    The Good, the Bad and the Indispensable - Insights into the Practical Potential of Emergency Response Information Systems and Drones for Firefighters

    The introduction of innovative information technologies is frequently pursued to improve the on-site decision-making and hence the effectiveness of emergency response processes. Yet, the practical potential of innovative firefighter information technologies hardly has been investigated so far. In this paper, we present the results of a study, in which we interviewed 21 members of German fire departments about the potential of emergency response information systems and drones. The results suggest that firefighters find both technologies to deliver potential improvements. They also pointed to several possible drawbacks and critical requirements, however. The results of our study do not only provide a multifaceted overview of the potential benefits and risks that ought to be taken into account when introducing emergency response information systems or drones for firefighters. They also call for a systematic investigation of the practical potential of firefighter information technologies in general

    The Use of UAVs for Performing Safety-Related Tasks at Post-Disaster and Non-Critical Construction Sites

    Thanks to the wide diffusion of unmanned aerial vehicles (UAVs), geomatics solutions have actively contributed to the field of safety enhancement and disaster risk reduction, supporting rapid mapping and documentation activities of the damages that have occurred to heritage buildings after natural disasters (such as earthquakes) where, in this scenario it is even more important to plan and execute disaster assessment and response operations in safe conditions. In fact, the planning and execution of technical countermeasures in a seismic emergency response involve higher risks for the safety of the operators as compared with responses related to the activities performed at non-critical construction sites. After an analysis of the state of the art, this study aims to underline the possibilities offered by the use of UAVs for performing safety-related tasks, both at post-disaster and non-critical construction sites. First, a survey has been conducted concerning the main user expectations and characteristics that an ideal UAV platform should have in order to perform safety-related tasks at construction sites that are created following the initial emergency phases. The answers that were obtained have been compared with similar studies retrieved from the literature validating previously conducted research. The legislative context is also considered, as it is an important factor that influences the applicability of these platforms and technology. Along with a method for assessing and mitigating the intrinsic risk of using an UAV, the results of a survey submitted to experts in the field of safety at construction sites is also discussed, intending to identify requirements of the ideal platform and the related user expectations. The results are reported, together with a summary of considerations on the use of these strategies in the analyzed contexts

    Searching For Unity: Achieving Coordinated and Effective Management of Large-Scale Disruptive Events.

    The coordinated and effective management of major disruptive events requires the collaboration of highly trained cadres of emergency services professionals, known in the public safety vernacular as unified command teams. Confronted by complex, dynamic, confusing, time sensitive and dangerous environments, they must make their decisions under rapidly evolving conditions. The consequences of inadequate incident command can be devastating on the lives and fortunes of those affected by major disruptive events. Yet finding the formula for efficacious emergency management is complicated by the disjointed configuration of public safety agencies throughout the United States, and compounded by the ad hoc nature of these multidisciplinary command teams, which are often assembled quickly from among disparate groups of public safety agencies. This research strives to develop an understanding of the small group processes which guide the work of unified command teams by investigating the following elements: • The impediments and facilitators of command team formation and collaboration. • Mechanisms of leadership emergence and the characteristics of effective team leaders. • The architecture of incident scene communications and information systems. • The processes utilized by small problem solving teams as they make decisions under uncertainty. Emergency response has been addressed by scholars mostly at the macro-level, focusing on national or international disasters. By studying emergency management on a regional basis, this research helps to fill a gap in the current literature. Utilizing a grounded, mixed methods approach, the bulk of the primary evidence is gathered through 75 semi-structured interviews with experienced incident commanders. Modeling and simulation are also utilized to explore methods of decision support for command teams during complex emergency operations. The field study area consists of Allegheny County, Pennsylvania, a region with a disparate aggregation of over 450 public safety agencies. The ultimate goal of this study is to suggest actions to enhance the effectiveness of emergency management during major emergency events. Accordingly, the key policy recommendation of this research is for the development of permanently established, professionally trained unified command teams that can provide large-scale incident management support to local municipalities throughout the region
