    Understanding spatial data usability

    In recent geographical information science literature, a number of researchers have made passing reference to an apparently new characteristic of spatial data known as 'usability'. While this attribute is well-known to professionals engaged in software engineering and computer interface design and testing, extension of the concept to embrace information would seem to be a new development. Furthermore, while notions such as the use and value of spatial information, and the diffusion of spatial information systems, have been the subject of research since the late-1980s, the current references to usability clearly represent something which extends well beyond that initial research. Accordingly, the purposes of this paper are: (1) to understand what is meant by spatial data usability; (2) to identify the elements that might comprise usability; and (3) to consider what the related research questions might be

    Connecting stakeholders to water information : an assessment of New Mexico\u27s leading water resources websites

    The State of New Mexico is in the process of developing a 2015 Water Plan. Water resource planners, managers, and other stakeholders are looking to the internet for pertinent information to aid in the planning process. However, a multitude of stakeholders historically lack a voice to participate in the wide array of water-sharing agreements. Through internet communication, government agencies and non-governmental organizations can utilize their websites to communicate, negotiate, and collaborate with stakeholders. This study applies Senecah\u27s Trinity of Voice Theory (2004) as the basis to evaluate access to information on websites through website performance usability and design to promote information transparency; standing through online educational components to promote stakeholder participation; and influence through community outreach call to action to promote stakeholder collaboration. A practical tool, in the form of a website score card, was designed for evaluating water resource websites. Thirty-one of New Mexico\u27s leading water resource websites were analyzed, evaluated, and ultimately scored using the A-F grading system. The websites were assessed based on the provision of information and the quality of education and community outreach offered to New Mexico stakeholders affected by complex water issues. The results of this study can be used for the analysis and improvement of the websites assessed; the scoring tool itself can be used for future evaluation and improvement of web-based communications within the water resource community

People behind youth civic engagement initiatives are starting to see that the best way to engage youth is on their own terms and in the way they expect -- that is, online. With this in mind, this chapter examines the emerging world of online civic engagement sites for youth and by youth. Through a close examination of TakingITGlobal, an global online civic engagement site, combined with a landscape survey of sites with a mandate to civically engage youth, we present some initial findings on how youth are civically engaged and what it is they are actually doing on these sites

    The design, development and evaluation of cross-platform mobile applications and services supporting social accountability monitoring

    Local government processes require meaningful and effective participation from both citizens and their governments in order to remain truly democratic. This project investigates the use of mobile phones as a tool for supporting this participation. MobiSAM, a system which aims to enhance the Social Accountability Monitoring (SAM) methodology at local government level, has been designed and implemented. The research presented in this thesis examines tools and techniques for the development of cross-platform client applications, allowing access to the MobiSAM service, across heterogeneous mobile platforms, handsets and interaction styles. Particular attention is paid to providing an easily navigated user interface (UI), as well as offering clear and concise visualisation capabilities. Depending on the host device, interactivity is also included within these visualisations, potentially helping provide further insight into the visualised data. Guided by the results obtained from a comprehensive baseline study of the Grahamstown area, steps are taken in an attempt to lower the barrier of entry to using the MobiSAM service, potentially maximising its market reach. These include extending client application support to all identified mobile platforms (including feature phones); providing multi-language UIs (in English, isiXhosa and Afrikaans); as well as ensuring client application data usage is kept to a minimum. The particular strengths of a given device are also leveraged, such as its camera capabilities and built-in Global Positioning System (GPS) module, potentially allowing for more effective engagement with local municipalities. Additionally, a Short Message Service (SMS) gateway is developed, allowing all Global System for Mobile Communications (GSM) compatible handsets access to the MobiSAM service via traditional SMS. Following an iterative, user-centred design process, a thorough evaluation of the client application is also performed, in an attempt to gather feedback relating to the navigation and visualisation capabilities. The results of which are used to further refine its design. A comparative usability evaluation using two different versions of the cross-platform client application is also undertaken, highlighting the perceived memorability, learnabilitv and satisfaction of each. Results from the evaluation reveals which version of the client application is to be deployed during future pilot studies

