    Green growth, technology and innovation

    The paper explores existing patterns of green innovation and presents an overview of green innovation policies for developing countries. The key findings from the empirical analysis are: (1) frontier green innovations are concentrated in high-income countries, few in developing countries but growing; (2) the most technologically-sophisticated developing countries are emerging as significant innovators but limited to a few technology fields; (3) there is very little South-South collaboration; (4) there is potential for expanding green production and trade; and (5) there has been little base-of-pyramid green innovation to meet the needs of poor consumers, and it is too early to draw conclusions about its scalability. To promote green innovation, technology and environmental policies work best in tandem, focusing on three complementary areas: (1) to promote frontier innovation, it is advisable to limit local technology-push support to countries with sufficient technological capabilities -- but there is also a need to provide global technology-push support for base-of-pyramid and neglected technologies including through a pool of long-term, stable funds supported by demand-pull mechanisms such as prizes; (2) to promote catch-up innovation, it is essential both to facilitate technology access and to stimulate technology absorption by firms -- with critical roles played by international trade and foreign direct investment, with firm demand spurred by public procurement, regulations and standards; and (3) to develop absorptive capacity, there is a need to strengthen skills and to improve the prevailing business environment for innovation -- to foster increased experimentation, global learning, and talent attraction and retention.     Comparing nuclear power trajectories in Germany and the UK: from ‘regimes' to ‘democracies’ in sociotechnical transitions and Discontinuities

    This paper focuses on arguably the single most striking contrast in contemporary major energy politics in Europe (and even the developed world as a whole): the starkly differing civil nuclear policies of Germany and the UK. Germany is seeking entirely to phase out nuclear power by 2022. Yet the UK advocates a ‘nuclear renaissance’, promoting the most ambitious new nuclear construction programme in Western Europe.Here,this paper poses a simple yet quite fundamental question: what are the particular divergent conditions most strongly implicated in the contrasting developments in these two countries. With nuclear playing such an iconic role in historical discussions over technological continuity and transformation, answering this may assist in wider understandings of sociotechnical incumbency and discontinuity in the burgeoning field of‘sustainability transitions’. To this end, an ‘abductive’ approach is taken: deploying nine potentially relevant criteria for understanding the different directions pursued in Germany and the UK. Together constituted by 30 parameters spanning literatures related to socio-technical regimes in general as well as nuclear technology in particular, the criteria are divided into those that are ‘internal’ and ‘external’ to the ‘focal regime configuration’ of nuclear power and associated ‘challenger technologies’ like renewables. It is ‘internal’ criteria that are emphasised in conventional sociotechnical regime theory, with ‘external’ criteria relatively less well explored. Asking under each criterion whether attempted discontinuation of nuclear power would be more likely in Germany or the UK, a clear picture emerges. ‘Internal’ criteria suggest attempted nuclear discontinuation should be more likely in the UK than in Germany– the reverse of what is occurring. ‘External’ criteria are more aligned with observed dynamics –especially those relating to military nuclear commitments and broader ‘qualities of democracy’. Despite many differences of framing concerning exactly what constitutes ‘democracy’, a rich political science literature on this point is unanimous in characterising Germany more positively than the UK. Although based only on a single case,a potentially important question is nonetheless raised as to whether sociotechnical regime theory might usefully give greater attention to the general importance of various aspects of democracy in constituting conditions for significant technological discontinuities and transformations. If so, the policy implications are significant. A number of important areas are identified for future research, including the roles of diverse understandings and specific aspects of democracy and the particular relevance of military nuclear commitments– whose under-discussion in civil nuclear policy literatures raises its own questions of democratic accountability

    Public-private partnerships in agricultural research: an analysis of challenges facing industry and the Consultative Group on International Agricultural Research

    "Public-private partnerships offer potentially important opportunities for pro-poor agricultural research in developing countries. Yet in the international agricultural research community-and with regard to the Consultative Group on International Agricultural Research (CGIAR) itself-we see few examples of successful public-private partnerships, and fewer examples where such collaborations have contributed to food security, poverty reduction and economic growth. This study assesses the opportunities for, and challenges to, creating and sustaining public-private partnerships between the international agricultural research centers of the CGIAR and leading multinational, research-based agribusiness companies. The study hypothesizes that the willingness and ability of public agencies and private firms to enter into partnerships are constrained by fundamentally different incentive structures; by insufficient minimization of the costs and risks of collaboration; by an inability to overcome mutually negative perceptions; by limited use of creative organizational mechanisms that reduce competition over key assets and resources; and by insufficient access to information on successful partnership models. The study methodology is based on interviews and discussions with key stakeholders and a wide review of the literature on public-private partnership. Tentative findings suggest that while incentives and perceptions do differ between sectors, sufficient common space exists or can be created through incentive structuring to facilitate greater partnership. However, both public- and private-sector partners inadequately account for and minimize the costs and risks of partnership. Similarly, partners discount the need for brokers and third-party actors to manage research collaborations and reduce competition between sectors.     Semantic discovery and reuse of business process patterns

    Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

    The global push towards sustainable development has led to an upsurge in academic literature at the juncture of supply chain collaboration (SCC) and sustainability. The present paper aims to map this growing literature to understand how SCC can contribute to the achievement of broader Sustainable Development Goals (SDGs). Via a systematic review of literature (SLR), the paper maps key themes at the intersection of SCC and sustainable development. Relying on nine key themes, the study presents novel insights into the domain of SCC for sustainable development. The results of the SLR reveal that collaborative innovation, collaborative process and product development are key mechanisms driving SCC. However, the extant literature has not devoted much attention to the effectiveness of SCC mechanisms or their performance. Further, the current study posits that more effective SCC strategies can boost the sustainable operational performance of the supply chain (SC) by enhancing capacity building and resource utilisation. Based on the contingency approach, this study offers a novel framework linking SCC to SDGs.     University partnerships for co-designing and co-producing urban sustainability

    Universities are playing an increasingly central role in advancing sustainability at the local, regional and national scale through cross-sector collaborations. Accompanying the launch of Future Earth, interest is mounting in the co-design and co-production of knowledge and solutions for advancing global sustainability, particularly in urban areas. Place-based university partnerships appear as particularly significant vehicles for enacting co-design and co-production in the context of urban sustainability. However, the nature and role of these partnerships are not well understood, in part due to the absence of systematic analyses across multiple cases. To fill this gap, the objectives of this paper were to conduct a large-scale international survey focusing on university partnerships for urban sustainability in industrialised Europe, Asia and North America to (1) determine defining features such as focus areas, geographical scales, mechanisms, actors and motivations, and (2) identify commonly encountered drivers, barriers and potential impacts. Results indicate that partnerships most typically target energy, buildings, governance and social systems, unfold at local or city-scales, and involve collaborations with local or regional government. Our analysis shows that potential outcomes of university initiatives to co-design and co-produce urban sustainability are not limited to knowledge and policy. They also encompass the creation of new technological prototypes, businesses and new socio-technical systems, in addition to transformations of the built and natural environment. Findings also suggest that individual partnerships are making strong social, environmental and sustainability impacts, with less evidence of economic contributions. Strategies are required to enhance project management and ensure that projects address contrasting priorities and time horizons in academia and local government. Implications for policy include findings that targeted funding programmes can play a key role in fostering partnerships. Measures are also required to challenge academic norms and incentive structures that, in some cases, hinder university efforts to engage in place-based initiatives to co-design and co-produce urban sustainability
