    Green revolution 2.0: a sustainable energy path

    This repository item contains a single issue of Sustainable Development Insights, a series of short policy essays that began publishing in 2008 by the Boston University Frederick S. Pardee Center for the Study of the Longer-Range Future. The series seeks to promote a broad interdisciplinary dialogue on how to accelerate sustainable development at all levels.The Green Revolution in agriculture greatly increased crop yields and averted mass starvation, but it also turned small farms into factory farms that concentrated production in a few locations and reduced the diversity of crops. In this paper, Professor Nalin Kulatilaka, Co-Director of BU’s Clean Energy & Environmental Sustainability Initiative, calls for a Green Energy Revolution that decentralizes energy supplies through a smart electricity network. He argues that such a revolution could provide for a diversity of energy sources located closer to users, which in turn could shift consumption patterns, reduce losses and decrease overall energy demand. He concludes that shifting to such a system “will adopt clean energy technologies while fostering new businesses, creating new jobs and ultimately empowering society to reach new heights in energy conservation and sustainability“

    The topic of this symposium, “Environmental Sustainability and Private Governance,” is important and timely. In response to the shrinking federal role in environmental protection, many policy advocates have focused on the role of states and cities, but this symposium focuses on another important source of sustainability initiatives: the private sector, including corporations, households, civic and cultural organizations, religious organizations, private hospitals, colleges and universities, and other organizations. States, cities, and other subnational government responses are increasingly important, but the limited geographic reach of subnational governments constrains their ability to address many environmental problems. For instance, although twenty states have set quantified greenhouse gas (GHG) emissions targets and are adopting policies to reduce emissions, almost two-thirds of United States GHG emissions arise from the thirty states that do not have GHG targets.     Defining absolute environmental limits for the built environment

    The question addressed is whether it is possible to define working limits on environmental impacts from the built environment in terms of global carrying capacity. The main focus is on energy-related impacts, since these are global and relatively well-understood. Four possible approaches to defining limits are explored: static equilibrium, asymptotic, integral of excess and planned future. The conclusions that emerge from this exploration are that global environmental constraints are very tight, but also that they are dynamically and strongly influenced by the trajectory of social and technological development over the coming century. Their use as the basis for practical, quantitative metrics of sustainability, therefore, involves a large measure of subjectivity. A fifth approach - the developmental approach - is identified, which instead of focusing on long-term external constraints to human activity, focuses instead on the internal, short- to medium-term dynamics of the built environment itself. It appears likely that the developmental approach, guided by qualitative conclusions from the analysis of global carrying capacity, is likely to be most fruitful

The U.S. spends $218 billion a year -- 1.3% of GDP -- growing, processing, transporting, and disposing of food that is never eaten. The causes of food waste are diverse, ranging from crops that never get harvested, to food left on overfilled plates, to near-expired milk and stale bread. ReFED is a coalition of over 30 business, nonprofit, foundation, and government leaders committed to building a different future, where food waste prevention, recovery, and recycling are recognized as an untapped opportunity to create jobs, alleviate hunger, and protect the environment -- all while stimulating a new multi-billion dollar market opportunity. ReFED developed A Roadmap to Reduce U.S. Food Waste as a data-driven guide to collectively take action to reduce food waste at scale nationwide.This Roadmap report is a guide and a call to action for us to work together to solve this problem. Businesses can save money for themselves and their customers. Policymakers can unleash a new wave of local job creation. Foundations can take a major step in addressing environmental issues and hunger. And innovators across all sectors can launch new products, services, and business models. There will be no losers, only winners, as food finds its way to its highest and best use

