    Principles For Aiding Complex Military Decision Making

    Paper presented to the Second International Command and Control Research and Technology Symposium, Monterey, Ca.The Tactical Decision Making Under Stress (TADMUS) program is being conducted to apply recent developments in decision theory and human-system interaction technology to the design of a decision support system for enhancing tactical decision making under the highly complex conditions involved in anti-air warfare scenarios in littoral environments. Our goal is to present decision support information in a format that minimizes any mismatches between the cognitive characteristics of the human decision maker and the design and response characteristics of the decision support system. Decision makers are presented with decision support tools which parallel the cognitive strategies they already employ, thus reducing the number of decision making errors. Hence, prototype display development has been based on decision making models postulated by naturalistic decision-making theory. Incorporating current human-system interaction design principles is expected to reduce cognitive processing demands and thereby mitigate decision errors caused by cognitive overload, which have been documented through research and experimentation. Topics include a discussion of: (1) the theoretical background for the TADMUS program; (2) a description of the cognitive tasks performed; (3) the decision support and human- system interaction design principles incorporated to reduce the cognitive processing load on the decision maker; and (4) a brief description of the types of errors made by decision makers and interpretations of the cause of these errors based on the cognitive psychology literature.Funding for the research cited in this paper was received from the Cognitive and Neural Science and Technology Division of the Office of Naval Research

    The Principles Of Developing A Management Decision Support System For Scientific Employees

    Employees engaged in mental work have become the most valuable assets of any organization in the 21st century. The satisfaction of those involved in mental work requires the provision of objectivity and transparency in their decision-making. This, in turn, entails the development of scientifically motivated decision making mechanisms and scientific-methodological approaches to evaluate their performance based on innovative technologies.The main goal of this article is in development of the scientific and methodological framework for the establishment of a decision support system to manage the employees engaged in mental work and operating in uncertainty. In this regard, initially, the question of evaluating the activities of scientific workers is examined, its characteristic features are determined, and the fuzzy relation model is proposed as a multi-criterion issue formed in uncertainty. Taking into consideration the hierarchical structure of the criteria that allows evaluating the activities of scientific workers, a phased solution method based on an additive aggregation method is proposed. In accordance with the methodology, a functional scheme of the decision support system to manage the scientific personnel is developed. The working principle of each block and the interaction of the blocks are described. The rules for the employees\u27 management decisions are shown by referring to the knowledge production model.Based on the proposed methodological approach, the implementation phases of the decision support system for the management of the scientific workers of the Institute of Information Technology of ANAS are described. To evaluate the employees\u27 performance, the tools to collect initial information, evaluate the system of criteria, define their importance coefficients and mathematical descriptions are provided. Some results of the system software are presented. The opportunities of the system based on the proposed methodology to support enterprise mangers to make scientifically justified decisions are provided

This paper presents a pilot development of a clinical decision support systems (CDSS) entitled MEDIS that was designed to incorporate knowledge from heterogeneous environments with the purpose of increasing the efficiency and the quality of the decision making process, and reducing costs based on advances of in-formation technologies, especially under the impact of the transition towards the mobile space.     Information technology applications that support decision-making processes and problem- solving activities have thrived and evolved over the past few decades. This evolution led to many different types of Decision Support System (DSS) including Intelligent Decision Support System (IDSS). IDSS include domain knowledge, modeling, and analysis systems to provide users the capability of intelligent assistance which significantly improves the quality of decision making. IDSS includes knowledge management component which stores and manages a new class of emerging AI tools such as machine learning and case-based reasoning and learning. These tools can extract knowledge from previous data and decisions which give DSS capability to support repetitive, complex real-time decision making.  This paper attempts to assess the role of IDSS in decision making. First, it explores the definitions and understanding of DSS and IDSS. Second, this paper illustrates a framework of IDSS along with various tools and technologies that support it.     Team situation awareness using web-based fuzzy group decision Support systems

    Situation awareness (SA) is an important element to support responses and decision making to crisis problems. Decision making for a complex situation often needs a team to work cooperatively to get consensus awareness for the situation. Team SA is characterized including information sharing, opinion integration and consensus SA generation. In the meantime, various uncertainties are involved in team SA during information collection and awareness generation. Also, the collaboration between team members may be across distances and need web-based technology to facilitate. This paper presents a web-based fuzzy group decision support system (WFGDSS) and demonstrates how this system can provide a means of support for generating team SA in a distributed team work contextwith the ability of handling uncertain information. © Atlantis Press
