    Power Systems Monitoring and Control using Telecom Network Management Standards

    Historically, different solutions have been developed for power systems control and telecommunications network management environments. The former was characterized by proprietary solutions, while the latter has been involved for years in a strong standardization process guided by criteria of openness. Today, power systems control standardization is in progress, but it is at an early stage compared to the telecommunications management area, especially in terms of information modeling. Today, control equipment tends to exhibit more computational power, and communication lines have increased their performance. These trends hint at some conceptual convergence between power systems and telecommunications networks from a management perspective. This convergence leads us to suggest the application of well-established telecommunications management standards for power systems control. This paper shows that this is a real medium-to-long term possibility

    The evolution of the global telecommunications industry into an open services market presents developers of telecommunication service and management systems with many new challenges. Increased competition, complex service provision chains and integrated service offerings require effective techniques for the rapid integration of service and management systems over multiple organisational domains. These integration issues have been examined in the ACTS project Prospect by developing a working set of integrated, managed telecommunications services for a user trial. This paper presents the initial results of this work detailing the technologies and standards used, the architectural approach taken and the application of this approach to specific services

    Economic and Political Consequences of the 1996 Telecommunications Act

    See Crandall and Hazlett for a more recent analysis. This paper investigates the economic and political consequences of the 1996 Telecommunications Act by examining relevant marketplace data. In key segments of the telephone and cable television industries, the reform appears to be encouraging competition. Interestingly, stock price data indicate that the wave of "mega-mergers" in telecommunications, an unannounced and possibly unanticipated result of the Telecommunications Act, appears to be associated with consumer benefits. These improvements in competitiveness are modest by some standards, but impressive when judged against the results of other legislation with the announced goal of increasing market rivalry (e.g., the 1984 and 1992 Cable Acts). Federal policy makers also appear to be reaping benefits from the Telecommunications Act. The "deregulation"-which very cautiously opened markets, mandating extensive FCC rulemaking in the transition to competition-is associated with a sharp increase in political contributions to federal policymakers from telecommunications firms and executives. This is seen as an intended consequence of the act's major reform: Removing policy jurisdiction from Judge Harold Green's divestiture oversight and placing it in the hands of the Federal Communications Commission, a regulatory agency answerable to Congress.

The provision of a service on a pan-European basis makes the use of satellites a viable proposition. The paper describes the European position on both system and space segment aspects of the land mobile satellite service. Also, some of the functions of the European institutions, such as the European Telecommunications Standards Institute (ETSI), the Conference of European Postal and Telecommunications Administrations (CEPT), and the Commission of European Communities (CEC), in establishing these services are identified

    In an effort to reduce nontariff barriers, the North American Free Trade Agreement (NAFTA) directs its three member nations to utilize product standards set by international standard-setting organizations. What were once considered permissible standards are now mandatory standards as Articles 904-906 of the NAFTA mandate the telecommunications industry to adopt cooperative standard-setting by these organizations as the sole method to achieve standardization. Currently, the International Telecommunications Organization and the International Organization for Standardization are the two principal cooperative standardization organizations in the telecommunications industry. This Note argues that the NAFTA should allow members to opt out of the requirement for reliance on the standards developed by international standard-setting organizations. Delays in the standardization process increase costs. In addition, the political battles waged within these organizations do no always create the best standardization result. This Note argues for a two-year reliance period on international standardization organizations to achieve a result. If, at the end of that period, no standard emerges, then the NAFTA members could rely on regional standards. In addition, there must be structural reform within the international standard-setting organizations to reduce the costly delays and political problems
