    Ripple Down Rules (RDR) is a maturing collection of methodologies for the incremental development and maintenance of medium to large rule-based knowledge systems. While earlier knowledge based systems relied on extensive modeling and knowledge engineering, RDR instead takes a simple no-model approach that merges the development and maintenance stages. Over the last twenty years RDR has been significantly expanded and applied in numerous domains. Until now researchers have generally implemented their own version of the methodologies, while commercial implementations are not made available. This has resulted in much duplicated code and the advantages of RDR not being available to a wider audience. The aim of this project is to develop a comprehensive and extensible platform that supports current and future RDR technologies, thereby allowing researchers and developers access to the power and versatility of RDR. This paper is a report on the current status of the project and marks the first release of the software. © 2010 Springer-Verlag Berlin Heidelberg

    Supporting personalised content management in smart health information portals

    Information portals are seen as an appropriate platform for personalised healthcare and wellbeing information provision. Efficient content management is a core capability of a successful smart health information portal (SHIP) and domain expertise is a vital input to content management when it comes to matching user profiles with the appropriate resources. The rate of generation of new health-related content far exceeds the numbers that can be manually examined by domain experts for relevance to a specific topic and audience. In this paper we investigate automated content discovery as a plausible solution to this shortcoming that capitalises on the existing database of expert-endorsed content as an implicit store of knowledge to guide such a solution. We propose a novel content discovery technique based on a text analytics approach that utilises an existing content repository to acquire new and relevant content. We also highlight the contribution of this technique towards realisation of smart content management for SHIPs.<br /

    With more than 5.3 million inhabitants Victoria is the second most populous state in Australia. Once a manufacturing economy, Victoria is now transforming itself into a service and innovation-based economy. Currently, the largest sectors are education services and tourism. In terms of social structure, Victoria is characterised by a large migrant population, 24% of population were born overseas and 44% were either born overseas or have a parent who was born overseas. About 70% of the population resides in Melbourne. Victoria faces a number of challenges, ranging from an ageing population and skills shortages to drought and climate change and increased risk of natural disasters. Rapid population growth, 2% annually, has implications for service delivery and uneven development as well as regional disparities. There are barriers to connectivity in terms of transport and infrastructure, and a high degree of inter-institutional competition in tertiary education sector. The business structure in Victoria includes some highly innovative activities such as in biotechnology, but other sectors, especially those with high number of small and medium-sized enterprises, are lagging behind. Most of the larger manufacturing enterprises are externally controlled and there is uncertainty over the long term investments they will make in the state, as well as the place of Victoria in the global production networks

    Internet banking fraud detection using prudent analysis

    The threat posed by cybercrime to individuals, banks and other online financial service providers is real and serious. Through phishing, unsuspecting victims’ Internet banking usernames and passwords are stolen and their accounts robbed. In addressing this issue, commercial banks and other financial institutions use a generically similar approach in their Internet banking fraud detection systems. This common approach involves the use of a rule-based system combined with an Artificial Neural Network (ANN). The approach used by commercial banks has limitations that affect their efficiency in curbing new fraudulent transactions. Firstly, the banks’ security systems are focused on preventing unauthorized entry and have no way of conclusively detecting an imposter using stolen credentials. Also, updating these systems is slow and their maintenance is labour-intensive and ultimately costly to the business. A major limitation of these rule-bases is brittleness; an inability to recognise the limits of their knowledge. To address the limitations highlighted above, this thesis proposes, develops and evaluates a new system for use in Internet banking fraud detection using Prudence Analysis, a technique through which a system can detect when its knowledge is insufficient for a given case.     Entrepreneurial diversity and economic growth

    We investigate the impact of entrepreneurial diversity on national economic growth. More specifically, using data for 36 countries participating in the Global Entrepreneurship Monitor, we investigate whether the impact of entrepreneurial activity is different for different sociodemographic groups. Diversity is measured in terms of age, education and gender. We find that in less developed countries, older and higher educated entrepreneurs are particularly important for stimulating economic growth, while for highly developed countries the contribution of younger entrepreneurs is more important. We do not find evidence for a differential contribution of female and male entrepreneurs.

    Effect of Knowledge Transfer and Spillover on Product Innovativeness: The Case of Manufacturing Small and Medium Enterprises (SMEs) in Kenya

    The aim of this study was to determine the effect of  knowledge transfer and spillover on product innovativeness (PI) in the context of manufacturing SMEs. in Kisumu, Kenya. To answer the questions this empirical study raised, a sample of 126 MSEs on the basis of the manufacturing hubs of Kisumu, Kenya. This study provided evidence in support of knowledge transfer and on the  contrary, knowledge  spillover on PI. Further research is needed to confirm and extend the present results by replicating the principal features of this study with MSEs in other regions within Kenya. The conclusions drawn from this study could inform efforts in designing different knowledge transfer supportive actions for different   manufacturing MSEs based on their product knowledge gaps within the wider innovation policy initiatives.     An intelligent content discovery technique for health portal content management

    Background: Continuous content management of health information portals is a feature vital for its sustainability and widespread acceptance. Knowledge and experience of a domain expert is essential for content management in the health domain. The rate of generation of online health resources is exponential and thereby manual examination for relevance to a specific topic and audience is a formidable challenge for domain experts. Intelligent content discovery for effective content management is a less researched topic. An existing expert-endorsed content repository can provide the necessary leverage to automatically identify relevant resources and evaluate qualitative metrics.Objective: This paper reports on the design research towards an intelligent technique for automated content discovery and ranking for health information portals. The proposed technique aims to improve efficiency of the current mostly manual process of portal content management by utilising an existing expert-endorsed content repository as a supporting base and a benchmark to evaluate the suitability of new content.Methods: A model for content management was established based on a field study of potential users. The proposed technique is integral to this content management model and executes in several phases (ie, query construction, content search, text analytics and fuzzy multi-criteria ranking). The construction of multi-dimensional search queries with input from Wordnet, the use of multi-word and single-word terms as representative semantics for text analytics and the use of fuzzy multi-criteria ranking for subjective evaluation of quality metrics are original contributions reported in this paper.Results: The feasibility of the proposed technique was examined with experiments conducted on an actual health information portal, the BCKOnline portal. Both intermediary and final results generated by the technique are presented in the paper and these help to establish benefits of the technique and its contribution towards effective content management.Conclusions: The prevalence of large numbers of online health resources is a key obstacle for domain experts involved in content management of health information portals and websites. The proposed technique has proven successful at search and identification of resources and the measurement of their relevance.
