Technology upgrading of middle income economies: A new approach and results
We explore issues of measurement for technology upgrading of the economies moving from middle to high-income status. In exploring this issue, we apply theoretically relevant and empirically grounded middle level conceptual and statistical framework based on three dimensions: (i) Intensity (ii) breadth of technological upgrading, and (iii) technology and knowledge exchange. As an outcome, we construct a three-pronged composite indicator of technology upgrading based on 35 indicators which reflect different drivers and patterns of technology upgrading of countries at different income levels. We show that technology upgrading of middle-income economies is distinctively different from that of low and high-income economies. Our results suggest the existence of middle-income trap in technology upgrading - i.e. countries' technology upgrading activities are not reflected in their income levels. Based on the simple statistical analysis we show that the middle-income trap is present in all three aspects of technology upgrading, but their importance varies across different aspects. A trap seems to be higher for 'breadth' of technology upgrading than for 'intensity' of technology upgrading and is by far the highest for the dimension of knowledge and technology interaction with the global economy. Finally, our research shows that technology upgrading is a multidimensional process and that it would be methodologically wrong to aim for an aggregate index
Garigliano nuclear power plant: seismic evaluation of the turbine building
The Italian Garigliano Nuclear Power Plant (NPP) started its energy production in 1963. At present it is in the decommissioning stage. In order to get a proper management of the radioactive waste that will be produced during the dismantling operations it has been considered convenient to convert the turbine building of the plant into a temporary waste repository. This decision posed a remarkable seismic safety assessment issue. As a matter of fact, the challenge was to extend, in satisfactory safety conditions, the use of an important facility that has reached the end of its designed lifetime and to have this extended use approved by nuclear safety agencies. In this context many tasks have been accomplished, of which the most important are:
(a) a new appraisal of site seismic hazard;
(b) the execution of many investigations and testing on the
construction materials;
(c) the set up of a detailed 3D finite element model including the explicit representation of foundation piles and soil;
(d) consideration of soil structure kinematic and dynamic nteraction effects.
This paper describes the adopted seismic safety assessment criteria which are based on a performance objectives design approach. While performance based design is the approach currently recommended by European Regulations to manage seismic risk and it is fully incorporated in the Italian code for conventional buildings, bridges and plants, NPP are not explicitly considered. Therefore it was necessary to delineate a consistent interpretation of prescribed rules in order to properly select the maximum and operating design earthquakes on one side and corresponding acceptable limit states on the other side. The paper further provides an outline of the numerical analyses carried out, of the main results obtained and of the principal retrofitting actions that will be realized
Challenges and perspectives for the protection of masonry structures in historic centers: the role of innovative materials and techniques
Lessons learned from natural events which caused severe damage to existing constructions have repeatedly shown the high vulnerability of historically important masonry, often worsened by inaccurate or dubious applications of modern or innovative interventions. Especially in the field of new technologies and materials applied to historical assets, experimental validation integrated at multi-disciplinary level is essential, to implement correct choices able to balance the respect of tradition and the requirements of innovation. The common objective is the transmission of educational values through the conservation of the historical identity of constructions which have survived over time and are still functional today. Planning agreements among academic and industrial research, management and governing bodies constitute preconditions for selecting consistent strategies for the protection of the built environment. However, the effects of technical advances and trends on historical assets should be carefully evaluated when influencing common practices, before recommendations, standards or execution protocols based on sufficiently long-lasting experience are available. This paper discusses a series of issues involved in the complex process of methodological and operative options currently feasible in the field of historical masonry structures. It also focuses on the progressive role of composite materials and the consequent implications on the implementation of preservation criteria