    Low-carbon energy: a roadmap

    Technologies available today, and those expected to become competitive over the next decade, will permit a rapid decarbonization of the global energy economy. New renewable energy technologies, combined with a broad suite of energy-efficiency advances, will allow global energy needs to be met without fossil fuels and by adding only minimally to the cost of energy services The world is now in the early stages of an energy revolution that over the next few decades could be as momentous as the emergence of oiland electricity-based economies a century ago. Double-digit market growth, annual capital flows of more than $100 billion, sharp declines in technology costs, and rapid progress in the sophistication and effectiveness of government policies all herald a promising new energy era. Advanced automotive, electronics, and buildings systems will allow a substantial reduction in carbon dioxide (CO2) emissions, at negative costs once the savings in energy bills is accounted for. The savings from these measures can effectively pay for a significant portion of the additional cost of advanced renewable energy technologies to replace fossil fuels, including wind, solar, geothermal, and bioenergy. Resource estimates indicate that renewable energy is more abundant than all of the fossil fuels combined, and that well before mid-century it will be possible to run most national electricity systems with minimal fossil fuels and only 10 percent of the carbon emissions they produce today. The development of smart electricity grids, the integration of plug-in electric vehicles, and the addition of limited storage capacity will allow power to be provided without the baseload plants that are the foundation of today's electricity systems. Recent climate simulations conclude that CO2 emissions will need to peak within the next decade and decline by at least 50 to 80 percent by 2050. This challenge will be greatly complicated by the fact that China, India, and other developing countries are now rapidly developing modern energy systems. The only chance of slowing the buildup of CO2 concentrations soon enough to avoid catastrophic climate change that could take centuries to reverse is to transform the energy economies of industrial and developing countries almost simultaneously. This would have seemed nearly impossible a few years ago, but since then, the energy policies and markets of China and India have begun to change rapidly -- more rapidly than those in many industrial countries. Renewable and efficiency technologies will allow developing countries to increase their reliance on indigenous resources and reduce their dependence on expensive and unstable imported fuelsAround the world, new energy systems could become a huge engine of industrial development and job creation, opening vast new economic opportunities. Developing countries have the potential to "leapfrog" the carbon-intensive development path of the 20th century and go straight to the advanced energy systems that are possible today. Improved technology and high energy prices have created an extraordinarily favorable market for new energy systems over the past few years. But reaching a true economic tipping point will require innovative public policies and strong political leadership

    Climate risk assessment of the sovereign bond portfolio of European Insurers

    In the first collaboration between climate economists, climate financial risk modellers and financial regulators, we apply the CLIMAFIN framework described in Battiston at al. (2019) to provide a forward-looking climate transition risk assessment of the sovereign bonds’ portfolios of solo insurance companies in Europe. We consider a scenario of a disorderly introduction of climate policies that cannot be fully anticipated and priced in by investors. First, we analyse the shock on the market share and profitability of carbon-intensive and low-carbon activities under climate transition risk scenarios. Second, we define the climate risk management strategy under uncertainty for a risk averse investor that aims to minimise her largest losses. Third, we price the climate policies scenarios in the probability of default of the individual sovereign bonds and in the bonds’ climate spread. Finally, we estimate the largest gains/losses on the insurance companies’ portfolios conditioned to the climate scenarios. We find that the potential impact of a disorderly transition to low-carbon economy on insurers portfolios of sovereign bonds is moderate in terms of its magnitude. However, it is non-negligible in several scenarios. Thus, it should be regularly monitored and assessed given the importance of sovereign bonds in insurers’ investment portfolios

    Learning to treat the climate emergency together: social tipping interventions by the health community

    Accelerating the decarbonisation of local and national economies is a profound public health imperative. As trusted voices within communities around the world, health professionals and health organisations have enormous potential to influence the social and policy landscape in support of decarbonisation. We assembled a multidisciplinary, gender-balanced group of experts from six continents to develop a framework for maximising the social and policy influence of the health community on decarbonisation at the micro levels, meso levels, and macro levels of society. We identify practical, learning-by-doing approaches and networks to implement this strategic framework. Collectively, the actions of health-care workers can shift practice, finance, and power in ways that can transform the public narrative and influence investment, activate socioeconomic tipping points, and catalyse the rapid decarbonisation needed to protect health and health systems

    Market-based Instruments for Environmental Policymaking in Latin America and the Caribbean: Lessons from Eleven Countries

    This report is a summary of country studies in Latin America and the Caribbean, addressing the use of market-based instruments (MBIs) and command-and-control (CAC) measures for environmental management in the region. Even though MBIs can significantly add efficiency to existing CAC mechanisms, the scope of MBIs should match the countries institutional capacity to implement them. Gradual and flexible reforms are likely to succeed within the current regional context of continued institutional changes. A key function of MBIs is usually revenue collection, though it does not necessarily lead to successful environmental management. The study suggests that revenues should be channeled to local authorities for an effective MBI's implementation. The report also critiques the regular practice of international donor agencies in recommending the solutions suitable for developed countries, without considering the institutional conditions in developing countries. Further, the study explores both the successes and difficulties experienced in the region regarding regulations, macro-policies, and MBIs; the institutional frameworks of the countries under review; and, the issues considered in the design of MBIs, in order to promote a beneficial dialogue among them
