    Listening and learning : the reciprocal relationship between worker and client

    The relationship between worker and client has for the best part of 100 years been the mainstay of probation, and yet has recently been eroded by an increased emphasis on punishment, blame and managerialism. The views of offenders are in direct contradiction to these developments within the criminal justice system and this article argues that only by taking account of the views of those at the 'coal face' will criminologists, policy makers and practitioners be able to effect real change in crime rates. The article thus focuses on the views of a sample of previously persistent offenders in Scotland about offending, desistance and how the system can help them. It explores not only their need for friendship and support in youth but also the close association between relationships and the likelihood of offending. It also demonstrates the views of offenders themselves about the importance of the working relationship with supervising officers in helping them desist from crime. The article concludes that the most effective way of reducing offending is to re-engage with the message of the Probation Act of 100 years ago, namely, to 'advise, assist and befriend' offenders rather than to 'confront, challenge and change' offending behaviour

    Do Diffusion Protocols Govern Cascade Growth?

    Large cascades can develop in online social networks as people share information with one another. Though simple reshare cascades have been studied extensively, the full range of cascading behaviors on social media is much more diverse. Here we study how diffusion protocols, or the social exchanges that enable information transmission, affect cascade growth, analogous to the way communication protocols define how information is transmitted from one point to another. Studying 98 of the largest information cascades on Facebook, we find a wide range of diffusion protocols - from cascading reshares of images, which use a simple protocol of tapping a single button for propagation, to the ALS Ice Bucket Challenge, whose diffusion protocol involved individuals creating and posting a video, and then nominating specific others to do the same. We find recurring classes of diffusion protocols, and identify two key counterbalancing factors in the construction of these protocols, with implications for a cascade's growth: the effort required to participate in the cascade, and the social cost of staying on the sidelines. Protocols requiring greater individual effort slow down a cascade's propagation, while those imposing a greater social cost of not participating increase the cascade's adoption likelihood. The predictability of transmission also varies with protocol. But regardless of mechanism, the cascades in our analysis all have a similar reproduction number (\approx 1.8), meaning that lower rates of exposure can be offset with higher per-exposure rates of adoption. Last, we show how a cascade's structure can not only differentiate these protocols, but also be modeled through branching processes. Together, these findings provide a framework for understanding how a wide variety of information cascades can achieve substantial adoption across a network.Comment: ICWSM 201

    Regulation, governance and informality: an empirical analysis of selected countries

    The Informal Economy provides employment to more than 60 per cent of the labour population in the developing world despite being a site unfettered by regulations and social norms of fairness governing pay and work conditions. In assessing the factors behind an informal agent’s decision to formalize, it is asserted that rigidity in regulatory mechanism is the primary cause that impedes the process of formalization. However whether flexible regulations can encourage formalization by making gains of formalization more accessible and certain remains a question. In this paper we argue that flexible regulations does not necessarily manifest into the incentives that are essential for formalization. Reducing rigidities in regulation has a significant pay off only in the ambit of good governance. More specifically we hypothesise that degree of intensity of regulation will hardly matter in containing informality; rather what matters is the quality of governance and capability of the institutions to put the regulations into effect. Using secondary data for 46 countries over the period between 1980 and 2008, we empirically investigate into the linkages between governance, regulation and informal employment by developing static and dynamic panel data models and establish that in curbing informality what turns out to be crucial is the interaction between quality of governance and regulation

    Conflict, wages, and multiple equilibria, a private path to prosperity

    Firms´ compensation practices affect the protection of investors´ interests and the degree of economic inequality by changing the stakes of engaging in appropriation activities versus respecting the status quo. We use a general equilibrium model where workers can either work peacefully or join a guerrilla movement that expropriates entrepreneurs. If workers are peaceful, they receive a competitive wage. If they join a guerrilla movement, they receive a share of the appropriated wealth, which depends positively on the number of guerrilla members. In this framework, we find one low-income, low-wage equilibrium with guerrilla activity and one peaceful, high-income, high-wage equilibrium. The peaceful equilibrium can be reached through redistribution policies such as efficiency wages, which are also used to control agency problems. In essence, through their compensation policies entrepreneurs might be able to control the internal principal-agent issues and simultaneously protect their assets against expropriation, while alleviating economic inequality.conflict; efficiency wages; general equilibrium; income distribution; multiple equilibria

    This booklet demonstrates an awakening within the conservation community that the human relationship with coastal and ocean environments must be evaluated in cultural, social, and economic -- as well as ecological -- dimensions. The major insights from this booklet include:People depend on oceans for food security, recreational opportunities, shoreline protection, climate regulation, and other ecosystem services.Marine resources have tremendous economic value that far exceeds current investments in marine governance, and visitors often are willing to pay far more than existing user fees.MMAs improve human well-being by diversifying livelihoods, enhancing incomes, and improving environmental awareness. They also pose challenges, including loss of access to fishing grounds, inequitable distribution of benefits, dependence on project assistance, and unmet expectations.MMAs are influenced by socioeconomic and governance conditions, including benefits exceeding costs, shared benefits, improved livelihood options, strong community participation, accountable management style, supportive local government, enabling legislation, enforced rules, empowerment and capacity building, strong persistent leadership, and involved external agents.Effective MMAs require strong enforcement, including both soft measures (i.e., education, partnerships) and hard measures (i.e., detection, interception, prosecution, and sanctions).Approaches such as buyouts, conservation agreements, and alternative livelihoods provide positive incentives for altering human behavior

    Encouraging Revegetation in Australia with a Groundwater Recharge Credit Scheme

    This paper describes a comprehensive method to design, test and then implement a Payments for Ecosystem Services (PES) framework to combat the environmental consequences of extensive native vegetation clearance in Australia. Clearing of vegetation, primarily due to the expansion of farming areas, has often resulted in regional dryland and irrigation salinity. The market based approach adopted ? a groundwater recharge credit trading scheme ? was designed using empirical data from a social survey and experimental economics. The objective of the trial is to test the cost effectiveness of an incentive based recharge credit trade scheme designed to engage landholders in establishing and managing deep rooted pasture and woody perennials to reduce these adverse salinity impacts. The scheme, based on a voluntary ?cap and trade? approach, allows farmers to meet recharge obligations by land management actions or by trading credits. Assessment of the scheme so far suggests that an incentive for aggregate group outcome achievement included in the design may have motivated higher enrollment rates than would have otherwise resulted. A schedule has been developed relating land management practices and recharge credits.
