    Probabilistic fatigue methodology for six nines reliability

    Fleet readiness and flight safety strongly depend on the degree of reliability that can be designed into rotorcraft flight critical components. The current U.S. Army fatigue life specification for new rotorcraft is the so-called six nines reliability, or a probability of failure of one in a million. The progress of a round robin which was established by the American Helicopter Society (AHS) Subcommittee for Fatigue and Damage Tolerance is reviewed to investigate reliability-based fatigue methodology. The participants in this cooperative effort are in the U.S. Army Aviation Systems Command (AVSCOM) and the rotorcraft industry. One phase of the joint activity examined fatigue reliability under uniquely defined conditions for which only one answer was correct. The other phases were set up to learn how the different industry methods in defining fatigue strength affected the mean fatigue life and reliability calculations. Hence, constant amplitude and spectrum fatigue test data were provided so that each participant could perform their standard fatigue life analysis. As a result of this round robin, the probabilistic logic which includes both fatigue strength and spectrum loading variability in developing a consistant reliability analysis was established. In this first study, the reliability analysis was limited to the linear cumulative damage approach. However, it is expected that superior fatigue life prediction methods will ultimately be developed through this open AHS forum. To that end, these preliminary results were useful in identifying some topics for additional study

    The cost of active network management schemes at distribution level

    The growth of wind generation in distribution networks is leading to the development of Active Network Management (ANM) strategies. ANM systems aim to increase the capacity of renewable and distributed generation (DG) that can connect to the network. In addition to DG, ANM schemes can also include storage devices and Demand Side Management (DSM) strategies. Currently ANM schemes are mainly part of network research and development programmes, funded through network innovation schemes. In future, ANM schemes will need to cover the costs of establishing such a scheme through payments from the network owners and the users of the network. This paper discusses the current charging arrangements which account for network upgrades and the access arrangements for wind farms connecting to networks which are close to capacity. The Orkney ANM scheme is used as a case study, where the costs of the implemented ANM scheme are compared to conventional network upgrades. In order to run ANM as a ‘business as usual’ case, there must be a way in which to recover the costs incurred in implementing and operating an ANM scheme on the network. These costs could be recovered through Use of System (UoS) charging, and there is an opportunity for domestic customers participating in an ANM scheme (through Demand Side Management, for example) to further reduce electricity bills by providing ancillary services to the network. ANM may increase the cost of electricity for domestic customers, however this increase can be considered substantially less than the cost incurred for significant network upgrades

    Machine aided indexing from natural language text

    The NASA Lexical Dictionary (NLD) Machine Aided Indexing (MAI) system was designed to (1) reuse the indexing of the Defense Technical Information Center (DTIC); (2) reuse the indexing of the Department of Energy (DOE); and (3) reduce the time required for original indexing. This was done by automatically generating appropriate NASA thesaurus terms from either the other agency's index terms, or, for original indexing, from document titles and abstracts. The NASA STI Program staff devised two different ways to generate thesaurus terms from text. The first group of programs identified noun phrases by a parsing method that allowed for conjunctions and certain prepositions, on the assumption that indexable concepts are found in such phrases. Results were not always satisfactory, and it was noted that indexable concepts often occurred outside of noun phrases. The first method also proved to be too slow for the ultimate goal of interactive (online) MAI. The second group of programs used the knowledge base (KB), word proximity, and frequency of word and phrase occurrence to identify indexable concepts. Both methods are described and illustrated.     Property-Based Testing - The ProTest Project

    The ProTest project is an FP7 STREP on property based testing. The purpose of the project is to develop software engineering approaches to improve reliability of service-oriented networks; support fault-finding and diagnosis based on specified properties of the system. And to do so we will build automated tools that will generate and run tests, monitor execution at run-time, and log events for analysis. The Erlang / Open Telecom Platform has been chosen as our initial implementation vehicle due to its robustness and reliability within the telecoms sector. It is noted for its success in the ATM telecoms switches by Ericsson, one of the project partners, as well as for multiple other uses such as in facebook, yahoo etc. In this paper we provide an overview of the project goals, as well as detailing initial progress in developing property based testing techniques and tools for the concurrent functional programming language Erlang

    Commercial integration of storage and responsive demand to facilitate wind energy on the Shetland Islands

    The Northern Isles New Energy Solutions (NINES) project seeks to implement Active Network Management (ANM) on the Shetland Islands in a manner which reduces customers’ energy consumption, lowers peak demand and facilitates an increase in the proportion of electricity from wind, in order to take advantage of the unique wind resource of the islands. This presentation focuses on the commercial frameworks and trading arrangements necessary to permit additional wind capacity onto the islanded network through the active use of storage and responsive demand technologies. The network is modelled using a Dynamic Optimal Power Flow (DOPF) framework, which allows the unit scheduling of different combinations of generation, storage and demand to be optimised according to different optimisation goals. This is used as a foundation to explore the value of wind energy and storage in meeting the long-term goals of the network, the forms of trading and markets which may be used to contract services, and the potential for responsive demand to facilitate different forms of connection agreements and curtailment strategies for new wind farms. In modelling the Shetland network using Dynamic Optimal Power Flow (DOPF), the optimum unit commitment schedule is determined across a daily horizon for different network topologies, including variable levels of wind generation, storage and demand-side response - primarily storage heaters and water tanks controllable by the Distribution System Operator via Active Network Management. This informs the level of wind generation which may be accepted onto the network, and allows the creation and testing of commercial agreements both for wind generators keen to utilise the unique resource of the islands, as well as allowing third-party operation of storage, and reducing the peak energy demand of domestic consumers. This allows a greater level of demand to be supplied by non-thermal sources through the time-shifting of demand against the availability of the wind resource. Support of the grid through reserve and response is considered in the context of maintaining system stability, with the aim of procuring services through third-party contractual arrangements. Data collected from the operational history of the islands and technology trials demonstrate the feasibility of these approaches and their potential applicability to other constrained distribution networks with the potential for high levels of wind generation. The data from trials of domestic storage equipment and modelling of wind curtailment demonstrate quantitatively the ways in which commercial integration of modern storage and responsive demand can be used to increase the utilisation of wind energy on islanded networks, which may often have increased renewable resources but limited grid capacity. It is shown that there are a number of trading and connection agreements which can be used to contract for generation and ancillary services to meet these goals
