The Challenges of Introducing Off the Shelf Systems into Complex Work Organizations
This paper describes research into problems commonly experienced when implementing an off-theshelf information system into the complex work-practices of an organisation. Encountering such an occurrence, the authors employed a grounded theory approach to study the case though the collection, analysis and interpretation of a variety of data. The case concerned the troubled introduction, into a large educational institution, of a complex class timetabling system that was already well established in another similar organisations. Unanticipated problems encountered by various stakeholders in the system during and following the implementation of the system are documented and classified into three categories: knowledge issues, system issues, and organisational issues. Aspects of these categories are analysed for this particular case and then generalised to provide lessons for those in any similar situation
The future of UAS: standards, regulations, and operational experiences [workshop report]
This paper presents the outcomes of "The Future of UAS: Standards, Regulations and Operational Experiences" workshop, held on the 7th and 8th of December, 2006 in Brisbane, Queensland, Australia. The goal of the workshop was to identify recent international activities in the Unmanned Airborne Systems (UAS) airspace integration problem. The workshop attracted a broad cross-section of the UAS community, including: airspace and safety regulators, developers, operators and researchers. The three themes of discussion were: progress in the development of standards and regulations, lessons learnt from recent operations, and advances in new technologies. This paper summarises the activities of the workshop and explores the important outcomes and trends as perceived by the authors
Invest to Save: Report and Recommendations of the NSF-DELOS Working Group on Digital Archiving and Preservation
Digital archiving and preservation are important areas for research and development, but there is no agreed upon set of priorities or coherent plan for research in this area. Research projects in this area tend to be small and driven by particular institutional problems or concerns. As a consequence, proposed solutions from experimental projects and prototypes tend not to scale to millions of digital objects, nor do the results from disparate projects readily build on each other. It is also unclear whether it is worthwhile to seek general solutions or whether different strategies are needed for different types of digital objects and collections. The lack of coordination in both research and development means that there are some areas where researchers are reinventing the wheel while other areas are neglected.
Digital archiving and preservation is an area that will benefit from an exercise in analysis, priority setting, and planning for future research. The WG aims to survey current research activities, identify gaps, and develop a white paper proposing future research directions in the area of digital preservation. Some of the potential areas for research include repository architectures and inter-operability among digital archives; automated tools for capture, ingest, and normalization of digital objects; and harmonization of preservation formats and metadata. There can also be opportunities for development of commercial products in the areas of mass storage systems, repositories and repository management systems, and data management software and tools.
Public Procurement of Innovation Diffusion: Exploring the Role of Institutions and Institutional Coordination
The role of the public agency as a pacer of private sector innovation has been emphasised over the recent years, especially in the context of the EU. The general ambition has been to encourage public agencies to actively stimulate private sector innovation by requesting innovation instead of procuring currently existing products. This has also triggered an increased interest among researchers and practitioners to identify examples of best practice where public agencies have successfully procured innovation. Rather than addressing this demand-oriented perspective this paper focuses on the public agency as an adopter of private-sector innovation, and how this mechanism can contribute to innovation in general. The theoretical point of departure is diffusion theory, with an emphasis on the role of institutions as identified in systemic approaches to innovation studies. A particular concern of this paper is those institutions that hinder or enable adoption of an innovation in an organisational context. The paper draws on an explorative case study looking at the introduction of a new catheter into the English National Health Service supply chain and its diffusion among NHS trusts in England. Cloud Migration: A Case Study of Migrating an Enterprise IT System to IaaS
This case study illustrates the potential benefits and risks associated with
the migration of an IT system in the oil & gas industry from an in-house data
center to Amazon EC2 from a broad variety of stakeholder perspectives across
the enterprise, thus transcending the typical, yet narrow, financial and
technical analysis offered by providers. Our results show that the system
infrastructure in the case study would have cost 37% less over 5 years on EC2,
and using cloud computing could have potentially eliminated 21% of the support
calls for this system. These findings seem significant enough to call for a
migration of the system to the cloud but our stakeholder impact analysis
revealed that there are significant risks associated with this. Whilst the
benefits of using the cloud are attractive, we argue that it is important that
enterprise decision-makers consider the overall organizational implications of
the changes brought about with cloud computing to avoid implementing local
optimizations at the cost of organization-wide performance.Comment: Submitted to IEEE CLOUD 201