Designing Open and Distance Learning for Teacher Education in Sub-Saharan Africa: A toolkit for educators and planners
Everyone remembers a good teacher. Good teachers are the key to educational expansion and improvement. In many countries in Sub-Saharan Africa, there is an urgent need to expand the number of primary and secondary teachers. In all African countries, there is an equally important need to improve the quality of teaching. To achieve this, it is clear that new approaches to teacher education are essential. Existing institutions of teacher education will continue to play an important role, but, alone, they will not meet the goals of Education for All (EFA) by 2015.
It is fortunate that, just as the twin needs to improve the quantity and quality of teachers become imperative, so new forms of education and training are becoming available. The world is witnessing a revolution in information and communication technologies (ICTs), which can offer training and support of a type and at a cost hitherto impossible to consider, and thus, must be fully explored given the scale and urgency of demand. In doing so, however, it will be necessary to build on existing and well-tested strategies, including the best models of open and distance learning.
This toolkit is the third in a series of recent publications by the Africa Region Human Development Department of the World Bank to share knowledge and experience on how distance education and ICTs can support education in Sub-Saharan Africa. It emphasizes the rigorous process by which new forms of distance-education programs for teacher education can be planned and implemented. The best models of established programs are considered along with the potential for incorporating, as the means become available, new modes of communication. Most forms of teacher education, particularly those concerned with qualification upgrading and ongoing professional development, will have to be based in schools. The authors demonstrate how school-based programs, appropriately resourced and supported, have the potential not only to raise significantly the number and quality of teachers, but also to improve classroom practice and school organization, generally. The guidance and advice, which is drawn from many years of experience in design and implementation, and embraces a range of case studies from across the region, will be of considerable value to those preparing new policies and programs of teacher education and to those seeking to improve existing programs
Regional approaches to better standards systems
Developing countries face an increasing need to upgrade the standards of their domestic markets and of their exports. This paper examines different approaches available to them for upgrading their standards and conformity assessment procedures. It focuses particularly on those followed within the context of regional trade agreements (RTAs), as these are yielding promising results. Based on interviews performed in Latin America and on previous literature, the paper draws common features of a RTA standard and conformity assessment upgrading and harmonization process, identifies some of its main challenges, and suggests principles that developing countries could follow in such a process.Trade and Regional Integration,Environmental Economics&Policies,Public Sector Regulation,Standards and Technical Regulations,Administrative&Regulatory Law

Driving in the wrong lane: towards a longer life-span of cars
Within the context of product longevity, one especially impactful and ubiquitous product demands further research: the car. Car longevity has been addressed in the context of product life extension and product lifetime optimisation but there have been a few studies on car longevity in the context of business and none specifically from an industrial design context. This paper presents initial findings from preliminary interviews with key industry representatives such as car designers and engineers. It discusses the barriers to and opportunities for designing a car with a longer life-span. This and further data will later be analysed in order to produce a design framework to inform car
designers on life-span and usage optimization through design. Strategies such as increased longevity or use-intensity can potentially reduce the throughput - and thereafter the consumption - of cars. Such a shift in the automotive sector would support the transition from a linear economy to a more sustainable one. The initial findings, however, suggest that a longer life car is not an uncompromised solution and important concessions would have to be made in order to make this an acceptable

Management of SSME hardware life utilization
Statistical and probabilistic reliability methodologies were developed for the determination of hardware life limits for the Space Shuttle Main Engine (SSME). Both methodologies require that a mathematical reliability model of the engine (system) performance be developed as a function of the reliabilities of the components and parts. The system reliability model should be developed from the Failute Modes and Effects Analysis/Critical Items List. The statistical reliability methodology establishes hardware life limits directly from the failure distributions of the components and parts obtained from statistically-designed testing. The probabilistic reliability methodology establishes hardware life limits from a decision analysis methodology which incorporates the component/part reliabilities obtained from a probabilistic structural analysis, a calibrated maintenance program, inspection techniques, and fabrication procedures. Probilistic structural analysis is recommended as a tool to prioritize upgrading of the components and parts. The Weibull probability distribution is presently being investigated by NASA/MSFC to characterize the failure distribution of the SSME hardware from a limited data base of failures
Foreign Direct Investments in Business Services: Transforming the Visegrád Four Region into a Knowledge-based Economy?
Foreign direct investments (FDIs) in the service sector are widely attributed an important role in bringing more skill-intensive activities into the Visegrad Four (V4). This region—comprising Poland, the Czech Republic, Hungary and Slovakia—relied heavily on FDIs in manufacturing, which was often found to generate activities with limited skill content. This contribution deconstructs the chaotic concept of “business services” by analysing the actual nature of service sector activities outsourced and offshored to the V4. Using the knowledge-based economy (KBE) as a benchmark, the paper assesses the potential of service sector outsourcing in contributing to regional competitiveness by increasing the innovative capacity. It also discusses the role of state policies towards service sector FDI (SFDI). The analysis combines data obtained from case studies undertaken in service sector outsourcing projects in V4 countries. Moreover, it draws on interviews with senior employees of investment promotion agencies and publicly available data and statistics on activities within the service sector in the region. It argues that the recent inward investments in business services in the V4 mainly utilize existing local human capital resources, and their contribution to the development of the KBE is limited to employment creation and demand for skilled labour
