    The Dynamics of Transformation in the Development of Digital Services

    Service providers are increasingly depending and using digital infrastructure and tools provided by digital platforms to transform their services and develop digital ones that meet the needs of heterogeneous end users. However, while there is an emerging literature of developing digital services, little is known about the dynamics of transformation. Using multiple cases of firms that develop digital services, the digital service taxonomy was synthesized to understand the dynamics of transformation in developing digital services. This study identifies five main dynamics: the services experience, the service process, the service capabilities, the service environment and the service delivery.  Each of those dynamics and their associated factors is explored under the objectives of business, interaction and technology. This enables us to extend the existing literature on digital service development in particular and contributes to the research of digital innovation in general

    Opportunities for sustainable economic development of the coastal territories of the Baltic Sea Region in the context of digital transformation

    The article explores opportunities for the sustainable economic development of coastal territories in the Baltic Sea region (BSR) arising in blue economy sectors in the framework of digital transformation. The study argues that a more active commercialisation of territorial resources can facilitate the sustainable economic development of the BSR coastal territories, following digitally-driven innovations. The paper provides an overview of methodological approaches to territorial sustainability. It also assesses the 2009-2018 level of the socio-economic development of the BSR coastal territories, underpins the importance of the blue economy and highlights the role of digital transformation in reaching the UN Sustainable Development Goals (SDGs) in the BSR through digitally-driven innovations. A comparative and problem-targeted statistics analyses show significant differences in the level and dynamics of socio-economic development in the BSR coastal territories with their GRP per capita being generally lower than the national or macroregional average. A review of literature on sustainable development in the BSR has shown that a more active use of unique resources of the coastal territories along with a technology-driven growth of blue economy sectors can counterbalance the negative impact of the territories’ uneven development on the progress towards the SDGs in the BSR. Increasing the competitiveness of the BSR coastal territories requires investment in digital solutions in the blue economy sectors and the creation of a communication infrastructure. The review of key innovations in the blue economy sectors shows that their implementation gives impetus to other industries by reducing costs, creating new jobs, and improving the quality of products and services

    Digital Transformation in Government: A Bibliometric Scoping of African Aspirations and the Realities

    African countries have persistently ranked poorly in the United Nations E-Government Development index (EGDI). This study therefore sought to make sense of the nature and form of digital transformation (DX) in African governments. It used a bibliometric analysis and a critical realist lens to explore some of the underlying structures and generative mechanisms that influence DX. The key findings from 606 scholarly publications over the three decades of DX research reveals marked sharp contrasts, with South Africa dominating the research on DX, an underrepresentation of DX research from most African nations, and some influence from non-African nations, particularly the United States of America (USA), the United Kingdom (UK) and the Netherlands. These realities reflect deeper underlying structures including economic power dynamics, infrastructural disparities, and potential neocolonial influences. Challenges such as digital literacy, data sovereignty concerns, and the absence of Artificial Intelligence (AI) in the discourse highlight tangible obstacles. Despite these complexities, DX\u27s primary objective, improving lives and delivering efficient government services, remains integral to its potential success. The study underscores the need for a nuanced understanding of DX\u27s multi-faceted nature in Africa, advocating for future research to explore economic power dynamics, capture underrepresented experiences, address digital literacy, and integrate AI into the DX discourse

Здійснено аналіз тенденцій функціонування і розвитку систем відкритої освіти дорослих в Україні. Показано, що вказані тенденції є різними за хронологічними та змістовими характеристиками, зумовлюються закономірностями, принципами та динамікою суспільного розвитку. Доведено, що ідентифікація і правильне розуміння тенденцій функціонування і розвитку систем відкритої освіти дорослих в Україні сприятиме подоланню перешкод на шляху становлення відкритого суспільства знання.The publication analyzes the tendencies of functioning and development of the open adult education systems in Ukraine. It has been shown that the tendencies are different by chronological and content characteristics, they are determined by the laws, principles and dynamics of the society development and are connected with: digital and cognitive divide; strengthening of the role of the regional education policy; strengthening of the role of the open adult education systems in forming active civic society; introduction of the state and public model of managing the open adult education systems; strengthening of interest among the education services providers as for giving education services to different categories of adults through life; implementation of the customer-oriented approach in education institutions with their gradual transformation into the providers of education services. It has been proved that identification and proper understanding of the tendencies of functioning and development of the open adult education systems in Ukraine will favour overcoming challenges on the way to establishing the open knowledge society

    Evaluating the Development of Digitalization at Enterprises of Information and Communication Services of Ukraine

