develop appropriate environmental health indicators for the Border 2012 Initiative. This summary report is meant to provide an overview of the databases reviewed and an analysis and recommendations regarding the utility of each of the indicators. This Water Summary Report is organized as follows: Introduction, Methodology, Results (metadata collection strategy, review of collected databases), and Discussion (database coverage, utility of proposed indicators, suggested activities)

BUDWEISER IN THE 2017 SUPER BOWL: DIALECTIC VALUES ADVOCACY AND THE RHETORICAL STAKEHOLDER

Organizational-public relations discourse is changing given the advent of social media, and corporate statements are evaluated under different criteria in the digital age. Grounding Budweiser’s response to controversy over their 2017 Super Bowl advertisement in terms of consumer expectations for corporate social responsibility provides a new perspective for approaching Bostdorff and Vibbert’s (1994) conceptualization of values advocacy. This study recognizes the power of the rhetorical stakeholder, a discursively created public, and demands re-evaluation of the values common to society from a co-creational OPR perspective. Conceptualizing dialectic values advocacy outlines the changing values among contemporary, common stakeholders as well as the means for communicating these values superficially to promote unanimity among publics and organizations. Previously successful universal values like unity and patriotism have since been replaced with sensationalism and discord; formally engendering these values through ambiguous controversy allows an organization to strategically construct audience perceptions of reputation

Species delimitation, biogeography, and natural history of dwarf funnel web spiders (Mygalomorphae, Hexurellidae, Hexurella) from the United States / Mexico borderlands

The rarely encountered spider genus Hexurella Gertsch & Platnick, 1979 includes some of the smallest mygalomorph spiders in the world, with four poorly known taxa from central and southeastern montane Arizona, southern California, and northern Baja California Norte. At time of description the genus was known from fewer than 20 individuals, with sparse natural history information suggesting a vagrant, web-building, litter-dwelling natural history. Here the first published taxonomic and natural history information for this taxon is provided in more than 50 years, working from extensive new geographic sampling, consideration of male and female morphology, and sequence capture-based nuclear phylogenomics and mitogenomics. Several new species are easily diagnosed based on distinctive male morphologies, while a complex of populations from central and northern Arizona required an integrative combination of genomic algorithmic species delimitation analyses and morphological study. Four new species are described, including H. ephedra sp. nov., H. uwiiltil sp. nov., H. xerica sp. nov., and H. zas sp. nov. Females of H. encina Gertsch & Platnick, 1979 are also described for the first time. It is predicted that additional new species will ultimately be found in the mountains of central and northwestern Arizona, northern mainland Mexico, and the Mojave Desert of California
