The Digital Revolution and Sustainable Development: Opportunities and Challenges. Report prepared by the World in 2050 initiative
The Digital Revolution, including technologies such as virtual and augmented reality, additive manufacturing or 3D-printing, (general purpose) artificial intelligence, or the Internet of Things, has entered the public discourse in many countries. Looking back, it is almost impossible to believe that digitalization is barely featured in the 2030 Agenda or the Paris Agreement. It is increasingly clear that digital changes, we refer to them as the Digital Revolution, are becoming a key driving force in societal transformation. The transformation towards sustainability for all must be harmonized with the threats, opportunities and dynamics of the Digital Revolution, the goals of the 2030 Agenda and the Paris Agreement. At the same time, the digital transformation will radically alter all dimensions of global societies and economies and will therefore change the interpretation of the sustainability paradigm itself. Digitalization is not only an ‘instrument’ to resolve sustainability challenges, it is also fundamental as a driver of disruptive change.
This report that focuses on the Digital Revolution is the second one by The World in 2050 (TWI2050) that was established by the International Institute for Applied Systems Analysis (IIASA) and other partners to provide scientific foundations for the 2030 Agenda. This report is based on the voluntary and collaborative effort of more than 50 authors and contributors from about 20 institutions, and some 100 independent experts from academia, business, government, intergovernmental and non-governmental organizations from all the regions of the world, who met four times at IIASA to develop science-based strategies and pathways toward achieving the Sustainable Development Goals (SDGs). Presentations of the TWI2050 approach and work have been made at many international meetings such as the United Nations Science, Technology and Innovation Forums and the United Nations High-level Political Forums.
In 2018, the first report by TWI2050 on Transformations to Achieve the Sustainable Development Goals identified Six Exemplary Transformations needed to achieve the SDGs and long-term sustainability to 2050 and beyond: i) Human Capacity & Demography; ii) Consumption & Production; iii) Decarbonization & Energy, iv) Food, Biosphere & Water; v) Smart Cities and vi) Digital Revolution.
The focus of this report is the Sixth Transformation, The Digital Revolution. Although it is arguably the single greatest enabler of sustainable development, it has, in the past, helped create many negative externalities like transgression of planetary boundaries. Progress on the SDGs will be facilitated if we can build and implement detailed science, technology and innovation (STI) roadmaps at all levels that range from local to global. STI is a forceful driver of change connected to all 17 SDGs. The Digital Revolution provides entirely new and enhanced capacities and thus serves as a major force in shaping both the systemic context of transformative change and future solutions; at the same time it potentially carries strong societal disruptive power if not handled with caution, care, and innovativeness.
This report assesses all the positive potential benefits digitalization brings to sustainable development for all. It also highlights the potential negative impacts and challenges going forward, particularly for those impacted by the ‘digital divide’ that excludes primarily people left behind during the Industrial Revolution like the billion that go hungry every night and the billion who do not have access to electricity. The report outlines the necessary preconditions for a successful digital transformation, including prosperity, social inclusion, environmental sustainability and good governance. Importantly it outlines some of the dramatic social implications associated with an increasingly digital future. It also covers a topic that so far has not been sufficiently dealt with in the cross-over discussions between sustainability and the Digital Revolution, that is, the considerations about related governance aspects

An investigation of computerized information storage and retrieval methods, in a film library organized according to the universal decimal classification
The operation of the BBC Film Library was studied with the intention of defining those areas likely to benefit from computerization. The state of the art of computerized information retrieval was assessed by means of the literature, and those techniques likely to be of use at the Film Library were isolated.
Computer programs were written to provide an information storage and retrieval system paralleling the manual system currently used at the Film Library, organized according to the UNIVERSAL DECIMAL CLASSIFICATION (UDC). These programs were operated by the film librarians in situ.
A computerized system able to "learn" from enquiries was built and tested, and document clustering was also investigated as a method of subject classification.
A modular approach to retrieval system design was developed within the framework of a Relational Database system, so that the various retrieval methods examined in the course of the study could be cemented into one concertive retrieval system
Reusability in manufacturing, supported by value net and patterns approaches
The concept of manufacturing and the need or desire to create artefacts or products is
very, very old, yet it is still an essential component of all modem economies. Indeed,
manufacturing is one of the few ways that wealth is created. The creation or
identification of good quality, sustainable product designs is fundamental to the
success of any manufacturing enterprise. Increasingly, there is also a requirement for
the manufacturing system which will be used to manufacture the product, to be
designed (or redesigned) in parallel with the product design. Many different types of
manufacturing knowledge and information will contribute to these designs. A key
question therefore for manufacturing companies to address is how to make the very
best use of their existing, valuable, knowledge resources.

