    Valuing flexibility in the migration to flexible-grid networks

    Increasing network demand is expected to put pressure on the available capacity in core networks. Flexible optical networking can now be installed to increase network capacity in light of future traffic demands. However, this technology is still in its infancy and might lack the full functionality that may appear within a few years. When replacing core network equipment, it is therefore important to make the right investment decision between upgrading toward flexible-grid or fixed-grid equipment. This paper researches various installation options using a techno-economic analysis, extended with real option insights, showing the impact of uncertainty and flexibility on the investment decision.     Smart grid architecture for rural distribution networks: application to a Spanish pilot network

    This paper presents a novel architecture for rural distribution grids. This architecture is designed to modernize traditional rural networks into new Smart Grid ones. The architecture tackles innovation actions on both the power plane and the management plane of the system. In the power plane, the architecture focuses on exploiting the synergies between telecommunications and innovative technologies based on power electronics managing low scale electrical storage. In the management plane, a decentralized management system is proposed based on the addition of two new agents assisting the typical Supervisory Control And Data Acquisition (SCADA) system of distribution system operators. Altogether, the proposed architecture enables operators to use more effectively—in an automated and decentralized way—weak rural distribution systems, increasing the capability to integrate new distributed energy resources. This architecture is being implemented in a real Pilot Network located in Spain, in the frame of the European Smart Rural Grid project.     Quantum Metropolitan Optical Network based on Wavelength Division Multiplexing

    Quantum Key Distribution (QKD) is maturing quickly. However, the current approaches to its application in optical networks make it an expensive technology. QKD networks deployed to date are designed as a collection of point-to-point, dedicated QKD links where non-neighboring nodes communicate using the trusted repeater paradigm. We propose a novel optical network model in which QKD systems share the communication infrastructure by wavelength multiplexing their quantum and classical signals. The routing is done using optical components within a metropolitan area which allows for a dynamically any-to-any communication scheme. Moreover, it resembles a commercial telecom network, takes advantage of existing infrastructure and utilizes commercial components, allowing for an easy, cost-effective and reliable deployment.Comment: 23 pages, 8 figure

    The republic of Congo's infrastructure : a continental perspective

    Infrastructure contributed half a percentage point to the Republic of Congo's annual per capita GDP growth from 2001 to 2006. If the country's infrastructure were improved to the level seen in Mauritius, the regional leader, it could contribute more than 3 percentage points to annual per capita growth. The Republic of Congo's existing infrastructure is concentrated in the developed south, reflecting the country's urbanization patterns. Links spread from there to the less-developed north, where there are vast areas of underexploited dense forest. The Republic of Congo's power sector offers the greatest potential for infrastructure-based economic growth, but major inefficiencies need to be addressed. Transit improvements would also make significant contributions to growth by improving connections to the north and to neighboring countries. Additional opportunities include rehabilitating the fixed-line telephone operator to spread Internet access. The country's water and sanitation infrastructure is in relatively good shape. Spending on infrastructure was 460millionperyearintheRepublicofCongoduringthemid−2000s.Basedonthesespendinglevels,ifallinefficiencieswereeliminated,thecountrywouldfaceaninfrastructurefundinggapof460 million per year in the Republic of Congo during the mid-2000s. Based on these spending levels, if all inefficiencies were eliminated, the country would face an infrastructure funding gap of 270 million a year and would not meet infrastructure targets for 31 years. Spending rose to $550 million per year in 2008-09. If the Republic of Congo could maintain these higher spending levels, the funding gap would essentially disappear.     Building consensus on Internet access at the Internet Governance Forum (IGF)

    This paper identifies and documents the main areas of discussions and 'recommendations' that were generated under the Access theme at the second Internet Governance Forum in Rio De Janeiro, November 2007. Whilst recognising that the IGF is currently viewed and operates primarily as a space for discussion, the paper finds that (specifically in the case of Access) it is also a space in which commonality of opinion occurs to the level at which 'recommendations' can be made and repeatedly asserted independently/individually in the workshops, and strategically reinforced at different levels of the IGF. The Internet Governance Forum (IGF) is a space for multi-stakeholder policy dialogue, set up in 2006 as a direct response to the deliberations of the World Summit on the Information Society (WSIS). The forum was created to (amongst other things) discuss public policy issues related to key elements of internet governance in order to foster the sustainability, robustness, security, stability and development of the internet. Its structure, function and working are addressed in paragraphs 73 to 79 of the WSIS Tunis Agenda
