    The impact of mobile technology on a UK police force and their knowledge sharing

    The paper discusses an evaluation study that investigates the impact of mobile technology on a UK police force and on knowledge sharing processes. An empirical, ethnographic approach to the research was adopted, using a mixed method approach of focus groups, questionnaires, observational ‘work shadowing’ and interviews with a total of 42 staff involved in a trial of mobile technology. The findings from the various methods are consistent, suggesting that mobile technology has a positive impact on policing and knowledge sharing. The timeliness of information improved, increasing the availability of information for decision-making. Reductions in information overload were apparent due to mobile technology providing greater control over information. There was a positive impact on knowledge sharing in the course of operational duties. Information and knowledge could be shared more quickly with officers in the field; and mobile technology provided a new avenue for keeping each other up to date with events. The paper contributes towards an understanding of the upcoming concept of ‘mobile knowledge management’ and offers a set of recommendations to manage the possible long-term risk of mobile technology on knowledge sharing

    [Executive Summary] This report was commissioned to explore the enablers and barriers to sharing within and between police forces and between police forces and partners, including the public. This was completed from an interdisciplinary review of international literature covering sharing, knowledge exchange, learning and organisational learning. The literature broke down into four main factors; who, why, what and how. An introduction to the literature is presented with ‘Who’ is sharing which considers both personal identity and different institutional issues. The ‘Why’ literature covers issues of cultural and community motivators and barriers. The ‘What’ segment reviews concepts of data, information and knowledge and related legislative issues. Finally, the ‘how’ section spans face to face sharing approaches to technologies that produce both enablers and barriers. A series of 42 in-depth interviews and focus groups were completed and combined with 47 survey responses . The aim of the interviews, focus groups and survey was to show perceptions and beliefs around knowledge sharing from a small sample across policing in order to complement the findings from the literature review. The survey was adapted from a standardised questionnaire (Biggs, 1987). The Biggs questionnaire focused on what motivated students to learn and how they approached their learning. Our adapted survey looked at what motivated police to share, and how they approached sharing. The responses showed a trend, across the police, towards a motivation for sharing to develop a deeper understanding of issues. However, the approaches and the strategies they used to share with others, which were primarily driven by achieving and surface approaches (to get promoted and get the job done). According to Biggs (1987) this could leave them discontented as they never progress to a deeper understanding of issues. Scaffolding sharing within the police through processes that are clearly defined, effective and valued could help to overcome these issues. Within the interviews and focus group findings a similar structured approach to sharing was adopted. Within the ‘who’ section some key aspects around personal relationships, reciprocity and reputation were identified. The ‘why’ the police share was one of the largest discussion points. Not only was there a deep motivation to solve key policing issues there was an approach of reciprocity. Police sharing was deeply motivated to support ‘good practice’ in the prevention and detection of crime. However, a sharing barrier was identified in the parity of value given to different types of knowledge for example between professional judgement and research evidence knowledge. Sharing was achieved when there were reciprocal benefits, in particular with personal networks or face to face sharing which was noted as ‘safe’. Again, this was inhibited by misunderstandings around the ‘risks’ of sharing, frequently attributed to data protection legislation; producing cautious reactions and as an avoidance tactic to save time and effort sharing. However, a divide was noted between technical users and those who avoided any online systems for sharing; often due to poorly designed systems and a lack of confidence in how to use systems. The police culture was identified as being risk-adverse, and competitive due to multiple factors, a lack of supported time to share, Her Majesty’s Inspectorate of Constabulary (HMIC) reviews and promotion criteria. The result was perceived to be a poor cultural ability to learn from mistakes and a likelihood to repeat errors. A set of strategic recommendations are given and include the use of a sharing authorised professional practice for HMIC reviews, sharing networks and training. A further set of operational recommendations are given such as; sharing impact cases for evidence based practice, data sharing officers and evaluating mechanisms for sharing.     Knowledge sharing practices and issues in policing contexts: a systematic review of the literature.

    The effective sharing of knowledge both within and between police organizations is arguably becoming increasingly vital for success and has driven research in a disparate range of fields. This paper therefore presents the results of an integrative systematic literature review of research into knowledge sharing within and between police organizations across Europe. The 39 papers analysed were drawn from English-language studies published between 2000 and 2013, complemented by additional searches for non-English language papers in nine European countries. Analyses showed that past research has focused on intra-organizational knowledge sharing, with a particular spotlight on criminal intelligence and technology. Barriers / enablers of knowledge sharing were grouped into knowledge management strategy/legislation, technology, culture and loss of knowledge themes. Research recommendations include exploring the role of leadership and examination of police knowledge sharing across regional, institutional and international boundaries. Practical recommendations include having procedural clarity in systems, policies for sharing knowledge and developing the relevant knowledge, skills and motivation of police personnel through appropriate training. Over the past twelve months the Australian Strategic Policy Institute’s International Cyber Policy Centre has developed a Maturity Metric which provides an assessment of the regional cyber landscape. This measurement encompasses an evaluation of whole-of-government policy and legislative structures, military organisation, business and digital economic strength and levels of cyber social awareness. This information is distilled into an accessible format, using metrics to provide a snapshot by which government, business, and the public alike can garner an understanding of the cyber profile of regional actors

