    Towards Effective Integration and Positive Impact of Automated Writing Evaluation in L2 Writing

    The increasing dominance of English has elevated the need to develop an ability to effectively communicate in writing, and this has put a strain on second language education programs worldwide. Faced with time-consuming and copious commenting on student drafts and inspired by the promise of computerized writing assessment, many educational technology enthusiasts are looking to A WE [automated writing evaluation] as a silver bullet for language and literacy development (Warschauer & Ware, 2006, p. 175). This chapter reviews what AWE offers for learners and teachers and raises a number of controversies regarding A WE effectiveness with the underlying message that clear milestone targets need to be set with respect to A WE development, implementation, and evaluation in order to ensure positive impact of this technology on L2 writing. In support of this message, the chapter introduces an example-lADE, a prototype of contextbased A WE conceptualized and operationalized to address latent issues through a synthesis of theoretical premises and learning needs. Multifaceted empirical evaluation of lADE further provides insights into processes triggered by interaction with A WE technology and foregrounds a call for future research needed to inform effective application of AWE in L2 writing classrooms

    A Randomized Evaluation of Ohio\u27s Personalized Assessment Reporting System (PARS)

    In the 2006–07 school year, the Ohio Department of Education (ODE) launched a pilot of its Personalized Assessment Reporting System (PARS) for the Ohio Graduation Tests (OGT). The PARS program included several new OGT test score reports for teachers, administrators, students, and parents along with two new websites for educators and students. The new PARS test score reports and associated websites are designed to provide teachers, administrators, students and parents with more detailed information about student performance as well as numerous suggestions and resources for improving performance. One of the primary goals of PARS is to increase student motivation to pass the OGT and graduate high school. ODE hopes that by providing clear and detailed information to each student about his or her performance relative to the state standards, along with resources for improving performance and planning for the future, PARS may lead to improvements in student attitudes and behaviors that are fundamental to success in high school and beyond. Research suggests that grades or scores in the absence of constructive feedback can have a detrimental effect on student achievement (Butler 1987; 1988). The PARS reports are designed to provide this kind of detailed constructive feedback. Furthermore, by providing clear and detailed information to teachers and administrators about student performance, along with tools for making sense of the data and resources for improving and targeting instruction, PARS has the potential to inform numerous aspects of instruction. This research report presents program evaluation findings from the first-year pilot of PARS. The primary goals for the evaluation were to (a) document the implementation of the program and (b) provide scientifically based evidence of potential impacts on instruction and student learning. The evaluation involved a district random assignment design and a mixed-methods approach to measuring program implementation and impacts. A total of 100 high schools in 60 school districts participated in this research, with 51 schools in 30 districts randomly assigned to participate in the PARS pilot during the 2006–07 school year. A subsample of 5 schools agreed to site visits during which researchers conducted interviews with teachers and students to learn more about PARS

    Too Good to Be True? An Examination of Three Economic Assesssments of California Climate Change Policy

    California's Global Warming Solutions Act of 2006 limits California's greenhouse gas (GHG) emissions in 2020 to their 1990 level. Global climate change is a pressing environmental problem, and the best possible public policies will be required to address it. Therefore, analyses of prospective policies must themselves be of high quality, so that policymakers can reasonably rely on them when making the critical decisions they inevitably will face. In 2006, three studies were released indicating that California can meet its 2020 target at no net economic cost , raising questions about whether opportunities truly exist to substantially reduce emissions at no cost, or whether studies reaching such conclusions may simply severely underestimate costs. This paper provides an evaluation of these three California studies. We find that although opportunities may exist for some no-cost emission reductions, these California studies substantially underestimate the cost of meeting California's 2020 target. The studies underestimate costs by omitting important components of the costs of emission reduction efforts, and by overestimating offsetting savings that some of those efforts yield through improved energy efficiency. In some cases, the studies focus on the costs of particular actions to reduce emissions, but fail to consider the effectiveness and costs of policies that would be necessary to bring about such actions. While quantifying the full extent of the resulting cost underestimation is beyond the scope of our study, the underestimation is clearly economically significant. A few of the identified flaws individually lead to underestimation of annual costs on the order of billions of dollars. Hence, these studies do not offer reliable estimates of the cost of meeting California's 2020 target. Better analyses are needed to inform policymakers. While the Global Warming Solutions Act of 2006 sets a 2020 emissions target, critical policy design decisions remain to be made that will fundamentally affect the cost of California's climate policy. For example, policymakers must determine emission targets for the years before and after 2020, the emission sources that will be regulated to meet those targets, and the policy instruments that will be employed. The California studies do not directly address the cost implications of these and other policy design decisions, and their overly optimistic findings may leave policymakers with an inadequate appreciation of the stakes associated with decisions that lie ahead. As such, California would benefit from studies that specifically assess the cost implications of alternative policy designs. Nonetheless, a careful evaluation of the California studies highlights some important policy design lessons that apply regardless of the extent to which no-cost emission reduction opportunities actually exist. In particular, policies should be designed to account for uncertainty regarding emission reduction costs, much of which will not be resolved before policies must be enacted. Also, consideration of the different market failures that lead to excessive GHG emissions makes clear that to reduce emissions cost-effectively, policymakers should adopt a market-based policy (such as a cap-and-trade system) as the core policy instrument. The presence of specific market failures that may lead to some no-cost emission reduction opportunities suggests the potential value of additional policies that act as complements, rather than alternatives, to a market-based policy. However, to develop complementary policies that efficiently target such no-cost opportunities, policymakers need better information than currently exists regarding the specific market failures that bring about those opportunities.

    Addition of n-butyl cyanoacrylate to classic transarterial chemoembolization may improve the radiological response in patients with hepatocellular carcinoma

    OBJECTIVE: Transarterial chemoembolization is the treatment of choice for intermediate-stage hepatocellular carcinoma. However, there are no clear data supporting transarterial chemoembolization vs . transarterial embolization or regarding the best chemotherapeutic agent, which may suggest a preponderant role of ischemia over chemotherapeutic action. This study sought to evaluate the radiological response and outcome of transarterial chemoembolization modified by n-butyl cyanoacrylate addition compared to conventional transarterial chemoembolization in hepatocellular carcinoma patients. MATERIALS AND METHODS: A retrospective review identified forty-seven patients who underwent modified chemoembolization and thirty-three who underwent conventional chemoembolization between June 2006 and December 2011. The radiological response was reassessed using the modified Response Evaluation Criteria in Solid Tumors. The sustained complete response, time to progression and overall survival rates were also analyzed. RESULTS: Complete response rates were significantly higher in patients who had undergone modified chemoembolization compared to those who had undergone conventional treatment (61.7% and 24.3%, respectively;
