    Agrarian Transformation in Mozambique

    Get PDF
This paper reviews and assesses the process of economic transformation in Mozambique with emphasis on the strategies and policies pursued by the Frelimo government in the first decade after dependence in 1974. Focus is on the agrarian sector and its various sub-sectors, and both main achievements and remaining challenges are identified. Particular focus is on summarising the decisions taken at the 4th Congress of Frelimo and assessing their relevance and implicationsAgrarina transformation, Mozambiouqe

Creativity and intentionality: a philosophical attempt at reconstructing a creative process

    Get PDF
The paper presents a philosophical proposition of elucidating creativity by means of distinguishing the category of intentionality. The intentional dimension of cognitive content encompasses predispositions for constructing sign systems. Such an intellectual modification of sign systems forms the foundation of dynamic creative acts. However, creative processes are not restricted to the sphere of intellectual operations, but also remain under the influence of object categories. For this reason, the results of creative processes must allow for the potential determinants of sensual matter. A transition between the subjective sphere of possibility and the objective sphere of potency indicates the dynamism of the process. A crucial component of the emergence of intentional relations is formulating the criterion of a creative process. It determines the rules of constructing sign systems, the forms of acceptable transformations as well as the possible modes of allowing for the results of this process

Simple and Efficient Fully-Functional Succinct Trees

The fully-functional succinct tree representation of Navarro and Sadakane (ACM Transactions on Algorithms, 2014) supports a large number of operations in constant time using 2n+o(n)2n+o(n) bits. However, the full idea is hard to implement. Only a simplified version with O(logn)O(\log n) operation time has been implemented and shown to be practical and competitive. We describe a new variant of the original idea that is much simpler to implement and has worst-case time O(loglogn)O(\log\log n) for the operations. An implementation based on this version is experimentally shown to be superior to existing implementations

Online Sorting via Searching and Selection

In this paper, we present a framework based on a simple data structure and parameterized algorithms for the problems of finding items in an unsorted list of linearly ordered items based on their rank (selection) or value (search). As a side-effect of answering these online selection and search queries, we progressively sort the list. Our algorithms are based on Hoare's Quickselect, and are parameterized based on the pivot selection method. For example, if we choose the pivot as the last item in a subinterval, our framework yields algorithms that will answer q<=n unique selection and/or search queries in a total of O(n log q) average time. After q=\Omega(n) queries the list is sorted. Each repeated selection query takes constant time, and each repeated search query takes O(log n) time. The two query types can be interleaved freely. By plugging different pivot selection methods into our framework, these results can, for example, become randomized expected time or deterministic worst-case time. Our methods are easy to implement, and we show they perform well in practice

J. C. SanMiguel, J. M. Martínez, and Á. García, "An ontology for event detection and its application in surveillance video", in Sixth IEEE International Conference on Advanced Video and Signal Based Surveillance, AVSS 2009, p. 220 - 225In this paper, we propose an ontology for representing the prior knowledge related to video event analysis. It is composed of two types of knowledge related to the application domain and the analysis system. Domain knowledge involves all the high level semantic concepts in the context of each examined domain (objects, events, context...) whilst system knowledge involves the capabilities of the analysis system (algorithms, reactions to events...). The proposed ontology has been structured in two parts: the basic ontology (composed of the basic concepts and their specializations) and the domain-specific extensions. Additionally, a video analysis framework based on the proposed ontology is defined for the analysis of different application domains showing the potential use of the proposed ontology. In order to show the real applicability of the proposed ontology, it is specialized for the underground video-surveillance domain showing some results that demonstrate the usability and effectiveness of the proposed ontology. This work is partially supported by the Spanish Administration agency CDTI (CENIT-VISION 2007-1007), by the Spanish Government (TEC2007- 65400 SemanticVideo), by the Comunidad de Madrid (S-050/TIC- 0223 - ProMultiDis), by the Consejería de Educación of the Comunidad de Madrid and by The European Social Fun
