    "Revolution? What Revolution?" Successes and limits of computing technologies in philosophy and religion

    Computing technologies like other technological innovations in the modern West are inevitably introduced with the rhetoric of "revolution". Especially during the 1980s (the PC revolution) and 1990s (the Internet and Web revolutions), enthusiasts insistently celebrated radical changesñ€” changes ostensibly inevitable and certainly as radical as those brought about by the invention of the printing press, if not the discovery of fire.\ud These enthusiasms now seem very "1990sñ€?ñ€”in part as the revolution stumbled with the dot.com failures and the devastating impacts of 9/11. Moreover, as I will sketch out below, the patterns of diffusion and impact in philosophy and religion show both tremendous success, as certain revolutionary promises are indeed keptñ€”as well as (sometimes spectacular) failures. Perhaps we use revolutionary rhetoric less frequently because the revolution has indeed succeeded: computing technologies, and many of the powers and potentials they bring us as scholars and religionists have become so ubiquitous and normal that they no longer seem "revolutionary at all. At the same time, many of the early hopes and promises instantiated in such specific projects as Artificial Intelligence and anticipations of virtual religious communities only have been dashed against the apparently intractable limits of even these most remarkable technologies. While these failures are usually forgotten they leave in their wake a clearer sense of what these new technologies can, and cannot do

    Dialectic tensions in the financial markets: a longitudinal study of pre- and post-crisis regulatory technology

    This article presents the findings from a longitudinal research study on regulatory technology in the UK financial services industry. The financial crisis with serious corporate and mutual fund scandals raised the profile of compliance as governmental bodies, institutional and private investors introduced a ‘tsunami’ of financial regulations. Adopting a multi-level analysis, this study examines how regulatory technology was used by financial firms to meet their compliance obligations, pre- and post-crisis. Empirical data collected over 12 years examine the deployment of an investment management system in eight financial firms. Interviews with public regulatory bodies, financial institutions and technology providers reveal a culture of compliance with increased transparency, surveillance and accountability. Findings show that dialectic tensions arise as the pursuit of transparency, surveillance and accountability in compliance mandates is simultaneously rationalized, facilitated and obscured by regulatory technology. Responding to these challenges, regulatory bodies continue to impose revised compliance mandates on financial firms to force them to adapt their financial technologies in an ever-changing multi-jurisdictional regulatory landscape

    Attitudinal and behavioural determinants influencing decision makers when adopting integration technologies in local government

    Over the last few years, the advent of innovative or revolutionary integration technologies has influenced pivotal decisions within top management to strategically transform Local Government Authorities (LGAs). These technologies may represent a huge cost for adopting LGAs, but may also offer the chance to achieve competitive advantage through superior service delivery. With the emergence of electronic Government (e- Government), LGAs are turning to integration technologies to fully automate and e-enable their business processes and integrate their IT infrastructures. While prior research on the adoption of integration technologies in the private and public domain has considered several determinants (e.g. benefits, barriers, costs), little attention has been given to investigate the attitudinal and behavioural determinants influencing top management’s decision making process for the adoption of integration technologies in LGAs. Notwithstanding, the implications of this research have yet to be assessed, leaving scope for timeliness and novel research. Therefore, it is of high importance to investigate this area within LGAs and contribute to the area of strategic decision making by examining attitudinal and behavioural determinants of top management in relation to integration technologies adoption

    Modern society is permeated with computers, and the software that controls them can have latent, long-term, and immediate effects that reach far beyond the actual users of these systems. This places researchers in Computer Science and Software Engineering in a critical position of influence and responsibility, more than any other field because computer systems are vital research tools for other disciplines. This essay presents several key ethical concerns and responsibilities relating to research in computing. The goal is to promote awareness and discussion of ethical issues among computer science researchers.     An analysis of factors affecting implementation of SAP in South Africa public sector.

University of KwaZulu-Natal, Durban.SAP enterprise resource planning (ERP) implementations in the South African public sector have faced many challenges and the majority of them have failed to achieve their intended purposes. They have failed to be finished within the project plan, and within the budgeted time, and are largely unable to meet the expectations of the users to the extent that the real value and returns on the IT investments have not been realised. SAP ERP implementation failure is defined in many ways; a project that is abandoned is a clear example of a failed project, a system implementation that has been delivered exceeding its budget and planned time is also classified as a failed project as it can lead to serious financial consequences for the company. A SAP ERP project that does not deliver the intended benefits to the users is also defined as failed. Therefore, the purpose of this study is to explore impacts of success factors on SAP ERP implementation in KwaZulu-Natal. The Technology-Organisational-Environment (TOE) framework was used and nine success factors were classified into these three domains and measured against the dependent variable, Implementation Success. A quantitative, cross-sectional survey was carried out and data was gathered data from forty-seven SAP-system users from three state-owned entities in KwaZulu-Natal province of South Africa. Tests of reliability and validity were done, and the data analysis was carried out using the Statistical Package for the Social Sciences (SPSS), version 22. The findings of the research showed that technological factors have a significant influence on implementation success. Lack of thorough data migration through various iterations of cleansed master and transactional data will lead to a new system with incorrect data. The degree of ERP flexibility was identified as a measure of implementation success, the higher the flexibility the higher the level of success. Systems that are largely inflexible and which require a high degree of customisation cause a lot of inefficiencies. Organisational factors such as change management, training, or business-process re-engineering showed a significant influence on the successful implementation of SAP systems. Respondents indicated that these factors are critical in ensuring that the SAP ERP system implementation is successful. The research findings for environmental factors showed that there is a positive relationship between vendor support and implementation success. Experienced vendors who have deep and specific knowledge of their systems, and are continuously involved with their clients, have evidenced successful implementations. However, top management support and project governance did not show any significant influence on the success of an SAP ERP implementation

