A study of subsidiaries views of information systems strategic planning in multinational organisations

This research examines information systems strategic planning (ISSP) in multinationals from the perspective of the subsidiaries. The research was carried out through interviews with the IT and business managers in subsidiaries of nine large American, European, and Japanese multinationals. The evidence from this study reveals that, in the majority of these organisations, IS planning is either centralised or moving towards centralisation. The main focus of IS planning, in many of these organisations, is to control cost and achieve scale economies. As centralisation increases IT tends to control the planning process and, as a result, IS planning becomes more tactical than strategic and is dominated by IT infrastructure planning. Project implementation was the main criterion used to measure IS planning success. However, due to the dominant role of IT, the subsidiary business managers are often less satisfied with the IS planning approach compared with the subsidiary IT managers. The level of involvement of business managers and their satisfaction with ISSP was related to the degree of decentralisation of responsibility for IS planning

National in form, Putinist in content: minority institutions ‘outside politics’

Over the past three decades, Russia has developed a set of institutions for the management of ethno-linguistic diversity based on the principle of ‘national cultural autonomy’. This article examines the positioning of these institutions within Russian society, arguing that while state-endorsed discourses locate them within the culture sphere—treated as distinct from political processes—there is in fact an interpenetration of ‘politics’ and ‘culture’. The article identifies why these institutions position themselves within the ‘cultural sphere’ while also supporting the country’s meta-narratives on inter-ethnic tolerance and, effectively, the political status quo. Leadership in Charter Schools A Case Study of Blackstone Valley Prep Mayoral Academy

This case study seeks to identify the leadership practices in a high performing charter school in order to determine specific practices that are effective, especially when educating minority and underprivileged students. This study is partnered with Blackstone Valley Prep Mayoral Academy (BVP), a mayoral charter school system consisting of six schools grades k-12. BVP is performing significantly statistically better than neighboring districts as well as Rhode Island schools as a whole. This research explores the leadership approaches and practices used to drive the success achieved by BVP. The data collected for this study derives from interviews with school administrators, faculty, and staff, observations of Board and Cabinet meetings, as well as various scholarly sources. The results include a strong focus on Autonomy and Best Practices, a People oriented approach, Learning by doing and seeing, and Managing change and controversy
