Progress in rail reform
On 5 August 1998 the Treasurer referred progress in rail reform for inquiry and report within 12 months. Genetic and memetic algorithms for scheduling railway maintenance activities
Nowadays railway companies are confronted with high infrastructure maintenance costs. Therefore good strategies are needed to carry out these maintenance activities in a most cost effective way. In this paper we solve the preventive maintenance scheduling problem (PMSP) using genetic algorithms, memetic algorithms and a two-phase heuristic based on opportunities. The aim of the PMSP is to schedule the (short) routine activities and (long) unique projects for one link in the rail network for a certain planning period such that the overall cost is minimized. To reduce costs and inconvenience for the travellers and operators, these maintenance works are clustered as much as possible in the same time period. The performance of the algorithms presented in this paper are compared with the performance of the methods from an earlier work, Budai et al. International Cooperation on Trade and Labor Issues
The relationship between the labor market and international trade is a broad and complex subject that has been the focus of significant attention in recent years. Discussion and analysis in this area has covered a number of discrete issues, including the effect of shifting trade patterns on employment levels and earnings in domestic markets, the impact of wage levels and labor legislation on the location of production facilities, and the positive and negative aspects of the cross-border movement of workers, among others. The continuing importance of labor issues within the larger trade debate is highlighted by the inclusion of measures relating to labor standards and/or the cross-border movement of workers in recent bilateral and multilateral trade agreements such as the North American Free Trade Agreement (NAFTA), the General Agreement on Trade in Services (GATS), and the U.S.âOman Free Trade Agreement. This paper aims to provide background for future work on trade-related labor issues by describing how labor issues such as internationally recognized labor standards and the cross-border movement of workers have been addressed by international organizations, as well as in U.S. trade legislation and recent trade agreements
Overview of Infrastructure Charging, part 4, IMPROVERAIL Project Deliverable 9, âImproved Data Background to Support Current and Future Infrastructure Charging Systemsâ
Improverail aims are to further support the establishment of railway infrastructure management in accordance with Directive 91/440, as well as the new railway infrastructure directives, by developing the necessary tools for modelling the management of railway infrastructure; by evaluating improved methods for capacity and resources management, which allow the improvement of the Life Cycle Costs (LCC) calculating methods, including elements related to vehicle - infrastructure interaction and external costs; and by improving data background in support of charging for use of railway infrastructure. UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS): The Challenge of Extending and Sustaining Services
UN-Water GLAAS reports on the capacity of countries to make progress towards the MDG water and sanitation target and on the effectiveness of external support agencies to facilitate this process. This 2012 edition notes that resources are neither targeted nor sufficient to sustain routine operation and maintenance requirements. Thus, there is a serious risk of slipping backwards on gains already made. On a novel optimisation model and solution method for tactical railway maintenance planning
Within the ACEM-Rail project of the European Seventh Framework Programme new measurement and inspection techniques for monitoring the track condition are developed. By means of these new techniques the prediction of future track condition will be highly improved. To our knowledge mid-term maintenance planning is done for projects and preventive tasks, but predictions of the track condition are not incorporated into the planning process up to now. To efficiently utilise this new kind of information one task within the ACEM-Rail project is the development of methods for planning predictive maintenance tasks along with preventive and corrective ones in a mid-term planning horizon. The scope of the mid-term or tactical maintenance planning is the selection and combination of tasks and the allocation of tasks to time intervals where they will be executed. Thereby a coarse maintenance plan is determined that defines which tasks are combined together to form greater tasks as well as the time intervals for executing the selected tasks. This tactical plan serves as the base for booking future track possessions and for scheduling the maintenance tasks in detail. In this paper an algorithmic approach is presented which is able to react on dynamic and uncertain changes due to any track prediction updating. To this end optimisation algorithms are implemented within a rolling planning process, so it is possible to respond to updated information on track condition by adapting the tactical plan. A novel optimisation method is developed to generate cost effective and robust solutions by looking ahead into the future and evaluating different solutions in several scenario

The cases feature a variety of initiatives and interventions to protect drivers.In the road transport sector, as with any other, it is important to pay attention to working conditions in order to ensure a skilled and motivated workforce. Certain characteristics of the sector make it more difficult to practice risk management than in other sectors.
