    Labor and Urban Crisis in Buffalo, New York: Building a High Road Infrastructure

    With inequality growing and competitive market forces on the march, can unions play a constructive role in solving the problems of capitalist economic development? Should they try? In this study of coalition building in Buffalo, New York we find that regular procedures of problem solving involving multiple coalition partners – what we call a high-road social infrastructure – have developed in the city. We discuss the progression of union approaches to economic development, including in-plant and regional labor-management partnership, community coalitions and the creation of labor-led nonprofit organizations. In response to long-term economic and social crisis, a group of union leaders has begun carrying out projects to help attract investment from outside the region and improve the quality of jobs in the region. Coalition-building, however, is hampered by uncertainty about the best union strategy, enmity from some business and political elites, and the scale of the region’s long-term structural problems

    [Excerpt] Section 403(a) of the CAFTA-DR Implementation Act includes a reporting requirement on labor issues related to the CAFTA-DR. Specifically, that section requires the President to submit a biennial report to Congress on the progress made by the CAFTA-DR countries in implementing (i) Chapter Sixteen (Labor) of the CAFTA-DR, and (ii) the White Paper. The President delegated this reporting function to the Secretary of Labor, to be carried out in consultation with the United States Trade Representative (USTR). This is the first report in fulfillment of Section 403(a) of the CAFTA-DR Implementation Act. As required, this report includes: A. A description of the progress made by the Labor Cooperation and Capacity Building Mechanism established by Article 16.5 and Annex 16.5 of the CAFTA-DR, and the Labor Affairs Council established by Article 16.4 of the CAFTA-DR, in achieving their stated goals, including a description of the capacity-building projects undertaken, funds received, and results achieved, in each CAFTA-DR country; B. Recommendations on how the United States can facilitate full implementation of the recommendations contained in the White Paper; C. A description of the work done by the CAFTA-DR countries with the International Labor Organization (ILO) to implement the White Paper recommendations and to advance common commitments regarding labor matters; and D. A summary of public comments received on these matters

    Collaborators or Competitors? Exploring the Relationships between Community Development Financial Institutions and Conventional Lenders in Small Business Finance

    This study examines the nature of the interaction of banks and community development financial institutions (CDFIs) in small business lending. We examine the experience of six different CDFIs that vary by size, corporate structure, and market. We explore how they both collaborate and compete with regulated lenders, and how changes in local and national market dynamics affect their activities. Our case studies are not necessarily representative of the CDFI industry, but they offer insights on the factors that shape CDFIs' interactions with and responses to more mainstream institutions. Our findings are therefore more descriptive than prescriptive, although we offer suggestions for both CDFI practice and future research
