A demonstration and comparative analysis of haptic performance using a Gough-Stewart platform as a wearable haptic feedback device
In many hazardous work environments, contact tasks ranging from manufacturing to disassembly to emergency response are performed by industrial manipulators. Due to the hazardous and complex nature of these environments, teleoperation is often employed. When such is the case, the operator is left to interpret a large amount of data during task completion due to the complexity of modern robotic systems and the possible complexity of the tasks. This information is usually processed visually but can lead to sensory overload. To mitigate this, the information processing can also be distributed through other modes of sensory such as auditory or haptic. The University of Texas at Austin's TeMoto hands-free interface reduces the burden on the operator of commanding remote systems by enabling the use of gestural and verbal commands to complete a range of tasks, but the removal of a mechanical interactive device from the operator interface complicates the inclusion of haptic feedback. In this work, a standalone Gough-Stewart platform previously configured as a wearable haptic feedback device for the Nuclear and Applied Robotics Group at the University of Texas at Austin provides real-time haptic feedback to the unconstrained hand(s) of the operator. In doing so, this haptic interface can be employed with the intent of enhancing situational awareness and minimizing operator stress by imparting forces and torques to the user based on those imparted on the end-effector of the industrial manipulator. While multiple technical issues and human factor issues must be addressed, this effort focuses on integrating the system and evaluating its performance for various industrial manipulator designs and sensor modalities. After testing various digital signal processing techniques, functionality was demonstrated among one series-elastic and two rigid industrial manipulators, each with different force/torque data acquisition characteristics and a comparative analysis in haptic performance was performed. Texas Physicians\u27 Awareness and Utilization of Genetic Services
The number of disorders for which genetic testing is available has increased nearly 500% in the past 15 years. Access to the majority of genetic tests and services hinges on physicians’ ability to identify patients at risk for genetic disease and provide appropriate testing and counseling or refer to genetic specialists. Recent research demonstrates the need for referrals to genetic specialists by showing that many physicians lack skills required to perform appropriate genetic services, such as making proper risk assessments, providing genetic counseling, ordering genetic testing and interpreting results. However, little research exists on physicians’ awareness and utilization of genetic services. In this study, an electronic survey evaluating practicing physicians’ awareness of, utilization of and perceived barriers to genetic services in Texas was distributed via state physician organizations. Of the 157 participants, approximately half reported they were moderately or very aware of genetic testing and services in their area. Very few reported awareness of telemedicine services. Over two-thirds reported never or rarely referring to genetic counselors or other genetic specialists, despite 75% reporting they had noticed an increased impact of genetics on their field and 61% reporting they had discussed genetics more in their day-to-day practice in the last 5-10 years. Only 20% reported genetics was very integral to their specialty. Over three-fourths of all participants indicated interest in learning more about genetics, genetic testing and genetic services. Among the most frequently chosen barriers to genetic counselors were awareness-related barriers such as not knowing how to refer to a genetic counselor. Responses to many items varied significantly by medical specialty. The results identify a need to increase awareness of genetic services and referral logistics. Specific findings can help direct outreach efforts to educate clinicians, such as developing clinically meaningful, specialty-specific educational objectives
Brief history of the Lehmann Symposia: Origins, goals and motivation
The idea of the Lehmann Symposia as platforms to encourage a revival of
interest in fundamental questions in theoretical statistics, while keeping in
focus issues that arise in contemporary interdisciplinary cutting-edge
scientific problems, developed during a conversation that I had with Victor
Perez Abreu during one of my visits to Centro de Investigaci\'{o}n en
Matem\'{a}ticas (CIMAT) in Guanajuato, Mexico. Our goal was and has been to
showcase relevant theoretical work to encourage young researchers and students
to engage in such work. The First Lehmann Symposium on Optimality took place in
May of 2002 at Centro de Investigaci\'{o}n en Matem\'{a}ticas in Guanajuato,
Mexico. A brief account of the Symposium has appeared in Vol. 44 of the
Institute of Mathematical Statistics series of Lecture Notes and Monographs.
The volume also contains several works presented during the First Lehmann
Symposium. All papers were refereed. The program and a picture of the
participants can be found on-line at the website

The Need for Situational Awareness Tools to Improve Police Decision-Making Competence
For many professions, instruments of one sort or another are used almost routinely to assess the level of competence of professionals in decision-making relative to their particular occupations. Aircraft pilots, doctors, engineers, and the like are no strangers to such testing. Members of police departments, overall, have little exposure to such forms of assessment, even though they are required from time to time to make critical decisions regarding public safety. At the Law Enforcement Management Institute of Texas (LEMIT), part of the Criminal Justice Center housed at Sam Houston State University, a piece of research has commenced to assess police officers’ levels of situational awareness, with the ultimate intention of designing training that enhances decision-making competence. This three-part series addresses the issues involved. The first paper examines the use of applied cognitive psychology in a law enforcement decision-making context; reviews the concept of human error, utilizing a few case studies; examines the concept of situation awareness; and finally addresses the differences between intuition and logical thinking. The second paper describes how simulation-oriented training helps law enforcement officers make better decisions, and the final paper describes how situation awareness assessment tools and simulation training work together
Measuring What Matters: Using Assessment and Accountability to Improve Student Learning
This report hails testing and accountability as key to improving student learning. CED cautions, however, that tests are a means, not an end, to school reform. More work must be done to ensure that tests are good measures of learning. CED's K-12 efforts will engage business leaders in sustaining support for performance measurement in education and in identifying and overcoming barriers to delivering public education in new ways

Teachers in a New Political Landscape
Teachers’ positionality within the political landscape has evolved rapidly over recent election cycles. In Texas, nationwide teacher advocacy and anti-teacher state legislation motivated teachers to become politically involved. Increased teacher voting greatly impacted the 2018 election results, which led statewide leaders and legislators of the 86th Texas legislative session (2019) to center teachers as a key component of school finance reform. Moving forward, it is important to understand other factors that are interrelated with the positionality of the education profession, such as gender, class, and the ability to run for office. Simulated Economic Impact of TED Regulations on Selected Vessels in the Texas Shrimp Fishery
Shrimp fishermen trawling in the Gulf of Mexico and south Atlantic inadvertently capture and kill sea turtles which are classified as endangered species. Recent legislation requires the use of a Turtle Excluder Device(TED) which, when in place in the shrimp trawl, reduces sea turtle mortality. The impact of the TED on shrimp production is not known. This intermediate analysis of the TED regulations using an annual firm level simulation model indicated that the average Texas shrimp vessel had a low probability of being an economic success before regulations were enacted. An assumption that the TED regulations resulted in decreased production aggravated this condition and the change in Ending Net Worth and Net Present Value of Ending Net Worth before and after a TED was placed in the net was significant at the 5 percent level.
However, the difference in the Internal Rate of Return for the TED and non-TED simulations was not significant unless the TED caused a substantial change in catch. This analysis did not allow for interactions between the fishermen in the shrimp industry, an assumption which could significantly alter the impact of TED use on the catch and earnings of the individual shrimp vessel

Unraveling the Myths of Accountability: A Case Study of the California High School Exit Exam
Believing that accountability could be a vehicle for change, the California Department of Education (CDE) requires all high school students to pass the California High School Exit Exam (CAHSEE) in order to graduate. In doing so, California joins many others states in mandating a high school exit exam as a current or future requirement for graduation. In this essay, the authors will argue that this testing approach to school change is based on myths about the role of assessment, the information testing can provide and the impact high stakes testing has on urban schools. Although California is the focus of this analysis, these issues are salient across the county. Testing as a solution to poor student achievement is based on faulty assumptions.
