This paper presents an overview of some\ud emerging trends in the application of NLP\ud in the domain of the so-called Digital Humanities\ud and discusses the role and nature\ud of metadata, the annotation layer that is so\ud characteristic of documents that play a role\ud in the scholarly practises of the humanities.\ud It is explained how metadata are the\ud key to the added value of techniques such\ud as text and link mining, and an outline is\ud given of what measures could be taken to\ud increase the chances for a bright future for\ud the old ties between NLP and the humanities.\ud There is no data like metadata

Harvesting for disseminating, open archives and role of academic libraries

The Scholarly communication system is in a critical stage, due to a number of factors.The Open Access movement is perhaps the most interesting response that the scientific community has tried to give to this problem. The paper examines strengths and weaknesses of the Open Access strategy in general and, more specifically, of the Open Archives Initiative, discussing experiences, criticisms and barriers. All authors that have faced the problems of implementing an OAI compliant e-print server agree that technical and practical problems are not the most difficult to overcome and that the real problem is the change in cultural attitude required. In this scenario the university library is possibly the standard bearer for the advent and implementation of e-prints archives and Open Archives services. To ensure the successful implementation of this service the Library has a number of distinct roles to play

Findings from the Workshop on User-Centered Design of Language Archives

This white paper describes findings from the workshop on User-Centered Design of Language Archives organized in February 2016 by Christina Wasson (University of North Texas) and Gary Holton (University of Hawai‘i at Mānoa). It reviews relevant aspects of language archiving and user-centered design to construct the rationale for the workshop, relates key insights produced during the workshop, and outlines next steps in the larger research trajectory initiated by this workshop. The purpose of this white paper is to make all of the findings from the workshop publicly available in a short time frame, and without the constraints of a journal article concerning length, audience, format, and so forth. Selections from this white paper will be used in subsequent journal articles. So much was learned during the workshop; we wanted to provide a thorough documentation to ensure that none of the key insights would be lost. We consider this document a white paper because it provides the foundational insights and initial conceptual frameworks that will guide us in our further research on the user-centered design of language archives. Symbiosis between the TRECVid benchmark and video libraries at the Netherlands Institute for Sound and Vision

Audiovisual archives are investing in large-scale digitisation efforts of their analogue holdings and, in parallel, ingesting an ever-increasing amount of born- digital files in their digital storage facilities. Digitisation opens up new access paradigms and boosted re-use of audiovisual content. Query-log analyses show the shortcomings of manual annotation, therefore archives are complementing these annotations by developing novel search engines that automatically extract information from both audio and the visual tracks. Over the past few years, the TRECVid benchmark has developed a novel relationship with the Netherlands Institute of Sound and Vision (NISV) which goes beyond the NISV just providing data and use cases to TRECVid. Prototype and demonstrator systems developed as part of TRECVid are set to become a key driver in improving the quality of search engines at the NISV and will ultimately help other audiovisual archives to offer more efficient and more fine-grained access to their collections. The emergence and impact of neoliberal ideology on UK public library policy, 1997-2010

Over the last thirty years, the globalisation of neoliberal ideology has been pervasive and all encompassing. The chapter uses a mixed methods approach by combining content and discourse analysis to examine how neoliberal discourses have impacted on public librarianship. Since New Labour’s election in 1997 public service restructuring in the United Kingdom has taken on a more oblique managerialist and consumerist approach. The impact of managerialism in the public library service has focused mainly on modernising and improving services to the individual user, and is based on scenarios where public libraries have to model themselves on the private sector, and where managers have been empowered over professionals. The wider shift away from collectivist service provision to more personalised and individualised forms of consumption are also explored, which is epitomised by the rise of the citizen consumer. The growing concern with the transformation of professional library language and the adoption of neoliberal doctrine is examined. Moreover, the rhetorical use of language and strategies to justify change and transformation are examined and also how at times there has been an “unquestioning” acceptance of neoliberalism by some public librarians (McMenemy, 2009b; Buschman, 2005)

Astronomical Data Management

We present a summary of the major contributions to the Special Session on Data Management held at the IAU General Assembly in Prague in 2006. While recent years have seen enormous improvements in access to astronomical data, and the Virtual Observatory aims to provide astronomers with seamless access to on-line resources, more attention needs to be paid to ensuring the quality and completeness of those resources. For example, data produced by telescopes are not always made available to the astronomical community, and new instruments are sometimes designed and built with insufficient planning for data management, while older but valuable legacy data often remain undigitised. Data and results published in journals do not always appear in the data centres, and astronomers in developing countries sometimes have inadequate access to on-line resources. To address these issues, an 'Astronomers Data Manifesto' has been formulated with the aim of initiating a discussion that will lead to the development of a 'code of best practice' in astronomical data management.Comment: Proceedings of Special Session SPS6 (Astronomical Data Management) at the IAU GA 2006.
