    Advanced Navigation for Planetary Vehicles Applying an Approximate Mapping Technique

    This thesis provides a method for compressing the information provided by JPL Mars rover obstacle sensors by creating an approximate map of the terrain around the vehicle. This thesis demonstrates that this method provides adequate information for a human operator to negotiate complex obstacles fields. By dividing the area around the vehicle into regions and classifying each region as to how dangerous (impassable), the sensor data can be accumulated with minimal overhead. The terrain in each region has a number between zero and one, with zero meaning completely passable and one meaning completely impassable. A continuum of possible values between the extremes classify in the sense of fuzzy set theory. This process allows obstacles to be represented in the map as an abstraction of the data instead of being arduously tracked individually, requiring much memory and complex processing. The map concept is also valuable in the respect that via translation of the vehicle information is passed to regions without direct sensor inputs. This allows the system to track obstacles to the side and to some extent behind the vehicle. The system, therefore, could potentially deal with complex situations where this information would be valuable such as a situation where it needs to recognize and back out of a trap. This thesis includes the development of the approximate mapping algorithm, explanation of the integration with a test bed vehicle, demonstration of the algorithm using the test bed vehicle, and ix ground work for the development of an automatic decision making scheme, which will constitute the continuing research effort

    From Hierarchies to Markets: FedEx Drivers and the Work contract as Institutional Marker

    Judges are often called upon today to determine whether certain workers are “employees” or “independent contractors.” The distinction is important, because only employees have rights under most statutes regulating work, including wage and hour, anti-discrimination, and collective bargaining law. Too often judges exclude workers from statutory protection who resemble what legal scholars have described as typical, industrial employees — long-term, full-time workers with set wages and routinized responsibilities within a large firm. To explain how courts reach these counterintuitive results, the article examines recent federal decisions finding that FedEx delivery drivers are independent contractors rather than employees. It argues that the problem is embedded within the employment contract itself, in the law’s attempt to construe the legal relations of master and servant as a contract. The contemporary employment contract is product of a 19th century incorporation of master-servant authority into contracts for labor services. In the face of institutional disruption, the contradiction within employment between contractual equality and servitude tends to surface in the form of two doctrinal ambiguities. Both make the dominant standard for employment status irresolvable by merging contractual formation and performance. First, the attempt to fit master-servant authority in the framework of contract creates an ambiguity between the activities of bargaining over the work and carrying out the work, or between contracting and producing. Second, it makes ambiguous the relationship between a written agreement and contractual duties. The way in which FedEx organized the drivers’ work manipulated these ambiguities, which enabled the courts to maintain that features of the work that ordinarily, and under the governing legal tests, would be evidence of employment were here consistent with, or even evidence of, independent contracting. In fact, the courts transform some of the same vulnerabilities that place the drivers within the policy concerns of collective bargaining and wage and hour law into evidence of their autonomy. The attempt to encase master-servant relations in contract also destabilizes distinctions between firms and markets. The ambiguity in employment between contracting and producing exposes a tension within major economic theories of the firm: employment is the legal rationale for a firm’s centralized control over indirect, hierarchical, and multilateral relations in production; as a contract, however, employment is a direct and bilateral relationship between equal parties in a market. The FedEx decisions marshal this tension to redefine a firm, as conceptualized by major theories of the firm, as a market. Multilateral relations among drivers as they work under FedEx’s direction appear as bilateral contracts between drivers in a decentralized market. The courts conflate the impersonality of bureaucracy — in which work is embedded in sophisticated technology and a supervisory hierarchy — with the impersonality of the market. The drivers’ very fungibility as low-skilled workers performing standardized routines becomes evidence of their entrepreneurial opportunity. The article hypothesizes that the invisibility of logistics and communications technology, relative to the heavy machinery of industrial manufacturing, helped the courts to submerge the FedEx bureaucracy beneath a nexus of contracts. It critiques the decisions for rejecting theories of the firm that ground the legitimacy of the corporation in the efficient production of goods and services. The article concludes with a thought experiment showing how, using the arguments in the FedEx decisions, one could reinterpret assembly line employment as independent contracting

