    The First 25 Years of the Bled eConference: Themes and Impacts

    The Bled eConference is the longest-running themed conference associated with the Information Systems discipline. The focus throughout its first quarter-century has been the application of electronic tools, migrating progressively from Electronic Data Interchange (EDI) via Inter-Organisational Systems (IOS) and eCommerce to encompass all aspects of the use of networking facilities in industry and government, and more recently by individuals, groups and society as a whole. This paper reports on an examination of the conference titles and of the titles and abstracts of the 773 refereed papers published in the Proceedings since 1995. This identified a long and strong focus on categories of electronic business and corporate perspectives, which has broadened in recent years to encompass the democratic, the social and the personal. The conference\u27s extend well beyond the papers and their thousands of citations and tens of thousands of downloads. Other impacts have included innovative forms of support for the development of large numbers of graduate students, and the many international research collaborations that have been conceived and developed in a beautiful lake-side setting in Slovenia

    The Once-Only Principle

    This open access State-of-the-Art Survey describes and documents the developments and results of the Once-Only Principle Project (TOOP). The Once-Only Principle (OOP) is part of the seven underlying principles of the eGovernment Action Plan 2016-2020. It aims to make the government more effective and to reduce administrative burdens by asking citizens and companies to provide certain standard information to the public authorities only once. The project was horizontal and policy-driven with the aim of showing that the implementation of OOP in a cross-border and cross-sector setting is feasible.     An integrated procurement assessment model for the measurement of development effectiveness and value for money in international development

    This research examines the relationship between project success and procurement performance to identify predictors that contribute to Development Effectiveness (DE) and Value for Money (VFM) in international development. The findings indicate that the existing project evaluation criteria, used by the selected international development organisations, have inconsistencies and do not provide a reliable measurement of DE and VFM. The research contributes to theory on the measurement of DE and VFM in international development projects

    An institutional perspective on information and communication technologies in governance

    This thesis was submitted for the degree of Doctor of Philosophy and awarded by Brunel University.Information and Communication Technologies (ICTs) are becoming increasing relevant in policy making and governance activities. However, the broad effects of digital governance have not been adequately conceptualised; conflicting assumptions vary from rather optimistic accounts of empowered citizens to even completely dismissing the potential of engagement through technical means. This research attempts to reposition the impact of ICTs on policy making and political communities. Drawing from institutional studies, an integrated perspective is synthesised to guide case investigations in three main directions: (1) the way influences from the institutional environment are understood and balanced locally, (2) the co-evolution of institutional and technological configurations and (3) the dynamic response of institutional actors to the challenge of online engagement. The empirical part focuses on two different contexts (local government authorities and a trade union federation) that cover the holistic objective of this study. The findings inform on the extent to which ICTs are actually merging with existing governance structures. Both studies show that policy making is fundamentally different from other activities at the general intersection of Internet and politics. Citizens form online communities to organise ad hoc around single issue movements. However, this does not necessarily translate into sustainable and meaningful participation in formal politics. Hence, adapting institutional structures emerges as a complicated challenge beyond fitting technical means into existing engagement activities. On this basis, the thesis questions the extent to which policy making mechanisms are able to enact engagement from the grassroots, as for example encouraged by the social media collaboration philosophy. Implications for practice show how the alignment between new tools and the existing norms has the potential to identify paths of least resistance, and then exploit them to accomplish positives changes whose beneficial effects should not be taken for granted.Department of Information Systems and Computing, Brunel Universit

