    Assessing relevance using automatically translated documents for cross-language information retrieval

    This thesis focuses on the Relevance Feedback (RF) process, and the scenario considered is that of a Portuguese-English Cross-Language Information Retrieval (CUR) system. CUR deals with the retrieval of documents in one natural language in response to a query expressed in another language. RF is an automatic process for query reformulation. The idea behind it is that users are unlikely to produce perfect queries, especially if given just one attempt.The process aims at improving the queryspecification, which will lead to more relevant documents being retrieved. The method consists of asking the user to analyse an initial sample of documents retrieved in response to a query and judge them for relevance. In that context, two main questions were posed. The first one relates to the user's ability in assessing the relevance of texts in a foreign language, texts hand translated into their language and texts automatically translated into their language. The second question concerns the relationship between the accuracy of the participant's judgements and the improvement achieved through the RF process. In order to answer those questions, this work performed an experiment in which Portuguese speakers were asked to judge the relevance of English documents, documents hand-translated to Portuguese, and documents automatically translated to Portuguese. The results show that machine translation is as effective as hand translation in aiding users to assess relevance. In addition, the impact of misjudged documents on the performance of RF is overall just moderate, and varies greatly for different query topics. This work advances the existing research on RF by considering a CUR scenario and carrying out user experiments, which analyse aspects of RF and CUR that remained unexplored until now. The contributions of this work also include: the investigation of CUR using a new language pair; the design and implementation of a stemming algorithm for Portuguese; and the carrying out of several experiments using Latent Semantic Indexing which contribute data points to the CUR theory

    Resource discovery in heterogeneous digital content environments

    The concept of 'resource discovery' is central to our understanding of how users explore, navigate, locate and retrieve information resources. This submission for a PhD by Published Works examines a series of 11 related works which explore topics pertaining to resource discovery, each demonstrating heterogeneity in their digital discovery context. The assembled works are prefaced by nine chapters which seek to review and critically analyse the contribution of each work, as well as provide contextualization within the wider body of research literature. A series of conceptual sub-themes is used to organize and structure the works and the accompanying critical commentary. The thesis first begins by examining issues in distributed discovery contexts by studying collection level metadata (CLM), its application in 'information landscaping' techniques, and its relationship to the efficacy of federated item-level search tools. This research narrative continues but expands in the later works and commentary to consider the application of Knowledge Organization Systems (KOS), particularly within Semantic Web and machine interface contexts, with investigations of semantically aware terminology services in distributed discovery. The necessary modelling of data structures to support resource discovery - and its associated functionalities within digital libraries and repositories - is then considered within the novel context of technology-supported curriculum design repositories, where questions of human-computer interaction (HCI) are also examined. The final works studied as part of the thesis are those which investigate and evaluate the efficacy of open repositories in exposing knowledge commons to resource discovery via web search agents. Through the analysis of the collected works it is possible to identify a unifying theory of resource discovery, with the proposed concept of (meta)data alignment described and presented with a visual model. This analysis assists in the identification of a number of research topics worthy of further research; but it also highlights an incremental transition by the present author, from using research to inform the development of technologies designed to support or facilitate resource discovery, particularly at a 'meta' level, to the application of specific technologies to address resource discovery issues in a local context. Despite this variation the research narrative has remained focussed on topics surrounding resource discovery in heterogeneous digital content environments and is noted as having generated a coherent body of work.     Community policing and young people: a critical insight into young people's perceptions in Leicester

    The repercussions associated with young people's exclusion from policing can be detrimental. The police will lack a basic understanding of young people s problems, needs and expectations. In these situations, young people will be less inclined to report crimes and their own victimisation to the police, provide intelligence, and participate in the criminal justice system. This study is intended to provide a critical appraisal of young people s perceptions of Police and Community Support Officers (PCSOs) and community policing in Leicester, in an effort to delineate the implications of their exclusion from local policing and crime related issues. Community policing is a well-known policing philosophy, particularly for repairing police public relations through engagement and problem solving. The findings demonstrate that despite the fundamental benefits associated with community policing, conventional methods of engagement and problem solving have failed to reach out to young people who are, nevertheless, particularly enthusiastic about collaborating with the police. However, whilst the vast majority of young people are positive about getting involved in policing, there are important variations within young people in their perceptions and attitudes towards the police. Young ethnic minorities in general, blacks in particular, were passive and reluctant to collaborate with the police due to their experiences of stop and search and other repercussion associated with the law enforcement style of policing. A lot of these problems can be subsided by diverting police resources to community policing, but there are going to be strong financial, organisational and cultural challenges
