    An evolution strategy for lunar nuclear surface power

    The production and transmission of electric power for a permanently inhabited lunar base poses a significant challenge which can best be met through an evolution strategy. Nuclear systems offer the best opportunity for evolution in terms of both life and performance. Applicable nuclear power technology options include isotope systems (either radioisotope thermoelectric generators or dynamic isotope power systems) and reactor systems with either static (thermoelectric or thermionic) or dynamic (Brayton, Stirling, Rankine) conversion. A power system integration approach that takes evolution into account would benefit by reduced development and operations cost, progressive flight experience, and simplified logistics, and would permit unrestrained base expansion. For the purposes of defining a nuclear power system evolution strategy, the lunar base development shall consist of four phases: precursor, emplacement, consolidation, and operations

    The Influence of Reaction Rates on the Final p-Abundances

    The astrophysical p-process is responsible for the origin of the proton rich nuclei,which are heavier than iron. A huge network involving thousands of reaction rates is necessary to calculate the final p-abundances. But not all rates included in the network have a strong influence on the p-nuclei abundances. The p-process was investigated using a full nuclear reaction network for a type II supernovae explosion when the shock front passes through the O/Ne layer. Calculations were done with a multi-layer model adopting the seed of a pre-explosion evolution of a 25 mass star. In extensive simulations we investigated the impact of single reaction rates on the final p-abundances. The results are important for the strategy of future experiments in this field.Comment: 4 page

    L’évolution de la doctrine nucléaire américaine de contreforce

    There has been a tendency lately in the United States to talk about the breakdown of the domestic consensus on the purpose of American nuclear strategy. The Reagan administration policies have been largely responsible for the growing felt need by many to question the doctrine and plans underlining that strategy. Why did the erosion of the strategic consensus take place ? One explanation examined in this paper is that the U.S. government has appeared in its nuclear strategy to emphasize more and more counterforce and limited nuclear war plans as its nuclear weapons policy, and therefore has become increasingly receptive to the idea that atomic bombs can be treated like conventional weapons and thought in ways characteristic of the pronuclear world. The central purpose of this article is to analyze how those two phenomenons - the attractiveness of counterforce and the erosion of the strategic consensus - are related to one another. The evolution of the doctrine of counterforce is assessed through a survey of the literature from 1974 to 1984, and particularly from 1980 with the coming to power of the Reagan administration

    Explaining, investigating and analysing South Asian security scene in the post-Cold War takes into account overt nuclearisation by India and Pakistan in 1998 and the changing perceptions and requirements of national security as reflected in the policy formulations on nuclear strategy. For Pakistan, comprehensive deliberations on security problematique is addressed within the gambit of its newly acquired nuclear weapons and in the shaping and evolution of its nuclear doctrine. The paper addresses Pakistan's nuclear doctrine by critically examining the following aspects: (a) Conceptualising Risk paradigm and situating Pakistan's fragile regime (b) Nuclear First Strike Option versus No First Use (c) Institutional arrangements related to setting up of nuclear command (c) Delineating the notion of nuclear threshold (d) Examining viability of Limited War concept. Specific proposals floated by Pakistan toward strategic restraint regime will also be analyzed. Finally, the paper will address the current peace dialogue between India and Pakistan and how that could affect latter's strategic perspective in the long term

    Hydrodynamics near the QCD Phase Transition: Looking for the Longest-Lived Fireball

    We propose a new strategy for the experimental search of the QCD phase transition in heavy ion collisions: One may tune collision energy around the point where the lifetime of the fireball is expected to be longest. We demonstrate that the hydrodynamic evolution of excited nuclear matter does change dramatically as the initial energy density goes through the "softest point" (where the pressure to energy density ratio reaches its minimum). For our choice of equation of state, this corresponds to epsilon_i approx. = 1.5 GeV/fm^3 and collision energy E_lab/A approx. = 30 GeV (for Au+Au).     Computable Rationality, NUTS, and the Nuclear Leviathan

    This paper explores how the Leviathan that projects power through nuclear arms exercises a unique nuclearized sovereignty. In the case of nuclear superpowers, this sovereignty extends to wielding the power to destroy human civilization as we know it across the globe. Nuclearized sovereignty depends on a hybrid form of power encompassing human decision-makers in a hierarchical chain of command, and all of the technical and computerized functions necessary to maintain command and control at every moment of the sovereign's existence: this sovereign power cannot sleep. This article analyzes how the form of rationality that informs this hybrid exercise of power historically developed to be computable. By definition, computable rationality must be able to function without any intelligible grasp of the context or the comprehensive significance of decision-making outcomes. Thus, maintaining nuclearized sovereignty necessarily must be able to execute momentous life and death decisions without the type of sentience we usually associate with ethical individual and collective decisions
