    A Simulated Annealing method to solve a generalized maximal covering location problem

    The maximal covering location problem (MCLP) seeks to locate a predefined number of facilities in order to maximize the number of covered demand points. In a classical sense, MCLP has three main implicit assumptions: all or nothing coverage, individual coverage, and fixed coverage radius. By relaxing these assumptions, three classes of modelling formulations are extended: the gradual cover models, the cooperative cover models, and the variable radius models. In this paper, we develop a special form of MCLP which combines the characteristics of gradual cover models, cooperative cover models, and variable radius models. The proposed problem has many applications such as locating cell phone towers. The model is formulated as a mixed integer non-linear programming (MINLP). In addition, a simulated annealing algorithm is used to solve the resulted problem and the performance of the proposed method is evaluated with a set of randomly generated problems

Herein, we intend to demonstrate the influence of congestion, through the random number generation, of such systems in final solutions. An algorithm is presented which, in addition to the GRASP, incorporates the Regret with the pminmax method to evaluate the heuristic solution obtained with regard to its robustness for different scenarios. Taking as our point of departure the Maximum Capture Location Problem proposed by Church and Revelle [1, 26], an alternative perspective is added in which the choice behavior of the server does not depend only on the elapsed time from the demand point looking to the center, but includes also the service waiting time.N/

    Topological Schemas of Memory Spaces

    Hippocampal cognitive map---a neuronal representation of the spatial environment---is broadly discussed in the computational neuroscience literature for decades. More recent studies point out that hippocampus plays a major role in producing yet another cognitive framework that incorporates not only spatial, but also nonspatial memories---the memory space. However, unlike cognitive maps, memory spaces have been barely studied from a theoretical perspective. Here we propose an approach for modeling hippocampal memory spaces as an epiphenomenon of neuronal spiking activity. First, we suggest that the memory space may be viewed as a finite topological space---a hypothesis that allows treating both spatial and nonspatial aspects of hippocampal function on equal footing. We then model the topological properties of the memory space to demonstrate that this concept naturally incorporates the notion of a cognitive map. Lastly, we suggest a formal description of the memory consolidation process and point out a connection between the proposed model of the memory spaces to the so-called Morris' schemas, which emerge as the most compact representation of the memory structure.Comment: 24 pages, 8 Figures, 1 Suppl.     This paper provides an illustration of the changing tolerance for inequality in a context of radical political and economic transformation and rapid economic growth. We focus on the Polish transition experience, and explore individuals' self-reported attitudes. Using unusually long and frequent (monthly) representative surveys of the population, carried out by the Polish poll institute (CBOS) from 1992 to 2005, we identify a structural break in the relationship between income inequality and subjective well-being.     Landslide susceptibility mapping using multi-criteria evaluation techniques in Chittagong Metropolitan Area, Bangladesh

    Landslides are a common hazard in the highly urbanized hilly areas in Chittagong Metropolitan Area (CMA), Bangladesh. The main cause of the landslides is torrential rain in short period of time. This area experiences several landslides each year, resulting in casualties, property damage, and economic loss. Therefore, the primary objective of this research is to produce the Landslide Susceptibility Maps for CMA so that appropriate landslide disaster risk reduction strategies can be developed. In this research, three different Geographic Information System-based Multi-Criteria Decision Analysis methods—the Artificial Hierarchy Process (AHP), Weighted Linear Combination (WLC), and Ordered Weighted Average (OWA)—were applied to scientifically assess the landslide susceptible areas in CMA. Nine different thematic layers or landslide causative factors were considered. Then, seven different landslide susceptible scenarios were generated based on the three weighted overlay techniques. Later, the performances of the methods were validated using the area under the relative operating characteristic curves. The accuracies of the landslide susceptibility maps produced by the AHP, WLC_1, WLC_2, WLC_3, OWA_1, OWA_2, and OWA_3 methods were found as 89.80, 83.90, 91.10, 88.50, 90.40, 95.10, and 87.10 %, respectively. The verification results showed satisfactory agreement between the susceptibility maps produced and the existing data on the 20 historical landslide locations

    Flooding through the lens of mobile phone activity

    Natural disasters affect hundreds of millions of people worldwide every year. Emergency response efforts depend upon the availability of timely information, such as information concerning the movements of affected populations. The analysis of aggregated and anonymized Call Detail Records (CDR) captured from the mobile phone infrastructure provides new possibilities to characterize human behavior during critical events. In this work, we investigate the viability of using CDR data combined with other sources of information to characterize the floods that occurred in Tabasco, Mexico in 2009. An impact map has been reconstructed using Landsat-7 images to identify the floods. Within this frame, the underlying communication activity signals in the CDR data have been analyzed and compared against rainfall levels extracted from data of the NASA-TRMM project. The variations in the number of active phones connected to each cell tower reveal abnormal activity patterns in the most affected locations during and after the floods that could be used as signatures of the floods - both in terms of infrastructure impact assessment and population information awareness. The representativeness of the analysis has been assessed using census data and civil protection records. While a more extensive validation is required, these early results suggest high potential in using cell tower activity information to improve early warning and emergency management mechanisms.Comment: Submitted to IEEE Global Humanitarian Technologies Conference (GHTC) 201