Riconosciuta tra le disruptive technologies, la metodologia BIM cambia completamente il modo tradizionale di lavorare dell’industria delle costruzioni, a partire dalla fase di progettazione. In questo scenario, la sfida piĂč interessante Ăš quella di stabilire un framework, che riunisca metodi e strumenti per il ciclo di vita degli edifici, per la gestione del costruito. Il paradigma di Smart city si declina anche nella disponibilitĂ  di smart data, includendo, quindi, l’utilizzo intelligente delle informazioni riguardanti il patrimonio immobiliare. Il coinvolgimento proattivo del Facility Management nel processo edilizio Ăš la chiave per garantire la disponibilitĂ  di un dataset appropriato di informazioni, supportando l’idea di un sistema di gestione della conoscenza basato sul BIM. In linea con questo approccio, un processo di management impostato a partire dal BIM Ăš conseguibile attraverso una re-ingegnerizzazione complessiva della filiera atta a garantire l’efficacia del BIM ed a fornire servizi intelligenti di Facility 4.0.BIM is for all buildings. As a disruptive technology, BIM completely changes the traditional way of working of the Construction Industry, starting from the design stage. However, the challenging issue is to establish a framework that brings together methods and tools for the buildings lifecycle, focusing on the existing buildings management. Smart city means smart data, including, therefore, intelligent use of Real Estate information. Involving Facility Management in the process is the key to ensure the availability of the proper dataset of information, supporting the idea of a BIM-based knowledge management system. According to this approach, BIM Management is achievable applying a reverse engineering process to guarantee the BIM effectiveness and to provide Facility 4.0 smart services

    This report provides an analysis of digital transformation (DT) in a selection of policy areas covering transport, construction, energy, and digital government and public administration. DT refers in the report to the profound changes that are taking place in all sectors of the economy and society as a result of the uptake and integration of digital technologies in every aspect of human life. Digital technologies are having increasing impacts on the way of living, of working, on communication, and on social interaction of a growing share of the population. DT is expected to be a strategic policy area for a number of years to come and there is an urgent need to be able to identify and address current and future challenges for the economy and society, evaluating impact and identifying areas requiring policy intervention. Because of the very wide range of interrelated domains to be considered when analysing DT, a multidisciplinary approach was adopted to produce this report, involving experts from different domains.     This book presents the collection of fifty papers which were presented in the Second International Conference on BUSINESS SUSTAINABILITY 2011 - Management, Technology and Learning for Individuals, Organisations and Society in Turbulent Environments , held in Póvoa de Varzim, Portugal, from 22ndto 24thof June, 2011.The main motive of the meeting was growing awareness of the importance of the sustainability issue. This importance had emerged from the growing uncertainty of the market behaviour that leads to the characterization of the market, i.e. environment, as turbulent. Actually, the characterization of the environment as uncertain and turbulent reflects the fact that the traditional technocratic and/or socio-technical approaches cannot effectively and efficiently lead with the present situation. In other words, the rise of the sustainability issue means the quest for new instruments to deal with uncertainty and/or turbulence. The sustainability issue has a complex nature and solutions are sought in a wide range of domains and instruments to achieve and manage it. The domains range from environmental sustainability (referring to natural environment) through organisational and business sustainability towards social sustainability. Concerning the instruments for sustainability, they range from traditional engineering and management methodologies towards “soft” instruments such as knowledge, learning, and creativity. The papers in this book address virtually whole sustainability problems space in a greater or lesser extent. However, although the uncertainty and/or turbulence, or in other words the dynamic properties, come from coupling of management, technology, learning, individuals, organisations and society, meaning that everything is at the same time effect and cause, we wanted to put the emphasis on business with the intention to address primarily companies and their businesses. Due to this reason, the main title of the book is “Business Sustainability 2.0” but with the approach of coupling Management, Technology and Learning for individuals, organisations and society in Turbulent Environments. Also, the notation“2.0” is to promote the publication as a step further from our previous publication – “Business Sustainability I” – as would be for a new version of software. Concerning the Second International Conference on BUSINESS SUSTAINABILITY, its particularity was that it had served primarily as a learning environment in which the papers published in this book were the ground for further individual and collective growth in understanding and perception of sustainability and capacity for building new instruments for business sustainability. In that respect, the methodology of the conference work was basically dialogical, meaning promoting dialog on the papers, but also including formal paper presentations. In this way, the conference presented a rich space for satisfying different authors’ and participants’ needs. Additionally, promoting the widest and global learning environment and participation, in accordance with the Conference's assumed mission to promote Proactive Generative Collaborative Learning, the Conference Organisation shares/puts open to the community the papers presented in this book, as well as the papers presented on the previous Conference(s). These papers can be accessed from the conference webpage (http://labve.dps.uminho.pt/bs11). In these terms, this book could also be understood as a complementary instrument to the Conference authors’ and participants’, but also to the wider readerships’ interested in the sustainability issues. The book brought together 107 authors from 11 countries, namely from Australia, Belgium, Brazil, Canada, France, Germany, Italy, Portugal, Serbia, Switzerland, and United States of America. The authors “ranged” from senior and renowned scientists to young researchers providing a rich and learning environment. At the end, the editors hope, and would like, that this book to be useful, meeting the expectation of the authors and wider readership and serving for enhancing the individual and collective learning, and to incentive further scientific development and creation of new papers.     Le rÎle des projets de systÚmes d'information inter-organisationtionnels dans l'intégration et la collaboration de la supply chain : le cas des portails fournisseurs

