    Policy Response, Social Media and Science Journalism for the Sustainability of the Public Health System Amid the COVID-19 Outbreak: The Vietnam Lessons

    Vietnam, with a geographical proximity and a high volume of trade with China, was the first country to record an outbreak of the new Coronavirus disease (COVID-19), caused by the Severe Acute Respiratory Syndrome Coronavirus 2 or SARS-CoV-2. While the country was expected to have a high risk of transmission, as of April 4, 2020—in comparison to attempts to contain the disease around the world—responses from Vietnam are being seen as prompt and effective in protecting the interests of its citizens, with 239 confirmed cases and no fatalities. This study analyzes the situation in terms of Vietnam’s policy response, social media and science journalism. A self-made web crawl engine was used to scan and collect official media news related to COVID-19 between the beginning of January and April 4, yielding a comprehensive dataset of 14,952 news items. The findings shed light on how Vietnam—despite being under-resourced—has demonstrated political readiness to combat the emerging pandemic since the earliest days. Timely communication on any developments of the outbreak from the government and the media, combined with up-to-date research on the new virus by the Vietnamese science community, have altogether provided reliable sources of information. By emphasizing the need for immediate and genuine cooperation between government, civil society and private individuals, the case study offers valuable lessons for other nations concerning not only the concurrent fight against the COVID-19 pandemic but also the overall responses to a public health crisis

    Investigating the prevalence of reactive online searching in the COVID-19 pandemic

    Background: The ongoing coronavirus disease (COVID-19) pandemic has placed an unprecedented strain on global society, healthcare, governments and mass media. Public dissemination of government policies, medical interventions and misinformation has been remarkably rapid and largely unregulated during the COVID-19 pandemic, resulting in increased misinterpretations, miscommunication, and public panic. Being the first full-scale global pandemic of the digital age, COVID-19 has presented novel challenges pertinent to government advice, the spread of news and misinformation, and the trade-off between the accessibility of science and the premature public use of unproven medical interventions. Objective: This study aims to assess the use of internet search terms relating to COVID-19 information and misinformation during the global pandemic, identify which were most used in six affected countries, investigate any temporal trends and the likely propagators of key search terms, and determine any correlation between the per capita cases and deaths with the adoption of these search terms in each of the six countries. Methods: This study uses relative search volume data extracted from Google Trends for search terms linked to the COVID-19 pandemic alongside per capita case and mortality data extracted from the European Open Data Portal, to identify the temporal dynamics of the spread of news and misinformation during the global pandemic in six affected countries (Australia, Germany, Italy, Spain, United Kingdom, United States of America). A correlation analysis was carried out to ascertain any correlation between the temporal trends of search term use and the rise of per capita mortality and disease cases. Results: Of the selected search terms, most were searched immediately following promotion by governments, public figures or viral circulation of unfounded claims, but also relating to the publication of scientific resources, which were sometimes misinterpreted before further dissemination. Strong correlations were identified between the volume of these COVID-19-related search terms, and per capita mortality and cases. Conclusions: These findings illustrate the increased rate and volume of public consumption of novel information during a global healthcare crisis. The strong positive correlation between mortality and online searching, particularly in countries with lower COVID-19 testing rates, may demonstrate the imperative to safeguard official communications and dispel misinformation in these countries. Online news, government briefings and social media provide a powerful tool for the dissemination of important information to the public during pandemics, but their misuse, and the presentation of misrepresented medical information, should be monitored, minimised and addressed to safeguard public safety.     The COVID-19 pandemic generated a large volume of information that was quickly spread and disseminated in society. The infodemic is caused by the ability of social networks to increase the flow of information sharing, making it easier to spread false news and more difficult to differ from true news. Thus, it is necessary to use a computational model to classify information, aimed at detecting fake news. Therefore, an application was idealized which allows the registration of information in text or image format, which are classified by an algorithm and presented in a panel, thus facilitating the verification of the veracity of this information.La pandemia del COVID-19 generó un gran volumen de información que fue rápidamente difundida en la sociedad. The guidelines were prepared in accordance with the Medical Information Network Distribution Service (Minds) creation procedures. The Academic Guidelines Promotion Team was organized to oversee and provide academic support to the respective activities allocated to each Guideline Creation Team. To improve quality assurance and workflow transparency, a mutual peer review system was established, and discussions within each team were open to the public. Public comments were collected once after the initial formulation of a clinical question (CQ) and twice during the review of the final draft. Recommendations were determined to have been adopted after obtaining support from a two-thirds (> 66.6%) majority vote of each of the 19 committee members.ResultsA total of 87 CQs were selected among 19 clinical areas, including pediatric topics and several other important areas not covered in the first edition of the Japanese guidelines (J-SSCG 2012). The approval rate obtained through committee voting, in addition to ratings of the strengths of the recommendation, and its supporting evidence were also added to each recommendation statement. We conducted meta-analyses for 29 CQs. Thirty-seven CQs contained recommendations in the form of an expert consensus due to insufficient evidence. No recommendations were provided for five CQs.ConclusionsBased on the evidence gathered, we were able to formulate Japanese-specific clinical practice guidelines that are tailored to the Japanese context in a highly transparent manner. These guidelines can easily be used not only by specialists, but also by non-specialists, general clinicians, nurses, pharmacists, clinical engineers, and other healthcare professionals