knowledge of many types, particularly in the area of manufacturing systems design.
The successes and failures of reported reuse programmes are examined, and lessons
learnt from their experiences. This research is therefore focused on identifying
solutions that address both technical and non-technical requirements simultaneously,
to determine ways to facilitate and increase the reuse of manufacturing knowledge in

Internet-based monitoring and controlling of real-time dynamic systems
The study in this report mainly focuses on the Internet-based Monitoring and Controlling of a Real-Time Dynamic System interfaced via a dedicated local computer. The main philosophy behind this study is to allow the remote user to conduct an Internet-based Remote Operation (I-bRO) for the dynamic system. The dynamic system has been defined as the system which has its parts interrelated in such a way that a change in one part necessarily affects other parts of the system [I]. In order to achieve this goal, the study has been conducted in a form of an on-line and real-time Virtual Laboratory (VL). Through this form of laboratory, a user can carry out the experiment, perform real-time monitoring and controlling operations of the experiment and collect real and live data from the experiment through the network link as the user was physically in the laboratory. The dynamic system that has been selected for the test-rig of this study is a 3-phase Induction Motor (IM) which is mechanically coupled with a DC-Dynamometer that acts as a variable load to the IM. This system is a common laboratory experiment in the study of the Electrical Engineering for both undergraduate and postgraduate students. The study covers both sides of the I-bRO; the hardware and the software. The hardware side includes the design and the development of a load control box that has been used to interface the DC-Dynamometer and consequently control it from the local computer. The software side covers the design and the development of the Virtual Instrumentation System (VIS) that has replaced successfully the physical Measurement and Test (M&T) instruments of the test-rig. Beside that, the software side includes the development of the internet remote front panel for the remote operation.Furthermore, the software side includes the development of the software that has been used to analyse the system during the I-bRO. In this study, the LabVTEW7 program has been used to design and develop the VIS and the Matlab program has bee used to aualyse the system performance for the remote operations. This study also addresses the issues and problems related to the intranet or the internet to be used as the network for data communication between the test-rig and remote users. This study has been carried out in different stages as follows: 1. Designing and development of the VIS. 2. Interfacing the test-rig apparatus with a local computer. 3. Upload the system from the local computer to the network. 4. Study the performance of the system on the network for the purpose of the remote operations controlled over the internet. The developed system of this study has been used for data acquisition, network communications, instruments monitoring and controlling applications. A user can execute on-line and in the real-time the developed VIS from any point in the university. Due to the fact that the university network is directly integrated to the main internet server. a remote user through the main internet server is able to perform I-bRO of the selected dynamic system. There are many factors associated with the network, the internet or the intranet, and have direct influences on the control system performance throughout the remote operations. The most dominant factors are the random time-delays and the data losses.These factors among others have to be addressed for a proper application of the I-bRO. For this reason, different cases and scenarios of the I-bRO have been investigated and simulated to study the affection of the network on the control system performance. The system is analysed under two control cases, closed loop with random time-delays and open loop when the internet server is disconnected and no communication between the input and the output of the system. In the first case, the closed loop, the internet server is assumed to be closed and subjected to random time-delays. In the second case, the internet server is subjected to random cut-off and thus opens the control loop. The results of both cases have been analysed and discussed. It has been found that, if the control system without the time-delays is stable, it remains stable even with small time-delays up to twenty seconds. This result is different from what has been shown in the literature
The diffusion of new process innovations in U.K. manufacturing industries
This thesis comprises a theoretical and empirical study of the spread
of new techniques within industry (the so-called diffusion process.) The
major aim has been to provide an economic explanation for differences
between industries in the speed with which they adopt new techniques or
innovations.
The theoretical underpinning of the study is a general model of the
diffusion process based on an explicit theory of individual firms' decision
making behaviour in this context. This model is built around the discussions
of the early chapters on the technological characteristics of new process
innovations and the results of past work on the nature of the adoption
decision at the firm level.
The empirical part of the thesis is concerned with testing the various
predictions generated by the model using data collected on the diffusion
of 22 major innovations in various U.K. industries since the war. A
number of hypotheses appear to be confirmed: at the individual firm level,
behaviour is partly determined by the firm's size; at the industry level,
competitive structure and aggregate demand conditions appear to influence
the speed of diffusion, and further, the characteristics of the innovations
themselves affect not only the speed of diffusion but also the shape of the
diffusion growth curve.
The thesis constitutes the first large scale empirical study of diffusion
in the U.K. industry. Theoretically, it provides the first model of diffusion
to be based on economic decision making rather than the mechanistic models
of epidemics which have been used previously in this area
