A theoretical model for the application of Web 2.0 in e-Government
Government organisations in many countries have started embracing modern technologies such as second generation web (Web 2.0) in an attempt to maximize on the benefits of these technologies as well as keeping up with the current trend. Nevertheless, the advancement and the adoption of these of technologies is in its initial stages in the public sector. Therefore, the research problem is that the literature surrounding the application of Web 2.0 is still highly tentative and exploratory. In particular, there is a lack of research exploring the application of Web 2.0 technologies in the context of local e-Government. This study aims to address this research problem by presenting a comprehensive decision-making tool to aid the effective application of Web 2.0 technologies amongst local government authorities (LGAs). In doing so, resulting in the development of a theoretical model that is underpinned by information systems evaluation criteria and impact factors of Web 2.0 from an internal organizational perspective. By addressing the research problem, this study will make a significant contribution to the normative literature by providing new insights of Web 2.0 technologies within the public sector. This will be of specific relevance to scholars, policy makers, LGAs and practitioners who are interested in the adoption of Web 2.0 technologies in an e-Government context. This paper presents the proposed theoretical model and is largely devoted to an explanation on the development of the model
Government as a social machine in an ecosystem
The Web is becoming increasingly pervasive throughout all aspects of human activity. As citizens and organisations adopt Web technologies, so governments are beginning to respond by themselves utilising the electronic space. Much of this has been reactive, and there is very little understanding of the impact that Web technologies are having on government systems and processes, let alone a proactive approach to designing systems that can ensure a positive and beneficial societal impact. The ecosystem which encompasses governments, citizens and communities is both evolving and adaptive, and the only way to examine and understand the development of Web-enabled government, and its possible implications, is to consider government itself as a “social machine” within a social machine ecosystem. In this light, there are significant opportunities and challenges for government that this paper identifies
Interim report on Media Analysis
PACHELBEL WP4 “Stimulus Materials” uses findings from WP3 (Policy Assumptions) and from additional sources to prepare stimulus materials for the group-based process to be implemented in WP5. The output, informed by the present report, will be a set of materials to inform and stimulate the group-based process. These will take the form of real or simulated media coverage and/or documentary materials produced by various sources, scenarios, vignettes, and dramatised accounts. Another output, also informed by this report, will be an individual questionnaire for use in the group-based process.
The present deliverable is centred on one of the data-gathering and analytic activities set up by WP4 to identify pertinent representational elements that should be included in the future stimulus materials, country by country.
“Representational elements” have been defined in WP4 as typical images, anecdotes, examples, and references which are used by policy actors to explain and justify policy choices within the policy domains pertinent to PACHELBEL. Particular attention is given to references made to citizens, their perceptions and behaviours.
In Task 4.2, PACHELBEL partners gathered representational elements in their respective contexts. To support this task, a “media analysis” template was developed by WPL SYMLOG for discussion at the second Consortium project meeting (Dorking, Mo. 6). Criteria were agreed for the analysis of a selection of actual publications in a range of media (print periodicals, public information materials disseminated by authorities, etc.). In Summer 2010, partners in each country used the template to analyze and report a sample of several dozen articles in selected policy areas.
This interim report (D4.2) recalls methodology (Part 1), presents representational elements country by country (Part 2) and provides a summary overview of similarities and contrasts across country samples (Part 3). Conclusions and next steps are presented in Part 4. Also provided are a simplified media analysis template (Annex 1) and the compiled basic frequency analysis (Annex 2)

The evaluation and the effectiveness of project management in transformational e-government projects
This paper forms part of an ongoing research of a PhD degree to describe, critically evaluate and examine the underlying barriers and challenges in large e-Government initiatives. The paper invites technology to be incorporated and inculcated into the art and science of project management, and be part of a passable solution as opposed to being distinct and separate from it. The tools used have to increase the novelty (art and science) of project management through human interaction, and empower the project manager and aiding his capacity in delivering the expected outcomes. Due to inadequate implementations of project management procedures and processes, many large information technology systems (ITS) projects failed. This becomes a characteristic and encompasses e-Government project initiatives, due to ambitious program changes, major innovations, large transformations, enterprise wide solutions, collaboration across organizations’ governments and private sectors, and the implementation of unprecedented (or ambitious) solutions. This research paper critically analyses and summarises a list of e-Government challenges and barriers arising from an e-Government survey administered on behalf of the World Information Technology and Services Association (WITSA) which represents the national technology associations in 70 countries. It compares these challenges to the Project Management Body of Knowledge (PMBOK), which is the North American standard in project management methodology. In addition, it highlights the weaknesses in PMBOK to address these challenges and offers a technology-enabled enhancement to the Project Initiation Phase, the area identified as being particularly weak and inadequate in addressing e-Government initiatives and requirements
The Collaborative Management of Sustained Unsustainability: On the Performance of Participatory Forms of Environmental Governance
n modern democratic consumer societies, decentralized, participative, and consensus-oriented forms of multi-stakeholder governance are supplementing, and often replacing, conventional forms of state-centered environmental government. The engagement in all phases of the policy process of diverse social actors has become a hallmark of environmental good governance. This does not mean to say, however, that these modes of policy-making have proved particularly successful in resolving the widely debated multiple sustainability crisis. In fact, they have been found wanting in terms of their ability to respond to democratic needs and their capacity to resolve environmental problems. So why have these participatory forms of environmental governance become so prominent? What exactly is their appeal? What do they deliver? Exploring these questions from the perspective of eco-political and sociological theory, this article suggests that these forms of environmental governance represent a performative kind of eco-politics that helps liberal consumer societies to manage their inability and unwillingness to achieve the socio-ecological transformation that scientists and environmental activists say is urgently required. This reading of the prevailing policy approaches as the collaborative management of sustained unsustainability adds an important dimension to the understanding of environmental governance and contemporary eco-politics more generally

Evaluating the public value of social innovation
Services that were traditionally delivered by the public sector are now proving difficult for the state to afford due to economic and socio-political challenges faced by society. In this context, social innovation plays an important role as it encourages civil society, private, public and third sector organisations to work together to find alternative ways of delivering services. This paper evaluates the influence of social innovation in creating public value through services offered to the community at both local and national levels in the UK. Three diverse cases are used from the UK context and analysed through a public value lens to examine the role of community, private, public and third sector organisations in driving social innovation. The findings highlight how social innovation contributes to addressing civil society needs while simultaneously contributing to the political and economic agendas of a country and the exploitation of science for the benefit of communities
