    A Survey on Communication Networks for Electric System Automation

The operational and commercial demands of electric utilities require a high-performance data communication network that supports both existing functionalities and future operational requirements. In this respect, since such a communication network constitutes the core of the electric system automation applications, the design of a cost-effective and reliable network architecture is crucial. In this paper, the opportunities and challenges of a hybrid network architecture are discussed for electric system automation. More specifically, Internet based Virtual Private Networks, power line communications, satellite communications and wireless communications (wireless sensor networks, WiMAX and wireless mesh networks) are described in detail. The motivation of this paper is to provide a better understanding of the hybrid network architecture that can provide heterogeneous electric system automation application requirements. In this regard, our aim is to present a structured framework for electric utilities who plan to utilize new communication technologies for automation and hence, to make the decision making process more effective and direct.This work was supported by NEETRAC under Project #04-157

    A National Broadband Plan for Our Future: A Customer-Centric Framework

    Congress has recently charged the Federal Communications Commission to establish a National Broadband Plan. This paper argues that a customer-centric plan, which puts the customer in control of decision-making, will yield the best broadband result for the U.S. The Federal government must establish a market infrastructure that encourages competition, requires transparency of both network providers and application providers, and includes vigorous antitrust enforcement. Competition from wireless broadband is present now and will become far more prevalent shortly, on the basis of current and announced investment plans. Regulators must also make available far more licensed spectrum to ensure this competition is realized. Calls for regulation in the form of mandated unbundling and more unlicensed spectrum are regulatory cul-de-sacs with proven track records of failure. Calls for regulatory control of network provider practices (other than transparency), such as network neutrality, are misguided. Such decisions are best left to customers, who can very well decide for themselves which of the broadband providers offer terms that best suit the customer.Technology and Industry

    Economic Experiments and Neutrality in Internet Access

    Economic experiments yield lessons to firms that can be acquired only through market experience. Economic experiments cannot take place in a laboratory; scientists, engineers, or marketing executives cannot distill equivalent lessons from simply building a prototype or interviewing potential customers and vendors. The historical record illustrates that economic experiments were important for value creation in Internet access markets. In general, industry-wide returns from economic experiments exceed private returns, with several important exceptions. Those conclusions motivate an inquiry into whether regulatory policy can play a role in fostering the creation of value. The net neutrality debate is reinterpreted through this lens. A three part test is proposed for encouraging economic experiments from both broadband carriers and providers of complementary services.

    Against a current trend of investing in the next generation networks (NGNs) by using public funds, the Australian government has recently initiated a so-called National Broadband Networks (NBN) project to invest up to AUD$36 billion tax payer's money on building a national wide fibre broadband network aiming to cover 93 per cent Australian by 2020. As being the most costly infrastructure-building project in Australian history, the NBN project will use a public-private-partnership as the instrument to deliver super-fast broadband services, create jobs and promote the country's economy at large. This article will critically analyse the NBN project in Australia and highlight the challenges that are coming alone at this early stage of the deployment, so the Australia's experience of pubic investment in broadband networks can be shared and lessons can be learned. --

    Radio Spectrum and the Disruptive Clarity OF Ronald Coase.

    In the Federal Communications Commission, Ronald Coase (1959) exposed deep foundations via normative argument buttressed by astute historical observation. The government controlled scarce frequencies, issuing sharply limited use rights. Spillovers were said to be otherwise endemic. Coase saw that Government limited conflicts by restricting uses; property owners perform an analogous function via the "price system." The government solution was inefficient unless the net benefits of the alternative property regime were lower. Coase augured that the price system would outperform the administrative allocation system. His spectrum auction proposal was mocked by communications policy experts, opposed by industry interests, and ridiculed by policy makers. Hence, it took until July 25, 1994 for FCC license sales to commence. Today, some 73 U.S. auctions have been held, 27,484 licenses sold, and 52.6billionpaid.Thereformisatextbookexampleofeconomicpolicysuccess.WeexamineCoasesseminal1959paperontwolevels.First,wenotetheimportanceofitsanalyticalsymmetry,comparingadministrativetomarketmechanismsundertheassumptionofpositivetransactioncosts.Thisfundamentalinsighthashadenormousinfluencewithintheeconomicsprofession,yetisoftenlostincurrentanalyses.Thisanalyticalinsighthaditsbeginninginhisacclaimedearlyarticleonthefirm(Coase1937),andcontinuedintohissubsequenttreatmentofsocialcost(Coase1960).Second,weinvestigatewhyspectrumpolicieshavestoppedwellshortofthepropertyrightsregimethatCoaseadvocated,consideringrentseekingdynamicsandtheemergenceofnewtheorieschallengingCoasespropertyframework.Oneconclusioniseasilyrendered:competitivebiddingisnowthedefaulttoolinwirelesslicenseawards.Byruleofthumb,about52.6 billion paid. The reform is a textbook example of economic policy success. We examine Coase‘s seminal 1959 paper on two levels. First, we note the importance of its analytical symmetry, comparing administrative to market mechanisms under the assumption of positive transaction costs. This fundamental insight has had enormous influence within the economics profession, yet is often lost in current analyses. This analytical insight had its beginning in his acclaimed early article on the firm (Coase 1937), and continued into his subsequent treatment of social cost (Coase 1960). Second, we investigate why spectrum policies have stopped well short of the property rights regime that Coase advocated, considering rent-seeking dynamics and the emergence of new theories challenging Coase‘s property framework. One conclusion is easily rendered: competitive bidding is now the default tool in wireless license awards. By rule of thumb, about 17 billion in U.S. welfare losses have been averted. Not bad for the first 50 years of this, or any, Article appearing in Volume II of the Journal of Law & Economics.

    Next Generation Access and Digital Divide: Opposite Sides of the Same Coin?

    Geographical averaging of retail and wholesale prices could distort incentives for bypass entry in both the metropolitan and the high-cost areas. The two-instrument approach to universal service support, proposed in (Armstrong, 2001), could enhance efficiency, through competitive and technological neutrality. Alternatively, the industry support to high cost areas could be substituted by redistributive fiscal measures or public subsidies. Using evidence from Italy we suggest that tackling demographic, educational, and income inequalities is necessary, even in low cost areas, to support further broadband penetration. We estimate logistic regressions of Internet and broadband use at home, and show that a substantial increase of broadband penetration is possible in Italy only if specific platforms and applications are made available to older and less educated households.
