Energy Information Systems: From the Basement to the Boardroom
A significant buildings energy reduction opportunity exists in the office sector, given that this market segment typically is an early adopter of new technology. There is a rising trend towards smart and connected offices through the internet of things (IoT) that provides new opportunities for operational efficiency and environmental sustainability practices. Leading commercial real estate companies have begun to shift from individual building automation systems (BAS) to partially integrated and automated systems such as energy information systems (EIS). In both the United States and India, organizations are seeking operational excellence, enhanced tenant relationships, and topline growth. Hence it is imperative to engage the executives with decision-making power, by tapping into their interest in sustainability, corporate social responsibility, and innovation. This expansion of interest can enable data-driven decisions, strong energy investments, and deeper energy benefits, and would drive innovation in this field. However, none of this would be possible without robust, consistent building energy information to provide visibility across all the levels of decision making, i.e. from the basement where the facilities staff take operational action to the boardroom where the executives make investment decisions.
Price, security, and ease of use remain barriers to the adoption and pervasive use of promising EIS technologies in commercial office buildings. We believe that these barriers can be addressed through the development of ready, simplified, consistent, commercially available, low-cost EIS-in-a-box packages, that have a pre-defined set of hardware components and software features and functionality that are pertinent to a particular building sector. These simplified, sector-specific EIS packages can help to obviate the need for customization, and enhance ease of use, thereby enabling scale-up, in order to facilitate building energy savings. The EIS-in-a-box are adaptable in both U.S. and Indian office buildings, and potentially beyond these two countries

A conceptual study of the factors influencing e-inclusion
With the advancement of the Internet and supporting Information and Communication Technologies, e-inclusion has emerged as an effective means to create opportunities for all and to further individual autonomy and capability in terms of using online services offered by public agencies. The aim of this paper is to offer a critical discussion on the role of e-inclusion from the user perspective, which goes beyond the demographic factors when adopting e-government services. Further, this paper explains the fundamental differences between digital divide and e-inclusion and examines why research focus is now shifting towards studying e-inclusion rather that digital divide in Europe. Through a conceptual analysis the authors examine the relationship between social inclusion and e-inclusion and how they contributes towards promoting the use of ICT to overcome exclusion and improve economic performance, employment opportunities, quality of life, social participation and cohesion

Geovisualization of household energy consumption characteristics
A vast amount of quantitative data is available within the energy sector, however, there is limited understanding of the relationships between neighbourhoods, demographic characteristics and domestic energy consumption habits. We report upon research that will combine datasets relating to energy consumption, saving and loss with geodemographics to enable better understanding of energy user types. A novel interactive interface is planned to evaluate the performance of these energy-based classifications. The research aims to help local governments and the energy industry in targeting households and populations for new energy saving schemes and in improving efforts to promote sustainable energy consumption. Energy based neighbourhood classifications will also promote consumption awareness amongst domestic users. This poster describes the research methodology, data sources and visualization requirements
Slave to the Algorithm? Why a \u27Right to an Explanation\u27 Is Probably Not the Remedy You Are Looking For
Algorithms, particularly machine learning (ML) algorithms, are increasingly important to individualsâ lives, but have caused a range of concerns revolving mainly around unfairness, discrimination and opacity. Transparency in the form of a âright to an explanationâ has emerged as a compellingly attractive remedy since it intuitively promises to open the algorithmic âblack boxâ to promote challenge, redress, and hopefully heightened accountability. Amidst the general furore over algorithmic bias we describe, any remedy in a storm has looked attractive. However, we argue that a right to an explanation in the EU General Data Protection Regulation (GDPR) is unlikely to present a complete remedy to algorithmic harms, particularly in some of the core âalgorithmic war storiesâ that have shaped recent attitudes in this domain. Firstly, the law is restrictive, unclear, or even paradoxical concerning when any explanation-related right can be triggered. Secondly, even navigating this, the legal conception of explanations as âmeaningful information about the logic of processingâ may not be provided by the kind of ML âexplanationsâ computer scientists have developed, partially in response. ML explanations are restricted both by the type of explanation sought, the dimensionality of the domain and the type of user seeking an explanation. However, âsubject-centric explanations (SCEs) focussing on particular regions of a model around a query show promise for interactive exploration, as do explanation systems based on learning a model from outside rather than taking it apart (pedagogical versus decompositional explanations) in dodging developers\u27 worries of intellectual property or trade secrets disclosure. Based on our analysis, we fear that the search for a âright to an explanationâ in the GDPR may be at best distracting, and at worst nurture a new kind of âtransparency fallacy.â But all is not lost. We argue that other parts of the GDPR related (i) to the right to erasure ( right to be forgotten ) and the right to data portability; and (ii) to privacy by design, Data Protection Impact Assessments and certification and privacy seals, may have the seeds we can use to make algorithms more responsible, explicable, and human-centered
The public library, exclusion and empathy: a literature review
Purpose â The purpose of this paper is to present a review of the literature within the fields of public librarianship, social exclusion and empathy.
Design/methodology/approach â The cross-disciplinary review involved the consultation of material from disciplines including library and information management, politics, social policy and social sciences, cultural studies, psychology, management and organizational theory. It was structured according to the following themes: exclusion, inclusion and social policy, social inclusion in public services and the cultural sector, the role of public libraries in social inclusion and professional empathy and the public library service.
Findings âThe concept of social inclusion remains at the core of public library policy and strategy, and is embedded in contemporary social theory. Conflicting views have emerged as to the perceived and actual role of the public library in combating social exclusion, with a need expressed for research to be conducted that bridges the gap between the âphilosophicalâ interpretations of community librarianship and the more practical, âreal worldâ studies, in order to fully understand the concept of community librarianship. A critical link is made between social inclusion and public librarianship to professional empathy.
Research limitations/implications â The paper provides an edited version of the overall literature review, yet it is felt that it would be of theoretical and practical relevance and value to the professional and academic communities.
Originality/value â Empathy is a relatively new concept in librarianship research, and prior to the study of which this review forms a part only limited findings have been available