    This article is devoted to the current problems of the development of digitalization at enterprises of information and communication services in Ukraine, providing an assessment of the qualitative and quantitative characteristics of the integrative development of the ICT business. Recently, the sphere of information and communication technologies has been one of the most dynamic and developed types of economic activity in Ukraine. This market is a conductor of Ukraine’s entry into the global economic and information space. This, in turn, requires the adoption of balanced and justified management decisions and strategic directions of development, which should be based on clearly defined tasks and means of achieving them on the basis of the use of monitoring and diagnostic tools. It is defined that the development of enterprises of information and communication services of Ukraine is of strategic importance for the complementary development of all spheres of the economy of Ukraine and constitutes a platform for forcing and raising proactive business segments in general. The analysis of empirical analytical materials has made it possible to identify insufficient rates of digitalization of the Ukrainian economy compared to the rates of European countries and leading countries of the world, though domestic enterprises of telecommunication services demonstrate positive dynamics of performance results. This indicates a stable positive dynamics in the development of the information and communication sector of economic activity. It is found that the largest consumption of information and communication services occurs in the city of Kyiv, in Donetsk and Odesa regions. At the same time, digital technologies and IT products actively integrate only up to 30% of businesses into their activities. Still, the digital transformation of economic activity in the context of globalization is a key strategic task for the integrative development of enterprises

    International trade is an integral part of the economy of any country. In recent decades, the role of various services in the structure of international exchange has increased. Their range is expanding under the influence of the scientifc and technological revolution, which leads to signifcant changes in this area. At the same time, the regimes of international trade in services, as well as approaches to its national and multilateral regulation, are becoming more complex. All areas of activity, including cross-border service provision, are transforming in a rapidly changing world. In the context of the pandemic, the “digit” has become widespread, and the urgency of streamlining and further developing the international exchange of services has increased. Digitalisation, which has become one of the key features of the development of the world economy in the last decade, has accelerated the development of the service sector, but also contributed to the formation of new challenges for the development of trade in services. The digital transformation of international trade is shaping the new “digital realities” of the industry. Statistics from the ofcial regulators of international trade confrm these changes. The paper analyzes the dynamics of changes in international trade in services in the context of the global crisis and the impact of digitalization on it. The article shows how new patterns of international exchange of services are formed in the context of increased economic interdependence of countries

    The use of Internet of Things programs in various fields of activity testifies the reset of the human lifestyle. Climate change and limited access to natural resources are factors for shaping the environmental behavior of energy consumers. Ensuring the development of Smart specialization and innovation in the energy sector provides the transformation of a set of competencies and skills, the organization of the workspace based on digitalization, as well as the increasing role of continuous personnel training at energy enterprises. Considering this, the article is devoted to the development of a system of innovative human capital management of energy enterprises in the context of environmental behavior formation of consumers of green energy based on the work of Smart Grids, the solution of the issue of identification and the formation of appropriate digital competencies to optimize the process of marketing promotion of green energy services in the virtual space. For this, the role of human capital formation in the innovative development of an energy enterprise and the approval of the foundations for organizing a virtual socio-economic space based on the work of smart grids.The relationship between the formation of environmental behavior of consumers of green energy and the need to develop digital competencies of employees of energy enterprises has been proved. The level of the use of innovative technologies for the development of personnel in the field of energy has been investigated and a set of digital competencies necessary for the development of the industry in the conditions of the formation of environmental behavior of consumers of green energy based on the operation of Smart Grids has been established. The analysis of the dynamics of the use of computers, computer networks, and social media at Ukrainian enterprises by types of economic activity indicates an increase in the level of use of social media and mobile networks. The algorithm for managing the human capital of energy enterprises in the virtual space has been optimized for the formation of digital competencies based on the work of Smart Grids, which will contribute to ensuring the transition to an increase in the consumption of green energy

    Unmasking Power: Alternative Futures for Empowering Our Digital Identities

    As generations of new users are born into a radically interconnected world, digital identities are increasingly becoming a key determinant for how we interact with products, services, information, and each other. Yet, our digital futures seem to be in the hands of a few highly powerful platforms, instead of ourselves. In this paper I make the case that we’re building a future where inhabitants of digital communities may well be losing trust, choice, and human rights without awareness. This research project calls for and aims to demonstrate a kind of transformation of the design of digital services. The paper examines various models of power relationships in online digital identity ecosystems, revealing multiple leverage points for change. To help investigate alternative futures with an intersectional and systemic lens, I start an ongoing creative collaboration which explores the futures of digital identities through serious game design and development. The project is directed primarily toward design and innovation teams, and associated knowledge workers, whose efforts have significant influence on future technologies, platforms, and their impacts. This work explores how we might deconstruct power dynamics prevalent in digital service design today. Through multiple analyses, maps and models of these systems, the paper reveals multiple opportunities for change. The serious game prototype, developed and tested through iterative, participatory design, demonstrates promise in facilitating critical conversations about digital identities, enabling discovery of new insights