    Adaptive management of Ramsar wetlands

    Abstract The Macquarie Marshes are one of Australia’s iconic wetlands, recognised for their international importance, providing habitat for some of the continent’s more important waterbird breeding sites as well as complex and extensive flood-dependent vegetation communities. Part of the area is recognised as a wetland of international importance, under the Ramsar Convention. River regulation has affected their resilience, which may increase with climate change. Counteracting these impacts, the increased amount of environmental flow provided to the wetland through the buy-back and increased wildlife allocation have redressed some of the impacts of river regulation. This project assists in the development of an adaptive management framework for this Ramsar-listed wetland. It brings together current management and available science to provide an informed hierarchy of objectives that incorporates climate change adaptation and assists transparent management. The project adopts a generic approach allowing the framework to be transferred to other wetlands, including Ramsar-listed wetlands, supplied by rivers ranging from highly regulated to free flowing. The integration of management with science allows key indicators to be monitored that will inform management and promote increasingly informed decisions. The project involved a multi-disciplinary team of scientists and managers working on one of the more difficult challenges for Australia, exacerbated by increasing impacts of climate change on flows and inundation patterns

    Mathematical modeling in cancer has been growing in popularity and impact since its inception in 1932. The first theoretical mathematical modeling in cancer research was focused on understanding tumor growth laws and has grown to include the competition between healthy and normal tissue, carcinogenesis, therapy and metastasis.     Strategic and Tactical Guidance for the Connected and Autonomous Vehicle Future

    Autonomous vehicle (AV) and Connected vehicle (CV) technologies are rapidly maturing and the timeline for their wider deployment is currently uncertain. These technologies are expected to have a number of significant societal benefits: traffic safety, improved mobility, improved road efficiency, reduced cost of congestion, reduced energy use, and reduced fuel emissions. State and local transportation agencies need to understand what this means for them and what they need to do now and in the next few years to prepare for the AV/CV future. In this context, the objectives of this research are as follows: Synthesize the existing state of practice and how other state agencies are addressing the pending transition to AV/CV environment Estimate the impacts of AV/CV environment within the context of (a) traffic operations—impact of headway distribution and traffic signal coordination; (b) traffic control devices; (c) roadway safety in terms of intersection crashes Provide a strategic roadmap for INDOT in preparing for and responding to potential issues This research is divided into two parts. The first part is a synthesis study of existing state of practice in the AV/CV context by conducting an extensive literature review and interviews with other transportation agencies. Based on this, we develop a roadmap for INDOT and similar agencies clearly delineating how they should invest in AV/CV technologies in the short, medium, and long term.     Lessons learned in effective community-university-industry collaboration models for smart and connected communities research

    In 2017, the Boston University Hariri Institute for Computing and the Initiative on Cities co-hosted two workshops on “Effective Community-University-Industry Collaboration Models for Smart and Connected Communities Research,” with the support of the National Science Foundation (NSF). These efforts brought together over one hundred principal investigators and research directors from universities across the country, as well as city officials, community partners, NSF program managers and other federal agency representatives, MetroLab Network representatives and industry experts. The focus was on transdisciplinary “smart city” projects that bring technical fields such as engineering and computer science together with social scientists and community stakeholders to tackle community-sourced problems. Presentations, panel discussions, working sessions and participant white papers surfaced operational models as well as barriers and levers to enabling effective research partnerships. To capture the perspectives and beliefs of all participants, in addition to the presenters, attendees were asked to synthesize lessons on each panel topic. This white paper summarizes the opportunities and recommendations that emerged from these sessions, and provides guidance to communities and researchers interested in engaging in these types of partnerships as well as universities and funders that endeavor to nurture them. It draws on the collective wisdom of the assembled participants and the authors. While many of the examples noted are drawn from medium and large cities, the lessons may still be applicable to communities of various sizes.National Science Foundatio

    The role of effective communication and trustworthiness in determining guests’ loyalty

We propose and test a conceptual model that differentiates between two types of loyalty: attitudinal and behavioral. As hotels can control and manage how they communicate their desired characteristics to guests, we posit effective communication and a hotel’s trustworthiness as the key concepts in building loyalty. This study reports on the findings of a study based on 322 hotel guests. Data were analyzed using structural equation modeling. The results reveal that implementing effective communication methods leads to a trustworthy image, which in turn has a positive impact on attitudinal and behavioral loyalty. This research provides hotel managers with strategic directions for cultivating guest loyalty