    Towards developing a software process improvement strategy through the application of ethical concepts

    Aligning Software Process Improvement with the business and strategic goals of an enterprise is a core factor for process improvement. Achieving success in Software Process Improvement (SPI) has shown to be a problematic challenge for countless organisations. SPI, as a discipline, can be described as a set of use cases, each use case describing the logically related activities that must be undertaken. In addition, each use case is a description of the interactions between itself and the participants, i.e. the Actors. The nature of these interactions more often than not may demand, from the participant, the recognition, and fulfilment, of ethical duties. In this paper we customise a theoretical framework developed by the US Content Subcommittee of the Impact CS Steering Committee that specifies traditional moral and ethical concepts, which can be used to identify the moral issues concerning the Software Process Improvement field. An application of these conventional and generic ethical concepts is made to use cases such as: Determining Business Needs; Conducting Process Improvement Assessment; the Tailoring and Creation of Processes; and Deployment. In doing so a number of ethical issues are highlighted. In the application and utilisation of SPI: business process engineers, software engineering teams, process improvement managers, and so on must be aware of these ethical duties, which have been identified by the application of the moral and ethical concepts, as presented in this paper, in order to become more responsible professionals in general. We propose a set of heuristics for ethical engagement with the SPI discipline proposing that an effective SPI strategy must be underpinned with ethical consideration

    The catalyst for this special issue of Secrecy and Society stems from a workshop titled “Secrecy and Intelligence: Opening the Black Box” at North Carolina State University, April, 2016. This workshop brought together interested scholars, intelligence practitioners, and civil society members from the United States and Europe to discuss how different facets of secrecy and other practices shape the production of knowledge in intelligence work. This dialogue aimed to be reflective on how the closed social worlds of intelligence shape what intelligence actors and intelligence analysts, who include those within the intelligence establishment and those on the outside, know about security threats and the practice of intelligence.     Imaginative Value Sensitive Design: How Moral Imagination Exceeds Moral Law Theories in Informing Responsible Innovation

    Safe-by-Design (SBD) frameworks for the development of emerging technologies have become an ever more popular means by which scholars argue that transformative emerging technologies can safely incorporate human values. One such popular SBD methodology is called Value Sensitive Design (VSD). A central tenet of this design methodology is to investigate stakeholder values and design those values into technologies during early stage research and development (R&D). To accomplish this, the VSD framework mandates that designers consult the philosophical and ethical literature to best determine how to weigh moral trade-offs. However, the VSD framework also concedes the universalism of moral values, particularly the values of freedom, autonomy, equality trust and privacy justice. This paper argues that the VSD methodology, particularly applied to nano-bio-info-cogno (NBIC) technologies, has an insufficient grounding for the determination of moral values. As such, an exploration of the value-investigations of VSD are deconstructed to illustrate both its strengths and weaknesses. This paper also provides possible modalities for the strengthening of the VSD methodology, particularly through the application of moral imagination and how moral imagination exceed the boundaries of moral intuitions in the development of novel technologies

    User Adoption of Enterprise Resource Planning Systems in the Public Sector

    The importance of aligning information technology and business strategies to exploit capabilities and change business practices has increased as firms strive for competitive advantage in a diverse and changing marketplace. Nevertheless, over 50% of firms implementing enterprise resource planning (ERP) systems ranked expected process and value enhancements as inadequate, whereas only 13% indicated that implementations met their needs. The unified theory of acceptance and use of technology (UTAUT) model formed the conceptual framework of this single case study. The study comprised a purposeful sampling of 8 business managers in Southeast Alabama working in related job roles and based on established eligibility criteria. Data collection involved semistructured interviews, casual observations, and document analysis. Through method triangulation and predetermined themes directly related to the UTAUT conceptual framework, 5 themes emerged: management endorsement, change management, training and education, dedicated resources, and governance. Results of this research may influence the elimination of key barriers central in the deployment and adoption of ERP systems by the public sector. The study\u27s implications for positive social change include the potential to enhance social and intellectual capital formation through recognizing strategies that mitigate employees\u27 gender and age variances during an ERP implementation
