    Early childhood transitions research: A review of concepts, theory, and practiceā€™ Working Paper 48

    Chapter 1 begins by outlining developmental concepts which underpin transition themes, in particular those associated with the theories of Jean Piaget and other ā€˜stageā€™ theorists. Their ideas are highlighted early on because so much transitions research builds on or reacts to core developmental assumptions. Chapter 1 then introduces socio-cultural perspectives on early childhood transitions. These are distinguished by their focus on how children learn by interacting with their immediate socio-cultural environments (e.g., caregivers, peers). This emphasis has been elaborated by several disciplines within the social sciences and is increasingly mirrored in early child development programmes around the world. Chapter 2 examines the different ways in which transitions are structured, drawing attention to varying logics that can be employed to mark transitions in early childhood. Institutional settings often use biological age as the criterion for readiness. By contrast, sociocultural transitions are often marked through rites of passage, following the cultural and economic reasoning of a given community. Also, around the world children engage in horizontal transitions as they move between different domains of everyday life. Chapter 3 shifts to perspectives on transitions that are informed by systems theories. These are distinguished from socio-cultural approaches by their greater emphasis on the links between individuals, macro social processes and historical changes. These approaches highlight the linkages between children, their communities and global societies and draw attention to the importance of comprehensive programmes that enable children to engage critically with the demands of a changing environment. Chapter 4 focuses on childrenā€™s active roles in shaping their transition experiences, with particular attention to the significance of peer group relationships as a moderating influence on transitions. The section then explores research methods that may enable the implementation of childrenā€™s right to participation within research and programming in this area. The final chapter discusses the findings of this review, highlighting significant research strengths and gaps of the various approaches presented, followed by a glossary of key transitions concepts discussed in the paper

    Institutional Cognition

    We generalize a recent mathematical analysis of Bernard Baars' model of human consciousness to explore analogous, but far more complicated, phenomena of institutional cognition. Individual consciousness is limited to a single, tunable, giant component of interacting cogntivie modules, instantiating a Global Workspace. Human institutions, by contrast, seem able to multitask, supporting several such giant components simultaneously, although their behavior remains constrained to a topology generated by cultural context and by the path-dependence inherent to organizational history. Surprisingly, such multitasking, while clearly limiting the phenomenon of inattentional blindness, does not eliminate it. This suggests that organizations (or machines) explicitly designed along these principles, while highly efficient at certain sets of tasks, would still be subject to analogs of the subtle failure patterns explored in Wallace (2005b, 2006).     The UN local communities and Indigenous peoples' platform: A traditional ecological knowledge-based evaluation

WIREs Climate Change published by Wiley Periodicals, Inc.This review evaluates the potential of the proposed local communities and Indigenous peoplesā€™ platform to effectively engage traditional ecological knowledge (TEK) for climate policy. Specifically, we assess the platform's potential to enable greater representation and participation of Indigenous peoples (IPs) within the United Nations Framework Convention on Climate Change (UNFCCC). An analytical framework based on the extensive TEK and environmental management literature is developed, with a set of criteria identified against which to evaluate the platform. We find that although the process of designing the platform appears to be inclusive of Indigenous views, the structure itself does not recognize the roles that unequal power relations and colonialism play in marginalizing IPs. Limited attention is paid to the institutional barriers within the UNFCCC and the drawbacks of pursuing knowledge ā€œintegrationā€ as an end in itself. Based on this, recommendations for improving the platform structure are put forward including using a rights based framing, giving greater decision-making power to IPs, and developing mechanisms to ensure the holistic integrity of TEK and build the overall resilience of climate mitigation and adaptation systems.Ye

    Collaborative stewardship in multifunctional landscapes: Toward relational, pluralistic approaches

    Landscape stewardship offers a means to put social-ecological approaches to stewardship into practice. The growing interest in landscape stewardship has led to a focus on multistakeholder collaboration. Although there is a significant body of literature on collaborative management and governance of natural resources, the particular challenges posed by multifunctional landscapes, in which there are often contested interests, require closer attention. We present a case study from South Africa to investigate how collaborative stewardship can be fostered in contested multifunctional landscapes. We conducted this research through an engaged transdisciplinary research partnership in which we integrated social-ecological practitioner and academic knowledge to gain an in-depth understanding of the challenges of fostering collaboration. We identified five overarching factors that influence collaboration: contextual, institutional, social-relational, individual, and political-historical. Collaborative stewardship approaches focused on the development of formal governance institutions appear to be most successful if enabling individual and social-relational conditions are in place. Our case study, characterized by high social diversity, inequity, and contestation, suggests that consensus-driven approaches to collaboration are unlikely to result in equitable and sustainable landscape stewardship in such contexts. We therefore suggest an approach that focuses on enhancing individual and social-relational enablers. Moreover, we propose a bottom-up patchwork approach to collaborative stewardship premised on the notion of pluralism. This would focus on building new interpersonal relationships and collaborative capacity through small collective actions. Taking a relational, pluralistic approach to fostering collaborative stewardship is particularly important in contested, socially heterogeneous landscapes. Drawing on our study and the literature, we propose guiding principles for implementing relational, pluralistic approaches to collaborative stewardship and suggest future research directions for supporting such approaches

    Diagnosis and the management constituency of small-scale fisheries

    Diagnosis and adaptive management can help improve the ability of small-scale fisheries (SSF) in the developing world to better cope with and adapt to both external drivers and internal sources of uncertainty. This paper presents a framework for diagnosis and adaptive management and discusses ways of implementing the first two phases of learning: diagnosis and mobilising an appropriate management constituency. The discussion addresses key issues and suggests suitable approaches and tools as well as numerous sources of further information. Diagnosis of a SSF defines the system to be managed, outlines the scope of the management problem in terms of threats and opportunities, and aims to construct realistic and desired future projections for the fishery. These steps can clarify objectives and lead to development of indicators necessary for adaptive management. Before management, however, it is important to mobilize a management constituency to enact change. Ways of identifying stakeholders and understanding both enabling and obstructive interactions and management structures are outlined. These preliminary learning phases for adaptive SSF management are expected to work best if legitimised by collaborative discussion among fishery stakeholders drawing on multiple knowledge systems and participatory approaches to assessment.     This analysis extends a recent mathematical treatment of the Baars consciousness model to analogous, but far more complicated, phenomena of institutional cognition. Individual consciousness is limited to a single, tunable, giant component of interacting cognitive modules, instantiating a Global Workspace. Human institutions, by contrast, support several, sometimes many, such giant components simultaneously, although their behavior remains constrained to a topology generated by cultural context and by the path-dependence inherent to organizational history. Such highly parallel multitasking - institutional paraconsciousness - while clearly limiting inattentional blindness and the consequences of failures within individual workspaces, does not eliminate them, and introduces new characteristic dysfunctions involving the distortion of information sent between global workspaces. Consequently, organizations (or machines designed along these principles), while highly efficient at certain kinds of tasks, remain subject to canonical and idiosyncratic failure patterns similar to, but more complicated than, those afflicting individuals. Remediation is complicated by the manner in which pathogenic externalities can write images of themselves on both institutional function and therapeutic intervention, in the context of relentless market selection pressures.
