    Adult Vocational Qualifications Reduce the Social Gradient in Education

    Many youth leave school early without an upper secondary education, impeding their chances in the labor market. Early school leavers come disproportionately from families with low parental education. In some countries, there are alternative routes to upper secondary qualifications as adults. Does adult attainment reduce initial social differences in educational attainment, or does it reinforce such differences? Norway is one of the countries where many attain upper secondary qualifications in adulthood. Using individual data from administrative registers, we follow five Norwegian birth cohorts (1973–1977) from age 20 to 40. We document that the association between parental education and upper secondary completion declines monotonically with age, ending at age 40 about 35% below that at age 20. We also document that the alternative routes to adult qualifications recruit students of different family backgrounds. In particular, adults who acquire vocational qualifications via the experience-based route come from families with lower education than other groups. Our evidence suggests that institutions that offer opportunities for certifying qualifications acquired at work mitigate social gradients, fostering more equal opportunities within the education system

    Pennies from Heaven? Using Exogeneous Tax Variation to Identify Effects of School Resources on Pupil Achievements

    Despite important policy implications associated with the allocation of education resources, evidence on the effectiveness of school inputs remains inconclusive. In part, this is due to endogenous allocation; families sort themselves non-randomly into school districts and school districts allocate money based in order to compensate (or reinforce) differences in child abilities, which leaves estimates of school input effects likely to be biased. Using variation in education expenditures induced by the location of natural resources in Norway we examine the effect of school resources on pupil outcomes. We find that higher school expenditures, triggered by higher revenues from local taxes on hydropower plants, have a significantly positive effect on pupil performance at age 16.     An Illustration of the Problems Caused by Incomplete Education Histories in Fertility Analyses

    When assessing the importance of education for fertility, one should ideally use complete education histories. Unfortunately, such data are often not available. It is illustrated here, using register data for Norwegian women born in 1969, that inclusion of educational level at the latest age observed (28), rather than at the current age, can give substantially biased education effect estimates. It is also illustrated that imputation of education for earlier ages may lead to wrong conclusions. A simple imputation of educational level and enrolment based on the assumption that everyone passes through the educational system with the officially stipulated progress gives particularly misleading results. Somewhat better estimates are obtained when a slower progress more in accordance with reality is assumed, or when educational level and enrolment are imputed stochastically on the basis of distributions calculated from real data.     Women’s labor force attachment and childbearing in Finland

    This paper analyzes the impact of women’s economic activity, earnings and take-up of child home care allowance on childbearing, using a ten percent sample from a longitudinal register data set that covers the entire female population of reproductive age in Finland in 1988–2000. Results show that a woman’s economic activity and income were positively correlated with entry into motherhood and to a lesser extent with having a second child. This supports the notion of a common pattern of this relationship in the Nordic countries.     Waiting times and socioeconomic status. Evidence from Norway

    We investigate whether socioeconomic status, measured by income and education, affects waiting time when controls for severity and hospital specific conditions are included. We also examine which aspects of the hospital supply (attachment to local hospital, traveling time, or choice of hospital) that matter most for unequal treatment of different socioeconomic groups, and how different behavior responses can create discrimination. The study uses administrative data from all somatic elective inpatient and outpatient hospital stays in Norway. The main results are that we find very little indication of discrimination with regard to income. This result holds both for males and females. We find some indication of discrimination of men with low education as these men have a lower probability of zero waiting time. We also find a pro educational bias for women; as women with only primary education wait about 9 % (13 %) longer than women with upper secondary (tertiary) education.Health Care Markets; Regulations: Public Health

    Educating Children of Immigrants: Closing the Gap in Norwegian Schools

    Children of immigrant parents constitute a growing share of school cohorts in many OECD countries, and their educational performance is vital for successful social and economic integration. This paper examines educational outcomes of first and second generation non- OECD immigrants in Norway. We show that children of immigrants, and particularly those born outside Norway, are much more likely to leave school early than native children. Importantly, this gap shrunk sharply over the past two decades and second generation immigrants are now rapidly catching up with the educational performance of natives. For childhood immigrants, upper secondary completion rates decline with age at arrival, with a particularly steep gradient after age seven.     How do firms' and individuals' incentives to invest in human capital vary across groups?

    Past research shows that training opportunities are unequally distributed across workers, with workers who are already in a better position in the labour market having more opportunities to acquire new skills. We decompose the downstream training market in order to trace the extent to which differences in the provision of employer-sponsored training across groups of workers are due to demand (by employees) or supply (by employers). The empirical results suggest that employers tend to exclude women, immigrants, young employees, involuntary part-time and temporary workers, workers in low-skilled occupations and workers with low literacy, when selecting which employees to train. By contrast, lower demand appears to account for lower training participation of older and less educated workers. In the case of older workers, labour market imperfections affecting the distribution of training benefits and the length of employers' and employees' pay-back periods are likely to be behind this pattern. In the case of less educated workers, credit constraints and/or training market imperfections – due to lack of training information and contractibility between employers and employees – may partially explain this finding. However, noneconomic factors, such as lesser motivation or bad pedagogical experiences, must also be taken into account. Finally, demand does not appear to vary with firm size or sector.     Causal Effects of Paternity Leave on Children and Parents

    In this paper we use a parental leave reform directed towards fathers to identify the causal effects of paternity leave on children’s and parents’ outcomes. We document that paternity leave causes fathers to become more important for children’s cognitive skills. School performance at age 16 increases for children whose father is relatively higher educated than the mother. We find no evidence that fathers’ earnings and work hours are affected by paternity leave. Contrary to expectation, mothers’ labor market outcomes are adversely affected by paternity leave. Our findings do therefore not suggest that paternity leave shifts the gender balance at home in a way that increases mothers’ time and/or effort spent at market work.parental leave, labor supply, child development
