    Developing the egovernment research agenda

    This paper presents an exploratory research project to determine the needs for future eGovernment research. The project aimed particularly at getting relevant stakeholder views as a contrast to the received academic wisdom or political rhetoric. This paper outlines the need for such fieldwork and discusses the methodology adopted to elicit the stakeholders’ views without influencing the debate. The VIEGO workshops have shown that an eGovernment research agenda will require a multi-disciplinary approach involving a combination of social, technological and organisational issues.     Challenges in the delivery of e-government through kiosks

    Kiosks are increasingly being heralded as a technology through which governments, government departments and local authorities or municipalities can engage with citizens. In particular, they have attractions in their potential to bridge the digital divide. There is some evidence to suggest that the citizen uptake of kiosks and indeed other channels for e-government, such as web sites, is slow, although studies on the use of kiosks for health information provision offer some interesting perspectives on user behaviour with kiosk technology. This article argues that the delivery of e-government through kiosks presents a number of strategic challenges, which will need to be negotiated over the next few years in order that kiosk applications are successful in enhancing accessibility to and engagement with e-government. The article suggests that this involves consideration of: the applications to be delivered through a kiosk; one stop shop service and knowledge architectures; mechanisms for citizen identification; and, the integration of kiosks within the total interface between public bodies and their communities. The article concludes by outlining development and research agendas in each of these areas.</p

    Strategi Pemerintah Desa dalam Mewujudkan Prinsip Efektivitas Pada Pelayanan Pembuatan E-KTP di Desa Sukodono Kecamatan Dampit Kabupaten Malang

    Public service is one form of the State's efforts to fulfill the basic needs of every citizen. So that the effectiveness of a government system plays an important role in measuring the success of a service. The purpose of this study was to determine the strategy adopted by the village government in realizing the principle of effectiveness in the service of making Electronic Identity Cards (e-KTP) in Sukodono Village, Dampit District, Malang Regency. In order to achieve this goal, this research uses a qualitative research type with descriptive method. The data collection technique was through observation and interviews with the Sukodono Village Head and several village officials as supporting informants. The results obtained in the study show several strategies carried out by the village government to realize the principle of effectiveness in the service of making e-KTP in Sukodono Village such as strengthening the vision and mission, providing incentives to the apparatus, increasing accountability, determining organizational structure, and changing the performance of the apparatus. . This strategy is considered effective as an effort of the Sukodono village government in realizing the principle of effectiveness, especially in the service of making e-KTP in Sukodono Village, Dampit District, Malang Regency.&nbsp; Keywords: strategy, government, effectiveness.Pelayanan publik ialah salah satu bentuk upaya Negara dalam memenuhi kebutuhan dasar setiap warga negara. Sehingga efektivitas suatu sistem pemerintahan sangatlah berperan penting dalam mengukur keberhasilan suatu pelayanan. Tujuan penelitian ini adalah untuk mengetahui strategi yang dilakukan oleh pemerintah desa dalam mewujudkan prinsip efektivitas pada pelayanan pembuatan Kartu Tanda Penduduk Elektronik (e-KTP) di Desa Sukodono Kecamatan Dampit Kabupaten Malang. Guna mencapai tujuan tersebut, penelitian ini menggunakan jenis penelitian kualitatif&nbsp; dengan metode deskriptif. Teknik pengumpulan data melalui observasi dan wawancara kepada Kepala Desa Sukodono serta beberapa perangkat desa sebagai informan pendukung. Hasil penelitian yang diperoleh dalam penelitian meunjukan beberapa strategi yang dilakukan oleh pemerintah desa untuk mewujudkan prinsip efektivitas pada pelayanan pembuatan e-KTP di Desa Sukodono seperti penguatan visi dan misi, memberikan insentif kepada para aparatur, meningkatkan akuntabilitas, menetapkan susunan organisasi, serta merubah kinerja aparatur. Strategi tersebut diniai efektif diterapakan sebagai upaya pemerintah desa Sukodono dalam mewujudkan prinsip efektivitas khususnya pada pelayanan pembuatan e-KTP di Desa Sukodono Keamatan Dampit Kabupaten Malang.     Public Service Delivery: Role of Information and Communication Technology in Improving Governance and Development Impact

    The focus of this paper is on improving governance through the use of information and communication technology (ICT) in the delivery of services to the poor, i.e., improving efficiency, accountability, and transparency, and reducing bribery. A number of papers recognize the potential benefits but they also point out that it has not been easy to harness this potential. This paper presents an analysis of effective case studies from developing countries where the benefits have reached a large number of poor citizens. It also identifies the critical success factors for wide-scale deployment. The paper includes cases on the use of ICTs in the management of delivery of public services in health, education, and provision of subsidized food. Cases on electronic delivery of government services, such as providing certificates and licenses to rural populations, which in turn provide entitlements to the poor for subsidized food, fertilizer, and health services are also included. ICT-enabled provision of information to enhance rural income is also covered

    Creation of a Single National ID: Challenges & Opportunities for India

    A National ID for all citizens and residents of India has long being considered a critical necessity, albeit the related projects have been in pilot mode for the past several years and no distinct road ahead seems to be coming out. The government has been focusing on inclusive growth and has launched several schemes at different levels to facilitate the same. However, monitoring the execution of these schemes and understanding clearly if the targeted citizens actually have got benefited, would demand for substantial granularity of information and doing away with information bottlenecks. Interestingly, proper execution of the National ID project by the government can prove to be useful for execution of various schemes and projects as well as in accessing multiple government and private sector services. This paper focuses on the need for a single national identity system in India and its proposed execution which may actually be linked to citizen life cycle. The other aspects covered and analyzed include current Indian scenario, challenges, existing identification systems and loopholes in the existing systems. Major challenges seem to be coming from enrolments, technology platform choice and strategic design, corresponding policy and legal frameworks. The paper also discusses about international scenario of single national id projects undertaken in 27 countries across the globe to understand current status, adoption and usage. To reinforce the need for national ID, the existing IDs were analysed based on a scoring model considering various dimensions. Primary research was conducted, based on which it was found none of the existing IDs was able to satisfy as a National ID based on the scoring model. The proposed road map has been discussed in length i.e technology platform, smart card technology, legal and administrative framework, business model based on Private-Public Partnership (PPP) considering the mammoth and diverse population. A ranking matrix may be created to come up with a composite score for all districts based on various dimensions. The execution may be planned to be executed without asking Indians to stand in queue for one more ID and accelerating towards a more secured society and more importantly ensuring better delivery of Government services to citizens.

The problem is particularly acute at our research universities, where we train the top minds, only to send them abroad to compete against us.This report aims to quantify both the role that foreign-born inventors play in the innovation coming out of US universities, and the costs we incur by training the world's top minds and sending them away. University research is responsible for 53% of all basic research in America. Much of this research leads to patented inventions, new companies, and jobs for American workers
