    The Marine Safety Umbrella Operation (MSUO) facilitates the cooperation between Interreg funded Marine Safety Projects and maritime stakeholders. The main aim of MSUO is to permit efficient operation of new projects through Project Cooperation Initiatives, these include the review of the common protocols and procedures for Information Technology (IT) and Geographical Information Systems (GIS). This study carried out by CSA Group and the National Centre for Geocomputation (NCG) reviews current spatial information standards in Europe and the data management methodologies associated with different marine safety projects. International best practice was reviewed based on the combined experience of spatial data research at NCG and initiatives in the US, Canada and the UK relating to marine security service information and acquisition and integration of large marine datasets for ocean management purposes. This report identifies the most appropriate international data management practices that could be adopted for future MSUO projects

    The importance of understanding computer analyses in civil engineering

    Sophisticated computer modelling systems are widely used in civil engineering analysis. This paper takes examples from structural engineering, environmental engineering, flood management and geotechnical engineering to illustrate the need for civil engineers to be competent in the use of computer tools. An understanding of a model's scientific basis, appropriateness, numerical limitations, validation, verification and propagation of uncertainty is required before applying its results. A review of education and training is also suggested to ensure engineers are competent at using computer modelling systems, particularly in the context of risk management. 1. Introductio

To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems.     A One Health approach to antimicrobial resistance surveillance: is there a business case for it?

    Antimicrobial resistance is a global problem of complex epidemiology, suited to a broad, integrated One Health approach. Resistant organisms exist in humans, animals, food and the environment, and the main driver of this resistance is antimicrobial usage. A One Health conceptual framework for surveillance is presented to include all of these aspects. Global and European (regional and national) surveillance systems are described, highlighting shortcomings compared with the framework. Policy decisions rely on economic and scientific evidence, so the business case for a fully integrated system is presented. The costs of integrated surveillance are offset by the costs of unchecked resistance and the benefits arising from interventions and outcomes. Current estimates focus on costs and benefits of human health outcomes. A One Health assessment includes wider societal costs of lost labour, changes in health-seeking behaviour, impacts on animal health and welfare, higher costs of animal-origin food production, and reduced consumer confidence in safety and international trade of such food. Benefits of surveillance may take years to realise and are dependent on effective and accepted interventions. Benefits, including the less tangible, such as improved synergies and efficiencies in service delivery and more timely and accurate risk identification, should also be recognised. By including these less tangible benefits to society, animal welfare, ecosystem health and resilience, together with the savings and efficiencies through shared resources and social capital-building, a stronger business case for a One Health approach to surveillance can be made

    This paper presents an ontology architecture concept for the European Space Agency‘s (ESA) Space Situational Awareness (SSA) Program. It incorporates the author‘s domain ontology, The Space Situational Awareness Ontology and related ontology work. I summarize computational ontology, discuss the segments of ESA SSA, and introduce an option for a modular ontology framework reflecting the divisionsof the SSA program. Among other things, ontologies are used for data sharing and integration. By applying ontology to ESA data, the ESA may better achieve its integration and innovation goals, while simultaneously improving the state of peaceful SSA

    EU WATER POLICY: RESEARCH DEVELOPMENTS AND NEW MANAGEMENT TOOLS

    At the end of 2000, the European Commission published its Water Framework Directive (WFD) in the Official Journal of the European Communities (2000/60/EC). This new legislation provides for achieving the sustainable management of water resources through its 26 articles that focus primarily on the improvement and protection of the quality of European water resources. The WFD adopts an integrated approach, based upon general principles deriving mainly from four disciplinary approaches, Geography; Ecology; Economics and Sociology. The new challenges posed to the people responsible for the management of water resources across the European Union include the "marrying" of existing national policies with the stipulations of the WFD. Research can support this transition by identifying compatibility and conflicts between legislative instruments, and by encouraging trans-national cooperative relationships. A relevant role of research is also foreseen in providing criteria and tools for conflict resolution by representing the goals of sustainable management in an objective and transparent way. The elaboration required for making planning decisions are increasing in number and complexity, requiring tools that help to organise and communicate the data that should be used to describe the decision context in terms of sustainability, in a holistic way by including environmental, economic and social information. These problems are being addressed by the MULINO Project, a 3-year research program aiming at producing a Decision Support System that will assist water managers in responding to the evolution of policies and management methodologies. The development of the system, which will be prepared in a software format, is being steered by a group of people from European water authorities. This steering committee is contributing to the policy analysis component of the research and to the software design which aims to be applicable in five different national contexts. This paper addresses the challenges and innovations that have been encountered in the second phase of research in which the first prototype of the software has been developed to operate in specific decision situations in each of MULINO's six case studies.Sustainable water management, EU policy, DSS tool, Resource /Energy Economics and Policy,
