    The CGIAR Research Program on Aquatic Agricultural Systems (AAS) has developed its Gender Research in Development Strategy centered on a transformative approach. Translating this strategy into actual research and development practice poses a considerable challenge, as not much (documented) experience exists in the agricultural sector to draw on, and significant innovation is required. A process of transformative change requires reflecting on multiple facets and dimensions simultaneously.     Delegation, Knowledge Integration, and Cooperation: How to Solve Problems of Coordination in Structural Fund Programs. Findings From Comparative Case Studies in the South of Italy

    European cohesion policies are increasingly relying on grassroots networks tapping into tacit knowledge and participatory decision-making processes. Regional governments delegate their decision making power to local institutions with the assumption that local agents possess both contextual knowledge and political legitimacy to integrate different policy measures in a cooperative fashion. Delegation of decision making power is therefore presumed to minimize the unintended or conflicting outcomes emerging, for instance, when environmental protection and infrastructure building are not designed consistently to local contextual needs nor are these pursued through a cooperative effort of local networks of actors. Different agents, including resource users and government agencies try to work together to resolve shared dilemmas of coordination, as an increasingly common alternative to centralized institutions. Coordination consists of managing interdependencies among multiple individuals or organizations involved in the overall program or project management. Several studies classify different types of coordination mechanisms, including standards, hierarchy, targets or plans, slack resources, vertical information systems, direct contact, liaison roles, task forces, and integrating roles. Other ways of classifying coordination include formal impersonal, formal interpersonal, and informal interpersonal; non-coordination, standards, schedules and plans, mutual adjustment, and teams; task-task, task-resource, and resource-resource coordination; vertical and horizontal coordination; coordination by programming and by feedback; and coordination by standards, plans, and mutual adjustment. Building upon a current field research in four regions of the South of Italy, this paper examines how coordination occurs across local development programs, which are embedded within multilevel governance structures and relations. The paper presents a number of cases of local collaborations in which large numbers of local actors representing a wide range of contending groups have, with the help of mediating institutions, worked out agreements for integrating development programs. In some circumstances, specific coordination mechanisms encouraged consensus building offering all relevant groups the knowledge and skills needed to participate in these negotiations. In other circumstances, though, delegation of decision making power opened the door for opportunistic participation, lacking vision and trust for mutual cooperation.

    Intermediate Institutions for Interactive Learning Processes in a Governance Perspective: the Case of Aeronautic Industry in Campania Region.

    The present paper presents the results of the empirical analysis on fifteen enterprises and twenty no-industrial organizations involved at different level in the Aeronautical Cluster in the Campania Region. Information and data on the selected sample are colleted both by a study of the industrial sector, and also by suitable questionnaires and interviews, that the authors have submitted to the entrepreneurs and to the top managers of either the enterprises or the no-industrial organizations. The authors have focalized their study by applying the SWOT analysis on the following issues: • the cluster’s structure by analysing the relational skill developed by single actors of the cluster and by their impact on the innovation capacity of the enterprises; • the effectiveness of cluster’s governance strategies and how different actors actually participate to the local development processes of the aeronautical industrial sector. On these bases the authors wanted to deduce possible policy options for different kind of actors to optimize the cluster’s governance. Particularly they will describe in the present paper some indications to: 1) the SME’s that present strong relations with customers but low integration with large part of the others actors, i.e. with no-customers enterprises; 2) the large enterprises related to the industrial policies and to the suppliers' governance; 3) the policy makers at local level and the intermediate institutions for a better support of the local enterprises. In fact, the research results are based on the conscientious awareness that the analyzed sector is at a critical point, for which it is necessary that all the actors involved put together their efforts in order to steer and to direct the development process, both by identifying participative mechanisms at local level and also by strengthening those exogenous elements which are able to promote local development. Obviously only part of the criticisms can be solved at local and national level and some of them can be solved only partially. This observation opens the question of policy at the international level which can be determinate only with a more exhaustive integration into transnational networks. The research described in the present paper has been undertaken within the framework of the project: “IKINET – International Knowledge and Innovation Network†(EU FP6, N° CIT2-CT-2004-506242).

    Securing the Livelihoods and Nutritional Needs of Fish-Dependent Communities

    Starting in June 2012, the Rockefeller Foundation began investigating the pressing problem of the declining health of the oceans due to climate change, overfishing, pollution and habitat destruction, and the effects of this decline on poor and vulnerable people who depend on marine ecosystems for food and livelihoods. The goal was to better understand the nature of the problem and the potential impact of interventions in the fields of fisheries, aquaculture, poverty, and food security.The Foundation assembled a portfolio of learning grants that examined this problem from multiple perspectives in order to inform and assess the viability of and potential impact for future engagement on this topic. We supported four scoping studies that sought to identify populations dependent on marine fisheries, as well as review past experience with integrated approaches to fisheries management within a livelihoods and food security context. In partnership with Bloomberg Philanthropies, we also supported scoping work in four countries to assess opportunities for a coordinated strategy integrating national policy, local management, and innovative financing.We have learned a tremendous amount from the work our grantees have done, captured here by partner FSG in a summary and synthesis. We hope this information will contribute to the broader body of knowledge on this topic, as well as our own work
