The context matters for capacity development (CD). It sets the stage on which actors pursue their interests and agendas -- both of which are affected by change processes. And CD is change, in most cases producing winners and losers and reconfiguring the balance of influence and power in and between individuals, organizations and groups of organizations.This perspective paper -- one of five in a series prepared by the OECD/DAC as an input to preparation of the High-Level Forum on Aid Effectiveness in Busan in 2011 -- collects evidence about how the environment can be more or less enabling for CD, how actors can adapt to or influence the context they operate in, and what the implications are when country and development partners promote CD

The Current Standing and Future Prospects of ARTS and Culture in Ethiopia

This research article explores the current state of affairs of arts and culture sector in Ethiopia. An in-depth analysis of various dimensions of art and culture highlights where the country is presently lacking in governance and socio-economic progress in the sector. A qualitative research was carried out to collect primary data. 52 respondents were chosen to be interviewed from Bahir Dar University by the method of quota sampling and the results were analyzed. Secondary data was also analyzed through academic literature from universities in Ethiopia, reports from government and development organizations. Survey results and existing academic literature have guided to single out major hindrances to this sector. In this research it can be confirmed, that the arts and culture sector needs a major intervention in terms of governance and marketing. This research gives out a very structural strategy, based on cultural governance, cultural economics and strategies of new business development as it pillars to support the prosperity of this sector in Ethiopia. The existing academic research provides data on different arts and culture and problems which are specific to a particular region of the country. Whereas this article goes a step further in enforcing the ordinance of cultural governance to the responsible government bodies both locally and nationally and simultaneously highlights how economic progress can be achieved through this sector. Cultural governance as a directive has never been implemented in transition economies and this article will serve as a directive for the future. This article shall be very beneficial for further research in this sector and structuring the work of government bodies, stake holders and the people involved in the sector within Ethiopia

As philanthropic organizations play an increasingly important role in societies around the world, the research on philanthropy – from giving and volunteering practices to regulatory frameworks to digital innovations – has also evolved in recent decades. It is important to develop a thorough overview of the relevant scientific discourses and literature on current developments in philanthropy. This will allow researchers and practitioners to enhance the understanding of philanthropy and to improve its practice worldwide. This report provides new insights on current developments and important changes in the global philanthropic landscape, including trends in global philanthropy and its interaction with other sectors of society

Community Development Foundations: Emerging Partnerships.

This report examines the emerging picture of local institutions that exist solely to support the civil society sector by building their operational and financial capacity. The report also assesses the role of these institutions in community-based and community-led development and the possible role of partnership between donor agencies and other stakeholders working on community development and poverty reduction

Aid and Governance in Vulnerable States: Bangladesh and Pakistan since 1971

Bangladesh and Pakistan had very different experiences with aid after 1971. Politics in Pakistan was less inclusive in terms of opportunities for intermediate (middle- and lower-middle-) class political entrepreneurs, and the dominance of military aid to Pakistan exacerbated the problem by allowing the top leadership to continue to rule without sharing much power with these classes. This not only had negative effects on the evolution of Pakistan’s politics but also slowed down the growth of a broad-based manufacturing sector. In contrast, in Bangladesh the less centralized organization of political power and less concentrated forms of aid allowed intermediate-class political entrepreneurs to improve their access to resources and created opportunities for many of them to enter productive manufacturing activities such as the garments industry. Differences in patterns of aid can help to explain significant differences in economic and political outcomes in the two countries. These experiences challenge conventional ideas about the relationship among aid, good governance, and security. Designing aid policies so that aid can assist developing countries in improving their economic and political viability requires a better understanding of the complex relationships between aid and the political economies of recipient countries
