    Operational Research in Education

    Operational Research (OR) techniques have been applied, from the early stages of the discipline, to a wide variety of issues in education. At the government level, these include questions of what resources should be allocated to education as a whole and how these should be divided amongst the individual sectors of education and the institutions within the sectors. Another pertinent issue concerns the efficient operation of institutions, how to measure it, and whether resource allocation can be used to incentivise efficiency savings. Local governments, as well as being concerned with issues of resource allocation, may also need to make decisions regarding, for example, the creation and location of new institutions or closure of existing ones, as well as the day-to-day logistics of getting pupils to schools. Issues of concern for managers within schools and colleges include allocating the budgets, scheduling lessons and the assignment of students to courses. This survey provides an overview of the diverse problems faced by government, managers and consumers of education, and the OR techniques which have typically been applied in an effort to improve operations and provide solutions

    A heuristic approach for the allocation of resources in large-scale computing infrastructures

    An increasing number of enterprise applications are intensive in their consumption of IT, but are infrequently used. Consequently, organizations either host an oversized IT infrastructure or they are incapable of realizing the benefits of new applications. A solution to the challenge is provided by the large-scale computing infrastructures of Clouds and Grids which allow resources to be shared. A major challenge is the development of mechanisms that allow efficient sharing of IT resources. Market mechanisms are promising, but there is a lack of research in scalable market mechanisms. We extend the Multi-Attribute Combinatorial Exchange mechanism with greedy heuristics to address the scalability challenge. The evaluation shows a trade-off between efficiency and scalability. There is no statistical evidence for an influence on the incentive properties of the market mechanism. This is an encouraging result as theory predicts heuristics to ruin the mechanism’s incentive properties. Copyright © 2015 John Wiley & Sons, Ltd

    A Minimum-Cost Flow Model for Workload Optimization on Cloud Infrastructure

    Recent technology advancements in the areas of compute, storage and networking, along with the increased demand for organizations to cut costs while remaining responsive to increasing service demands have led to the growth in the adoption of cloud computing services. Cloud services provide the promise of improved agility, resiliency, scalability and a lowered Total Cost of Ownership (TCO). This research introduces a framework for minimizing cost and maximizing resource utilization by using an Integer Linear Programming (ILP) approach to optimize the assignment of workloads to servers on Amazon Web Services (AWS) cloud infrastructure.     Comparative research on the correlation of the quantum to public funding for the public institutions of higher education and the institution’s performance within the European Union member states

    In the comparative study the authors analyze the relationship between the amount of public funds used for financing higher education, the financing mechanisms and the performance obtained by these, within the European Union member states. The performance criteria used for the optimization of the equilibrium between financial resources and the results of public higher education are also established. For this purpose, a series of performance indicators are analyzed in some of the European Union member states. Based on the research performed, the authors find differences between the European Union member states in higher education public funds financing, the new formulas and the financing mechanisms and in the use of performance, quantified by indicators. At the level of each of the member states, a relationship between public funds and performance is observed, each state using its own indicators evaluation system for establishing the amount of public funds to be used. The authors of the research recommend that the new financing mechanisms should transform the policies in activities and resources and establish a rigours context of responsibility that should guarantee the connexion between funds and the results obtained quantified in performance.public funding, higher education, funding mechanism, performance.

    Submodular memetic approximation for multiobjective parallel test paper generation

    Parallel test paper generation is a biobjective distributed resource optimization problem, which aims to generate multiple similarly optimal test papers automatically according to multiple user-specified assessment criteria. Generating high-quality parallel test papers is challenging due to its NP-hardness in both of the collective objective functions. In this paper, we propose a submodular memetic approximation algorithm for solving this problem. The proposed algorithm is an adaptive memetic algorithm (MA), which exploits the submodular property of the collective objective functions to design greedy-based approximation algorithms for enhancing steps of the multiobjective MA. Synergizing the intensification of submodular local search mechanism with the diversification of the population-based submodular crossover operator, our algorithm can jointly optimize the total quality maximization objective and the fairness quality maximization objective. Our MA can achieve provable near-optimal solutions in a huge search space of large datasets in efficient polynomial runtime. Performance results on various datasets have shown that our algorithm has drastically outperformed the current techniques in terms of paper quality and runtime efficiency

    Energy-efficiency for MISO-OFDMA based user-relay assisted cellular networks

    The concept of improving energy-efficiency (EE) without sacrificing the service quality has become important nowadays. The combination of orthogonal frequency-division multiple-access (OFDMA) multi-antenna transmission technology and relaying is one of the key technologies to deliver the promise of reliable and high-data-rate coverage in the most cost-effective manner. In this paper, EE is studied for the downlink multiple-input single-output (MISO)-OFDMA based user-relay assisted cellular networks. EE maximization is formulated for decode and forward (DF) relaying scheme with the consideration of both transmit and circuit power consumption as well as the data rate requirements for the mobile users. The quality of-service (QoS)-constrained EE maximization, which is defined for multi-carrier, multi-user, multi-relay and multi-antenna networks, is a non-convex and combinatorial problem so it is hard to tackle. To solve this difficult problem, a radio resource management (RRM) algorithm that solves the subcarrier allocation, mode selection and power allocation separately is proposed.