    Face Ă  des Supply Chains (SC) toujours plus complexes et globalisĂ©es, les organisations s’appuient sur les technologies de l’industrie 4.0 pour relever ces dĂ©fis. Les systĂšmes d’information inter-organisationnels (SIIO) qui permettent l’intĂ©gration de la SC en assurant un partage de l’information et une meilleure collaboration entre les diffĂ©rents partenaires, Ă©voluent avec ces nouvelles technologies dans un objectif d’amĂ©lioration des performances. Ainsi aux cĂŽtĂ©s des Echanges de DonnĂ©es InformatisĂ©es (EDI) qui concernent une majoritĂ© des recherches existantes, des SIIO plus collaboratifs et mieux adaptĂ©s Ă  des SC en rĂ©seau se sont dĂ©veloppĂ©s. Souvent proposĂ©s avec une technologie de cloud computing, ils peuvent ĂȘtre standardisĂ©s dans un secteur d’activitĂ©. Dans le cadre de cette thĂšse, nous nous sommes concentrĂ©s sur le processus d’approvisionnement de la SC et avons choisi d’étudier parmi ces SIIO, les portails fournisseurs. L’adoption de ces portails dans une SC a souvent rencontrĂ© des difficultĂ©s, voire a Ă©chouĂ©, transformant parfois un projet de standard industriel ambitieux en un outil peu utilisĂ©. En effet, l’adoption et la mise en place de tels portails soulĂšvent des problĂšmes d’interopĂ©rabilitĂ© des systĂšmes, de coordination des processus et de collaboration des diffĂ©rents acteurs impliquĂ©s. Ainsi en choisissant d’aborder ces problĂšmes par une analyse multiniveau, nous posons notre question de recherche : comment la mise en place d’un portail fournisseur dans la SC influe-t-elle sur les capacitĂ©s d’intĂ©gration et de collaboration de la SC ? Notre dĂ©marche mĂ©thodologique repose sur deux Ă©tudes de cas longitudinales qui permettent de prendre en compte le temps long du projet. La premiĂšre, de nature exploratoire, identifie deux types de mĂ©canismes facilitateurs – technologiques et relationnels – qui en se combinant crĂ©ent une dynamique intĂ©grationcollaboration entre un donneur d’ordres et ses fournisseurs lors de la mise en place d’un portail spĂ©cifique. La seconde, de nature explicative, relative au portail fournisseur sectoriel de l’industrie aĂ©rospatiale europĂ©enne, propose trois niveaux d’analyse (organisationnel, inter-organisationnel, sectoriel) combinant 14 mĂ©canismes explicatifs de l’adoption d’un portail sectoriel. Notre recherche permet ainsi de caractĂ©riser l’écosystĂšme favorable Ă  l’adoption et Ă  la rĂ©ussite d’un projet de portail fournisseur dĂ©veloppant alors les capacitĂ©s d’intĂ©gration et de collaboration de la SC
