    Enhancing Ontario’s Rural Infrastructure Preparedness: Inter-Community Service Sharing in a Changing Climate — Environmental Scan

    Given the research that has been done in this environmental scan and the gaps found in this research, it is our aim to find out: What types of service sharing are going on in Ontario municipalities, particularly in rural/remote areas? How can inter-community service sharing (ICSS) benefit the asset management planning process in these rural/remote areas to enhance capacities for climate change resilience? Climate change (CC) will exacerbate deterioration to existing infrastructure and increase replacement costs. Improved preparedness reduces risks and increases efficiency, readiness and coping capacity. To increase the preparedness of Ontario rural communities, this project develops CC-Prepared Inter-Community Service Sharing (ICSS) as an innovative strategy that expands cost-effective solutions within Ontario’s standardized Asset Management Planning (AMP) process. Overseen by a Project Advisory Board (PAB), it identifies a suite of best practice ICSS processes and principles and a range of factors and indicators that influence the uptake of ICSS as a viable and practical opportunity targeted to enhance rural infrastructure preparedness for CC. It utilizes a multimethod, interdisciplinary approach involving an environmental scan, interviews, a survey and case studies and develops an ICSS Toolkit consisting of reports, workbook, policy brief and media kit. Knowledge translation and transfer (KTT) includes blogs, teleconferences, articles, presentations and a workshop. For small rural Ontario communities, this study enhances management of CC impacts on infrastructure through the development of a CC-Prepared ICSS strategy, increasing anticipatory, collective actions that reduce dam age and increase efficiencies. It informs sound municipal/provincial level programs and policies about innovative ICSS that benefit rural communities through the identification of Ontario-wide trends, case study best practises and action-oriented recommendations

To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems.     Performance factors for successful business incubators in Indonesian public universities

    Measuring the performance of business processes is already a main concern for both faculty and enterprise players, since organizations are motivated to reach the productivity stage. Employing a performance achievement framework for the relationship between business incubator success factors will guarantee connection with commercial schemes, which support a high level of performance indicators in successful business incubator models. This research employs a quantitative approach, with the data analyzed using the IBM SPSS version 23 and Smart PLS version 3 statistical software packages. Employing a sample of 95 incubator managers from 19 universities which geographically located in Indonesia, it is shown that the image of business incubator factors has a positive effect on incubator performance. The study investigates the relationship between incubator performance and business incubator success factors in Indonesia. It was found that IT, as part of the business incubators’ facets/abilities, partially supports their performance; that the entry criteria directly support the performance of the incubators; that mentoring networks also support the performance, with good infrastructure systems as a moderating factor; that funding supports the performance of business incubators, also with good infrastructure systems as a moderating factor; and that university regulations and government support and protection enhance the performance of business incubators, with credits and rewards as a moderating factor. In addition, a variety of indicators from the local context affiliate positively to promote a community that highlighted the incubators’ strategies.N/

    Factors determining the success of public private partnership projects in Nigeria

    The implementation of public private partnership (PPP) procurement method is expected to help governments in the development of infrastructures and provides an opportunity for the reduction in the governments’ debt profiles. This method has been adopted in Nigeria for more than a decade and with these years of implementation, few infrastructural projects have been developed using this method while some have been unsuccessful. This study aims to examine the PPP projects implementation in Nigeria and identify the most critical factors that could determine the success of such projects. A total of 184 questionnaires were received from public and private sectors’ participants in the implementation of PPP projects. An exploratory factor analysis identified seven critical success factors as projects feedback, leadership focus, risk allocation and economic policy, good governance and political support, short construction period, favourable socio-economic factors, and delivering publicly needed service. This study shows that more developmental projects could be delivered through PPP if the government could focus on these main factors in the implementation process. The result will influence policy development towards PPP and guide the partners in the development of PPP projects.