    Project Frozo: A Solution to the Cold-Chain Problem

    Project Frozo has designed an ultra-low temperature portable freezer capable of storing 500 COVID-19 vaccine vials for global distribution. The device does not require external power, and utilizes a combination of vacuum insulation panels, aerogel, and phase change material to maintain a storage volume temperature of -70°C for over 10 days. This duration of time was determined by running a one-dimensional transient heat transfer simulation with a constant ambient temperature of 48.89°C (120°F). Construction of a prototype is underway which will be used to perform physical testing and validate the simulation results. The design will enable cost effective distribution of the COVID-19 vaccine on a global scale. The design follows guidelines set by The Setty Family Foundation: 2022 Applied Engineering Challenge as well as the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) standards. Vaccine storage requirements were determined using public information provided by Pfizer. Project Frozo’s design will function as the final storage system for vaccines prior to doses being administered to recipients

    Communication, digital media and future: new scenarios and future changes

    Digital media, technology, new theoretical perspectives have revolutionized the ways of interacting among individuals, acquiring information and knowledge, teaching, behaving in multicultural society and so on and so forth. The impact of new ways of communicating, social media, political platforms on daily lives is evident. Multifaced and different aspects of these topics have been discussed in the VI World conference on Media and Communication (MEDCOM), which was supposed to be held in Cagliari, in May 2020, and it has been postponed to June 2021, online. During that year, communicating revealed even more relevant for citizen live. We assisted to the great importance of best practices in crisis communication, and the critical situations generated by fake news and information overload. Many different topics and fields were included in the conference and, in this volume, we collected 22 papers representative of the discussion, open to scholars from all over the world. The volume is organized in 8 sessions, each one exploring one specific topic: 1. Social Media: Impact, Future, Issues; 2. Public Sector Communication; 3. Politics, Ethics and Communication; Section: 4 Multiculturalism, Cultural Studies, Youth, and Gender Communication; 5 Media Education; 6 Media and Corporate; 7 Screen Cultures; 8 Communication and Covid-19 Pandemic. The last session has been added to the conference after the first postponement to favor analysis of the future development of communication and its complexity after the pandemic experience

    2021 Pamela J. Mackintosh Undergraduate Research Awards, Special AwardThis collaborative research project considers the future consequences of the Covid-19 pandemic. The research methods included examination of past epidemics and disasters, assembling information about the contemporary impacts of Covid-19, and attention to debates about future impacts. Interviews and short surveys provided additional information. While some trends were evident prior to the pandemic, and therefore relatively easy to predict, such as the exponential growth of e-commerce during the lockdown, other trends have stabilized, or even reversed course, such as the economic status of women. In other examples, we see divergent possibilities, such as the question whether office work will ever resume at full capacity, or will people continue to work from home after the pandemic? We also see the promotion of false claims, such as assertions made by university administrators that college students will be eager to continue learning remotely after the pandemic.     Star formation rates and masses of z ~ 2 galaxies from multicolour photometry

    Fitting synthetic spectral energy distributions (SED) to the multi-band photometry of galaxies to derive their star formation rates (SFR), stellar masses, ages, etc. requires making a priori assumptions about their star formation histories (SFH). A widely adopted parameterization of the SFH, the so-called tau-models where SFR goes as e^{-t/tau) is shown to lead to unrealistically low ages when applied to star forming galaxies at z ~ 2, a problem shared by other SFHs when the age is left as a free parameter in the fitting. This happens because the SED of such galaxies, at all wavelengths, is dominated by their youngest stellar populations, which outshine the older ones. Thus, the SED of such galaxies conveys little information on the beginning of star formation. To cope with this problem, we explore a variety of SFHs, such as constant SFR and inverted-tau models - with SFR as e^{+t/tau) - along with various priors on age, including assuming that star formation started at high redshift in all the galaxies. We find that inverted-tau models with such latter assumption give SFRs and extinctions in excellent agreement with the values derived using only the UV part of the SED. These models are also shown to accurately recover the SFRs and masses of mock galaxies at z ~ 2 constructed from semi-analytic models. All other explored SFH templates do not fulfil these two test. In particular, direct-tau models with unconstrained age in the fitting procedure overstimate SFRs and underestimate stellar mass, and would exacerbate an apparent mismatch between the cosmic evolution of the volume densities of SFR and stellar mass. We conclude that for high-redshift star forming galaxies an exponentially increasing SFR with a high formation redshift is preferable to other forms of the SFH so far adopted in the literature.Comment: 19 pages, 28 figures, Monthly Notices of the Royal Astronomical Society in pres

    FRAMING THREATS TO HOMELAND SECURITY

    State and non-state actors like Russia and the Alt-Right use disinformation campaigns to target social and political fractures and polarize society on sensitive issues. U.S. agencies have continued to utilize variations of the same counter disinformation measures for the last 50 years. These measures have failed to keep pace with innovations by disinformation actors due to changes in the information environment and the speed of information diffusion. This thesis examines how framing theory can assist U.S. counter disinformation efforts. Framing theory proposes that the context, or frame, in which information is presented influences how individuals process the received information. In the context of this thesis, development of a strong frame consists of three elements: volume, credibility, and resonance. These elements are applied to three disinformation campaigns—Operation Denver, a Soviet campaign attributing HIV to the U.S.; #Pizzagate, a 2016 election interference campaign; and Plandemic, a non-state actor campaign targeting U.S. COVID-19 policy makers—and the countermeasures employed by U.S. agencies to each. This thesis contrasts disinformation campaigns and countermeasures using framing to demonstrate elements employed by disinformation actors and U.S. agencies to determine key differences that contribute to the successes and failures of disinformation countermeasures.