    This report explores how mobile services provided by Vodafone and the Vodafone Foundation are enabling women to seize new opportunities and improve their lives. Accenture Sustainability Services were commissioned to conduct research on the services and to assess their potential social and economic impact if they were widely available across Vodafone's markets by 2020. It showcases the projects and the work of those involved and also poses the question -- what would the benefit to women and to society at large be if projects such as these were taken to scale and achieved an industrialscale of growth? This reflects the Foundation's commitment not solely to the development of pilots but rather the Trustees' ambition to see projects which lead to transformational change. In order to understand this more deeply, the Report looks at the benefits for women and society and providessome financial modelling for how the engagement of commercial players could achieve industrial, sustainable growth in these areas. Accenture has provided the modelling and, given the public benefit and understanding which the report seeks to generate, these are shared openly for all in the mobile industry to understand and share.     Advances in personal communications devices including smartphones, are enabling individuals to establish and form virtual communities in cyberspace. Such platforms now allow users to be in continuous contact, enabling them to receive information in real time, which allows them to act in support of other members of their network. This paper will discuss some of the capabilities afforded by social media to protest groups focused on civil disobedience. Direct action protests are now a common sight at gatherings of world leaders, most notably the meeting of the World Trade Organisation (WTO) in Seattle in 1999, the G20 meetings in Melbourne in 2006 and Toronto in 2010. Facebook and Twitter are becoming recognised as key mediums from which to drive change, exert influence and strategically and tactically outmaneuver conventional police deployments at protests. The challenge, therefore, is to support users to minimise the risks without limiting their digital participation and their capacity to derive the full benefits of connectivity. If Australians are to benefit as either consumers or providers of online services and products in the e-commerce environment, consumer safety and trust need to be improved. Cyber safety needs to be considered against a transforming backdrop of technology trends, products and practices.     Review of current practices in recording road traffic incident data: with specific reference to spatial analysis and road policing policy

    Road safety involves three major components: the road system, the human factor and the vehicle element. These three elements are inter-linked through geo-referenced traffic events and provide the basis for road safety analyses and attempts to reduce the number of road traffic incidents and improve road safety. Although numbers of deaths and serious injuries are back to approximately the 1950s levels when there were many fewer vehicles on the road, there are still over 100 fatalities or serious injuries every day, and this is a considerable waste of human capital. It is widely acknowledged that the location perspective is the most suitable methodology by which to analyse different traffic events, where by in this paper, I will concentrating on the relationship between road traffic incidents and traffic policing. Other methods include studying road and vehicle engineering and these will be discussed later. It is worth noting here that there is some division within the literature concerning the definitions of ‘accident’ and ‘incident’. In this paper I will use ‘incident’ because it is important to acknowledge a vast majority of ‘road accidents’ are in fact crimes. However I will use the term ‘accident’ where it is referred to in the literature or relevant reports. It is important to mention here that a road traffic accident can be defined as ‘the product of an unwelcome interaction between two or more moving objects, or a fixed and moving object’ (Whitelegg 1986). Road safety and road incident reduction relates to many other fields of activity including education, driver training, publicity campaigns, police enforcement, road traffic policing, the court system, the National Health Service and Vehicle engineering. Although the subject of using GIS to analyse road traffic incidents has not received much academic attention, it lies in the field of crime mapping which is becoming increasingly important. It is clear that studies have been attempted to analyse road traffic incidents using GIS are increasingly sophisticated in terms of hypotheses and statistical technique (for example see Austin, Tight and Kirby 1997). However it is also clear that there is considerable blurring of boundaries and the analysis of road accidents sits uncomfortably in crime mapping. This is due to four main reasons: - Road traffic incidents are associated with road engineering, which is concerned with generic solutions while road traffic analysis is about sensitivity to particular contexts. - Not all road traffic incidents are crimes - It is not just the police who have an interest in reducing road traffic incidents, other partners include local authorities, hospitals and vehicle manufacturers - The management of road traffic incidents is not just confined to the police GIS has been used for over thirty years however it has only been recently been used in the field of transportation. The field of transportation has come to embrace Geographical Information Systems as a keytechnology to support its research and operational need. The acronym GIS-T is often employed to refer to the application and adaptation of GIS to research, planning and management in transportation. GIS-T covers a broad arena of disciplines of which road traffic incident detection is just one theme. Others include in vehicle navigation systems. Initially it was only used to ask simple accident enquiries such as depicting the relative incidence of accidents in wet weather or when there is no street lighting, or to flag high absolute or relative incidences of accidents (see Anderson 2002). Recently however there has been increased acknowledgement that there is a requirement to go beyond these simple questions and to extend the analyses. It has been widely claimed by academics and the police alike that knowing where road accidents occur must lead to better road policing, in order to ensure that road policing becomes better integrated with other policing activities. This paper will be used to explore issues surrounding the analysis of road traffic accidents and how GIS analysts, police and policy makers can achieve a better understanding of road traffic incidents and how to reduce them. For the purpose of this study I will be trying to achieve a broader overview of the aspects concerning road accident analysis with a strong emphasis on data quality and accuracy with concern to GIS analysis. Data quality and accuracy are seen as playing a pivotal role in the road traffic management agenda because they assist the police and Local Authorities as to the specific location whereby management can be undertaken. Part one will consider the introduction to road incidents and their relationship with geography and spatial analysis and how this were initially applied to locating ‘hotspots’ and the more recent theory of ‘accident migration’. Part two will address current data issues of the UK collection procedure. This section will pay particular reference to geo-referencing and the implication of data quality on the procedure of analysing road incidents using GIS. Part three addresses issues surrounding the spatial analysis of road traffic incidents, including some techniques such as spatial autocorrelation, time-space geography and the modifiable area unit problem. Finally part four looks at the role of effective road traffic policing and how this can be achieved due to better understanding of the theory and issues arising from analysing road traffic incidents. It will also look at the diffusion and use of GIS within the police and local authorities
