    European smart specialization for Ukrainian regional development: path from creation to implementation

    The focus of the research is to develop recommendations of smart specialization (SS) for Ukrainian policymakers using European approaches. The authors revealed that the main SS projects are presented in such sectors as agri-food, industrial modernization and energy. More than 12 EU countries were the plot for conducted analysis of SS, as a result of which the level of activity of each country was determined. The creation of consortiums, including SMEs, associations, universities and other participants, disclosed the successful way of SS realization. The structure of SMEā€™s innovative potential in Ukraine was identified underlining their main characteristic features like types of innovations and innovative activity, differentiation according to enterprise size, their regional distribution. The authors explored lack of innovations on regional and national level and significant territorial disparities, which could be eliminated through policy implementation of regional SS. The existing legislative norms for possibility of SS implementation in Ukraine were analyzed due to correspondence with the EU ones. The analysis provides the opportunity to consider them only as general framework documents without any action plans and sectoral prioritization at all. The weak points of these law documents are emphasized. As a result of research, the authors developed recommendations presented by direct action plan for Ukrainian policymakers, which include such activities as underlining key priorities (especially ICT applicability in every SS project) and their correspondence with the EU ones; eliminating regional imbalances by focusing on innovation development and reorientation of some regions according to SS priorities; respecting regional existing capacities; providing organizational mechanism for cooperation of stakeholders and financial mechanism for SS support through the EU structural funds

    This report describes two tools for modelling and simulating the costs and risks of using IT storage systems for the long-term archiving of file-based AV assets. The tools include a model of storage costs, the ingest and access of files, the possibility of data corruption and loss from a range of mechanisms, and the impact of having limited resources with which to fulfill access requests and preservation actions. Applications include archive planning, development of a technology strategy, cost estimation for business planning, operational decision support, staff training and generally promoting awareness of the issues and challenges archives face in digital preservation

    Towards runtime discovery, selection and composition of semantic services

    Service-orientation is gaining momentum in distributed software applications, mainly because it facilitates interoperability and allows application designers to abstract from underlying implementation technologies. Service composition has been acknowledged as a promising approach to create composite services that are capable of supporting service user needs, possibly by personalising the service delivery through the use of context information or user preferences. In this paper we discuss the challenges of automatic service composition, and present DynamiCoS, which is a novel framework that aims at supporting service composition on demand and at runtime for the benefit of service end-users. We define the DynamiCoS framework based on a service composition life-cycle. Framework mechanisms are introduced to tackle each of the phases and requirements of this life-cycle. Semantic services are used in our framework to enable reasoning on the service requests issued by end users, making it possible to automate service discovery, selection and composition. We validate our framework with a prototype that we have built in order to experiment with the mechanisms we have designed. The prototype was evaluated in a testing environment using some use case scenarios. The results of our evaluation give evidences of the feasibility of our approach to support runtime service composition. We also show the benefits of semantic-based frameworks for service composition, particularly for end-users who will be able to have more control on the service composition process

    A Literature Review of Business/IT Alignment Strategies

    AbstractIn the last years, the alignment issue was addressed in several researches and numerous methods, techniques and tools were proposed. Indeed, the business and IT performance are tightly coupled, and enterprises cannot be competitive if their business and IT strategies are not aligned. This paper proposes a literature review useful for evaluating different alignment approaches, with the aim of discovering similarity, maturity, capability to measure, model, asses and evolve the alignment level existing among business and technological assets of an enterprise. The proposed framework is applied to analyse the alignment research published in the Information & Management journal and the Journal of Strategic Information Systems, that are the ones that more published on this topic.     Evolving Role and Nature of Workplace Leaders and Diversity: A Theoretical and Empirical Approach

    This paper describes the development of the organisational gap model for hotel management. It descries a management measurement instrument that helps to assess the 3 organizational service gaps that are preconditions for delivering service quality (the positioning gap, specification gap and evaluation gap). The described theoretical model was constructed based upon the four organisational gaps of the Parasuraman et al. service quality model, then redefined and reassessed. Data were gathered on the sample of 500 questionnaires from the Slovenian hotel industry and analysed with exploratory factor analysis and structural equation modelling.     Supporting an Innovation Agenda for the Western Balkans - Tools and Methodologies

    The Western Balkan region has significantly improved in terms of innovation performance in the last ten years. However, in catching up with other European regions, the focus of innovation efforts should be enhanced. Exports are still far more focused on medium- and low-technology products. Innovative efforts mostly accommodate traditionally strong sectors, which do not necessarily reflect the ideal competitiveness paths for economies in the region. Although some Western Balkan economies record increases in patent activity, patent intensity in the region is still low, while, on the other hand, scientific publication production displays a stable growth trend. While Western Balkan economies are at different stages in the formation of research and innovation (R&I) policy governance systems, national research and innovation policy frameworks are continuously being improved. The enhancement of governance in the area of R&I came as the result of increased capacity building activities in the region, as well as of the real needs emerging as a result of social and economic transformation. On the other hand, R&I systems in the Western Balkan economies need to continue shifting their focus towards businesses to provide better balance between public and private sector orientation. The Joint Research Centre of the European Commission is committed to supporting the shift in innovation policies and improvement of R&I efforts and governance in the Western Balkan economies through a number of tools and activities, allowing policy instruments to be matched with the specific needs of the economy. This approach seeks efficient governance mechanisms for R&I policy by reaching out to the business sector and other important actors of the innovation ecosystem. It determines sustainable development directions for economies and ensures the continuity of policy monitoring and evaluation cycles. This ambitious challenge is translated into four specific lines of activity: (i) the application of the smart specialisation methodology to design and implement innovation strategies; (ii) capacity-building activities for technology transfer, in particular through specialised workshops, tools and instruments specifically designed to assist the academic institutions in the regional economies; (iii) support to transnational collaboration and linkages in the context of EU macro-regional strategies; and (iv) data quality enhancement. The analysis of the development potential of the Western Balkan region in terms of economic, innovative and scientific capabilities in this report is supported with the good practices addressing specific challenges in the region.JRC.B.3-Territorial Developmen
