    Analysis of Problem Components in the Organization of Economic Security Management on the Example of Aviation Enterprises

    The article reviewed the range of current problems in the field of economic security in aviation enterprises. The methodological basis of the research conducted in the article is based on the provisions of the theory of crisis management organization, transport production efficiency, the theory of hierarchy of systems, methods, and techniques of system analysis of economic and management problems, legal and regulatory materials of federal bodies of the Ministry of Transport of the Russian Federation. The information base of the study is built on the use of statistical and industry reporting data. The relevance of the topic chosen for the study is confirmed by the factor that in the context of increasing integration between Russian aviation enterprises, as well as within the boundaries of the organization of interstate cooperation on key innovative aircraft projects, the development of emerging links between aviation enterprises contains significant risks that may have a certain impact on the economic security of enterprises in general and the practical implementation of projects in the field of aviation engineering in particular. The author's view on solving the problem in the field of security management organization is to present it in the framework of an integrated system of production risk management of aviation enterprises. The substantiation of the place and role of risk management system in the procedure of organizing and ensuring economic security, as well as the effective development of the aviation enterprise considering the specific features of the multi-component risk management system present in the enterprises of the aviation sector, is given. The solution to the problem in the sphere of ensuring economic security at the internal level of the enterprise has a high priority since, at present many methodological aspects of this process are not fully studied

    The services sector strategic development unites a multitude of economic and managerial aspects and is one of the most important problems of economic management. Many researches devoted to this industry study are available. Most of them are performed in the traditional aspect of the voluminous calendar approach to strategic management, characteristic of the national scientific school. Such an approach seems archaic, forming false strategic benchmarks. The services sector is of special scientific interest in this context due to the fact that the social production structure to the services development model attraction in many countries suggests transition to postindustrial economy type where the services sector is a system-supporting sector of the economy. Actively influencing the economy, the services sector in the developed countries dominates in the GDP formation, primary capital accumulation, labor, households final consumption and, finally, citizens comfort of living. However, a clear understanding of the services sector as a hyper-sector permeating all spheres of human activity has not yet been fully developed, although interest in this issue continues to grow among many authors.     How innovation systems emerge to solve ecological problems: Biofuels in the United States and Brazil

    This paper discusses the re-emergence of biofuel innovation systems in the United States and Brazil. We argue that innovation systems emerge and evolve to solve a problem, and that the way the problem is framed and articulated has a significant impact on the direction and momentum of this evolution. Additionally, innovation sequences occur with a recurrent pattern of changing problems and innovative solutions. We consider the role of the State as a core actor in the mobilisation of innovation systems and discuss how specific institutional arrangements, political contexts and technological competencies influence how problems are framed. We find that role of the State varies across time as well as across different geographical regions. Finally, we suggest that as ecological problems intensify we might expect to see an increase in State intervention in innovation systems
