    Embracing Change: The Critical Role of Information, a research project by the Internews' Center for Innovation & Learning, supported by the Rockefeller Foundation, combines Internews' longstanding effort to highlight the important role ofinformation with Rockefeller's groundbreaking work on resilience. The project focuses on three major aspects:- Building knowledge around the role of information in empowering communities to understand and adapt to different types of change: slow onset, long-term, and rapid onset / disruptive;- Identifying strategies and techniques for strengthening information ecosystems to support behavioral adaptation to disruptive change; and- Disseminating knowledge and principles to individuals, communities, the private sector, policymakers, and other partners so that they can incorporate healthy information ecosystems as a core element of their social resilience strategies

    The progress of civilization, supported by the development of new technologies, has led to a series of social, economic and political changes. The information society, in its expectations and through access to knowledge, has significantly affected a change in the model of democracy, causing a kind of return to the original forms of communication in citizen-government relations. This has been accompanied by a shift of social and civic activism from the real to the virtual world. In literature, the use of information and communication technologies in the democratic system is named electronic democracy. One of its forms is e-politics, which is implemented at several levels: institutional, system and civil. A good example of the last type are the new social movements that in recent years have had a significant impact on politics. The basic research problem in this paper concerns e-politics from the citizens’ perspective, through the activities of the new social movements, especially of a political nature. The main research goal is therefore to present the role of social networking tools in influencing citizens and their subsequent activities that have triggered changes in the political system. The methods used in the paper are case study and comparative analysis

    Summary: To make considered, evidence-based cyber policy judgements in the Asia-Pacific there’s a need for better tools to assess the existing ‘cyber maturity’ of nations in the region. Over the past twelve months the Australian Strategic Policy Institute’s International Cyber Policy Centre has developed a Maturity Metric which provides an assessment of the regional cyber landscape. This measurement encompasses an evaluation of whole-of-government policy and legislative structures, military organisation, business and digital economic strength and levels of cyber social awareness. This information is distilled into an accessible format, using metrics to provide a snapshot by which government, business, and the public alike can garner an understanding of the cyber profile of regional actors

    Trade facilitation in ASEAN member countries : measuring progress and assessing priorities

    This paper reviews recent progress and indicators of trade facilitation in member countries of the Association of Southeast Asian Nations. The findings show that import and export costs vary considerably in the member countries, from very low to moderately high levels. Tariff and non-tariff barriers are generally low to moderate. Infrastructure quality and services sector competitiveness range from fair to excellent. Using a standard gravity model, the authors find that trade flows in Southeast Asia are particularly sensitive to transport infrastructure and information and communications technology. The results suggest that the region stands to make significant economic gains from trade facilitation reform. These gains could be considerably larger than those from comparable tariff reforms. Estimates suggest that improving port facilities in the region, for example, could expand trade by up to 7.5 percent or $22 billion.     [Excerpt] The development of knowledge-based economies (KBEs) is both an imperative and an opportunity for developing Asia. It is an imperative to sustain high rates of growth in the future and an opportunity whereby emerging economies can draw from beneficial trending developments that may allow them to move faster to advance in global value chains and in position in world markets. Over the last quarter of a century, driven mostly by cheap labor, developing countries in Asia have seen unprecedented growth rates and contributions to the global economy. Sustaining Asia’s growth trajectory, however, requires developing economies to seek different approaches to economic growth and progress, especially if they aspire to move from the middle-income to the high-income level. KBE is an important platform that can enable them to sustain growth and even accelerate it. It is time for Asia to consolidate and accelerate its pace of growth. Asia is positioned in a unique moment in history with many advantages that can serve as a boost: to name a couple, an expanding middle of the pyramid—Asia is likely to hold 50% of the global middle class and 40% of the global consumer market by 2020; and the growing importance of intra-regional trade within Asia, increasing from 54% in 2001 to 58% in 2011.     Recent public protests that had initially started in Myanmar in August 2007 found strong publicity in international news media coverage. New communication technology played a key role in the circumvention of censorship and enabled the submission of information to a global audience. Many of these images and information were collected by citizen journalists. The impact of the internet became blatantly obvious when the regime took the extreme measure of a complete internet shutdown on 29 September to finally control the flow of information. This analysis examines the circumvention of censorship as well as the respective strategies of the involved actors in their news coverage. Moreover, the regime’s response to the high attention is of central interest as well as the context in which the media news coverage has operated. Arguably, global awareness led to a high amount of international pressure on the regime. It is argued that the regime responded with a mixed strategy of increased repression on the one hand and a more cooperative attitude on the international level on the other hand