    Towards Design Theory for Accessible IT Artefacts

    Accessibility in the use of information technology (IT) artefacts, such as websites, applications, and user interfaces, means that they are designed in such a way that people with the broadest range of abilities can use them. However, although accessibility is a human right, IT artefacts often remain inaccessible. Aside from the available accessibility guidelines, we need sufficient design theories that explicitly state how accessibility should be addressed and designed to develop accessible IT artefacts for all users. This dissertation summarises four articles that address this problem. These studies are conducted with qualitative approaches that include a narrative literature review, a systematic literature review and a design science method comprising a participatory design and interviews. The first article develops an explaining theory of accessibility to gain an understanding of the construct of accessibility, showing possible variables of human abilities, tasks and contexts and their relationships in IT use. The second article illustrates the factors in management, development, user, and IT artefact features, including the roles and actions that these domains have and how they affect the realisation of accessibility. The other two articles contribute to accessibility guidance to improve and support content creators’ text production and writing process of accessible online text in the web context. The dissertation underscores three key determinants of the knowledge of accessibility: (1) assumptions of users’ abilities; (2) users’ actual needs; and (3) factors in the development chain. The foregoing factors contribute to the knowledge of accessibility and would help researchers, particularly design scientists, form prescriptive knowledge for practitioners to achieve accessible IT artefacts. Thus, researchers could better identify the variables, relationships and affecting factors in human abilities, management, development, content creation, tasks, and contexts that need to be addressed when designing IT artefacts for certain tasks and use contexts.Informaatioteknologia-artefaktien (IT-artefaktien), kuten verkkosivustojen, sovellusten ja kĂ€yttöliittymien saavutettavuus tarkoittaa sitĂ€, ettĂ€ ihmiset erilaisine ominaisuuksineen ja kykyineen voivat kĂ€yttÀÀ niitĂ€.     NHS Scotland Staff Experience and Continuous Improvement Model : Research into Implementation

    This research review of the implementation of iMatter was commissioned by The Scottish Government Directorate for Health Workforce, Leadership and Service Reform in conjunction with the Health and Social Care Analysis Division. The aim of the research was to provide evidence to support and inform ongoing work to ensure that there is a meaningful, effective and cost-effective approach to staff engagement in health and social care. Staff experience and engagement have been central themes of policies developed by the Scottish Government in recent years to modernise NHSScotland and the wider public sector. Supporting engagement is a priority for NHSScotland and Health and Social Care Partnerships (H & SCPs), as a route to improving the experience of employees (for example, in relation to motivation, commitment and empowerment), contributing to organisational goals and delivering positive health and care outcomes for patients and service users. iMatter has been developed since 2013 under the remit of the existing NHSScotland Scottish Workforce and Staff Governance (SWAG) Committee as a means of more effectively measuring the experience of staff working in health and social care. The further roll-out of iMatter to most H & SCPs in Scotland means that it is now also able to capture the experiences of local authority-employed social care and social work staff. iMatter has been designed to map onto and reflect NHS Staff Governance Standards. As we report below, iMatter is an effective means of capturing staff experience and engagement in line with these standards Our research also captured views of the NHSScotland Dignity at Work (D@W) Survey that was run in 2017. D@W was designed to bridge the gaps between the items in iMatter and the previous NHSScotland National Staff Survey by reporting experiences around bullying and harassment, as well as views on experiences of violence, whistleblowing and staff resourcing. The research reported in this document sought to: * consider validation and response rate issues associated with iMatter and D@W; * review the presentation and utility of iMatter report data; * gather and analyse evidence on the of acceptability of iMatter and D@W; * gather and analyse evidence on facilitators of the implementation of iMatter and areas of best practice; and * identify ongoing challenges and areas where more work is needed

    Trends and challenges of e-government chatbots: Advances in exploring open government data and citizen participation content

The authors thank all people who participated in the reported studies.In this paper, we propose a conceptual framework composed of a number of e-government, implementation and evaluation-oriented variables, with which we jointly analyze chatbots presented in the research literature and chatbots deployed as public services in Spain at national, regional and local levels. As a result of our holistic analysis, we identify and discuss current trends and challenges in the development and evaluation of chatbots in the public administration sector, such as focusing the use of the conversational agents on the search for government information, documents and services –leaving citizen consultation and collaboration aside–, and conducting preliminary evaluations of prototypes in limited studies, lacking experiments on deployed systems, with metrics beyond effectiveness and usability –e.g., metrics related to the generation of public values. Addressing some of the identified challenges, we build and evaluate two novel chatbots that present advances in the access to open government data and citizen participation content.     Usability engineering of interactive voice responsive (IVR) systems in oral users of Southern Africa

The OpenPhone and BGR systems are used as case studies and their designs have been influenced by field studies with the targeted users. The OpenPhone project aims to design an Interactive Voice Response (IVR) health information system that enables people who are caregivers for HIV/AIDS infected children to access relevant care-giving information by using a telephone in their native language of Setswana in Botswana, Southern Africa.
