    Conflict, Resistance and Alliances in a Multi-Governance Setting: Reshaping Realities in the Andhra Pradesh Irrigation Reforms \ud

    In this article, we will explore how local politics of policy, in the interaction with governance mechanisms, have produced specific polity outcomes in the irrigation sector of Andhra Pradesh. The water sector of Andhra Pradesh, which has been struggling within inefficiency, poor performance, deterioration, and lack of participation as elsewhere in India, has undergone substantial reforms aiming at Participatory Irrigation Management (PIM). Previous research has indicated how reform policy choices were contested and mediated by relevant actors and how this affected the outcome in key areas of irrigation management. This is referred to as the politics of policy. We will look at multi-level governance in a situation where different tiers represent different institutional basis, and argue that the politics of policy at multiple levels of governance can be perceived as a form of support and/or resilience by actors to new governance mechanisms/arrangement

    THE role of the technology acceptance model in information systems research: a case study

    Explaining the factors that lead to use and acceptance of information technology (IT), both at individual and organizational levels, has been the focus of information systems (IS) researchers since 1970s. The Technology Acceptance Model (TAM) is known as such an explanatory model and has increasingly gained recognition due to its focus on theories of human behaviour. Although this model has faced with some criticism in terms of not being able to fully explain the social-technical acceptance of technology, it is still known as one of the best IS methodologies that contributes greatly to explaining it. This paper discusses, describes and explains TAM as one of the well-known information system research methodologies and attempts to demonstrate how this model can be applied in practice in IS research projects. TAM is widely used in different areas of IS studies such as e-commerce, e-business, multimedia and mobile commerce. This paper shows how TAM can be applied in an IS research project by referring to a case study conducted in the area of mobile banking in the UK. This paper aims to contribute to IS research by providing an informed criticism of TAM as well as a clear proposal on how to use it

    Effects of user experience on user resistance to change to the voice user interface of an in‑vehicle infotainment system: Implications for platform and standards competition

    This study examines the effects of user experience on user resistance to change—particularly, on the relationship between user resistance to change and its antecedents (i.e. switching costs and perceived value) in the context of the voice user interface of an in-vehicle infotainment (IVI) system. This research offers several salient findings. First, it shows that user experience positively moderates the relationship between uncertainty costs (one type of switching cost) and user resistance. It also negatively moderates the association between perceived value and user resistance. Second, the research test results demonstrate that users with a high degree of prior experience with the voice user interface of other smart devices exhibit low user resistance to change to the voice user interface in an IVI system. Third, we show that three types of switching costs (transition costs, in particular) may directly influence users to resist a change to the voice user interface. Fourth, our test results empirically demonstrate that both switching costs and perceived value affect user resistance to change in the context of an IVI system, which differs from the traditional IS research setting (i.e. enterprise systems). These findings may guide not only platform leaders in designing user interfaces, user experiences, and marketing strategies, but also firms that want to defend themselves from platform envelopment while devising defensive strategies in platform and standards competition

    Improving the effectiveness of collective action: sharing experiences from community forestry in Nepal

    "The forest management strategy of Nepal is based on people's participation, which is known as community forestry. This approach was formally introduced in 1978 to encourage active participation of local people in forest management activities as a means to improve their livelihoods. Under the community forestry structure, local people make decisions regarding forest management, utilization and distribution of benefits from a forest; they are organized as a Community Forest User Group. Presently about 1.2 million hectares of forest is under the control of about 14,000 Community Forest User Groups. It has received highest priority within the forestry sector and is one of the most successful development initiatives in Nepal. However, emerging evidence indicates that forest user groups have excluded rather than included women's participation in their activities. This paper is based on the findings from six forest users groups implementing a program aimed at strengthening governance at the local level through increased women's participation and increased advocacy skills and capacity of selected civil society groups. It presents the process of women's empowerment in forest user groups by describing changes made in those groups once women begin participating and holding key decision-making positions. The findings note significant variation in funds allocated for social and community development activities, which are necessary to address the issues of poverty and social equity in Nepal. In addition, they note the importance of building both the capacity of individual women leaders and an enabling environment to support the women's initiatives. A collaborative and inclusive approach that includes women and marginalized groups as committee executives and members of local government bodies is necessary to build the enabling environment."     Affection not affliction: The role of emotions in information systems and organizational change

    Most IS research in both the technical/rational and socio-technical traditions ignores or marginalizes the emotionally charged behaviours through which individuals engage in, and cope with the consequences of, IS practice and associated organizational change. Even within the small body of work that engages with emotions through particular conceptual efforts, affections are often conceived as a phenomenon to be eradicated – an affliction requiring a cure. In this paper, I argue that emotions are always implicated in our lived experiences, crucially influencing how we come to our beliefs about what is good or bad, right or wrong. I draw from the theoretical work of Michel Foucault to argue for elaborating current notions of IS innovation as a moral and political struggle in which individuals’ beliefs and feelings are constantly tested. Finally, I demonstrate these ideas by reference to a case study that had considerable emotional impact, and highlight the implications for future work
