Program co-chairs: Sarah Klahn, Matthew Sura; planning committee: Susan Daggett, Kathryn Mutz. Co-sponsored by: Getches-Wilkinson Center for Natural Resources, Energy and the Environment, University of Colorado Law School, Rocky Mountain Land Use Institute, Sturm College of Law, University of Denver, Natural Resources & Energy Section of the Colorado Bar Association. This program is the second in a 3-part series focusing on critical water, oil and gas issues in Colorado. This second program focuses on the technology behind the recycling of produced water and hydraulic back fracturing flowback fluid and the issue of mandatory recycling. It also addresses the legal implications of water reuse and opportunities in Colorado. The programs gather top legal, water, and energy/technical experts to share their extensive experience and expertise with you. This series provides a solid foundation on technical aspects, legal frameworks, and potential regulations and controls involved when natural resources of vital importance to Colorado - water, oil and gas- cross paths. The first program provided an overview of the pertinent law and issues generated when the water, oil and gas industries interact; addressed water quality concerns and the sourcing of water from municipalities and beyond for hydraulic fracturing and drilling. The third program will explore the ins and outs of landowner/oil and gas company negotiations with a focus on water interests and other issues brought to the attention of planners at the first and second programs. This series provides a great opportunity to get up to speed on high profile issues of utmost importance in Colorado

The New Hampshire Estuaries Project (NHEP) is part of the U.S. Environmental Protection Agency’s National Estuary Program which is a joint local/state/federal program established under the Clean Water Act with the goal of protecting and enhancing nationally significant estuaries. The NHEP’s Comprehensive Conservation and Management Plan (Management Plan)for New Hampshire’s estuaries was completed in 2000 and updated in 2005. The Management Plan outlines key issues related to management of New Hampshire’s estuaries and proposes strategies (Action Plans) to protect, enhance, and monitor the state’s estuarine resources. Local stakeholders established the NHEP’s priorities, which include water quality improvements, shellfish resource enhancements, land protection, habitat restoration, and outreach and education. Projects addressing these priorities are undertaken throughout New Hampshire’s 42 community coastal watershed. In addition, the NHEP developed and now implements a comprehensive monitoring program for the coastal watershed. The NHEP collects, compiles and analyzes data for a number of environmental indicators. The NHEP’s communications plan outlines goals and strategies to shape the program’s outreach and communications activities to better support Management Plan implementation. Each year the NHEP prepares its work plan, which describes recent accomplishments and priority activities and projects to be undertaken in the next year to implement the Management Plan. The work plan is developed by the NHEP with input from NHEP’s four project teams. The NHEP Management Committee reviews and approves the work plan each year. The current work plan represents the twelfth year of the NHEP’s activities and involvement in collaboratively protecting, enhancing, and monitoring New Hampshire’s estuaries. Section 1 of this document is a report of the NHEP’s activities for the past year. The section describes actions undertaken by the NHEP to implement goals and activities identified in work plans from the two previous years (Year Ten Work Plan: http://www.nhep.unh.edu/resources/pdf/nhepyearten-nhep-05.pdf; and Year Eleven Work Plan: http://www.nhep.unh.edu/resources/pdf/nhep_year_eleven-nhep-06.pdf); describes how the NHEP’s activities helped support Clean Water Act programs; summarizes meetings and milestones from the last year; lists all ongoing projects supported by the NHEP; and reports on last year’s travel expenses. Section 2 of this document describes activities and priorities to be undertaken by the NHEP as part of the new EPA grant, beginning on October 1, 2007. It identifies the NHEP’s implementation and program goals; describes specific activities to be undertaken by NHEP staff or partners with grant funds to implement the NHEP Management Plan and Monitoring Plan; describes the NHEP’s administrative structure and costs; and presents the overall budget for the Year 12 grant

This report is an independent evaluation of the Environmental Protection Agency's (EPA) Community Action for a Renewed Environment (CARE) Demonstration Program, a community-driven process that uses the best available data to help communities set priorities and take action on their greatest environmental risks. CARE fosters local partnerships that seek participation from business, government, organizations, residents and EPA staff. It also supports a public, transparent planning and implementation process based on collaborative decision-making and shared action.Key FindingsThe National Academy Panel overseeing this effort was impressed by the dedication of the EPA staff to this unique initiative and commended the EPA for its efforts to partner with communities in achieving important long-term and sustainable environmental improvements at the local level. Recommended actions for the CARE Program include: (1) develop and implement a multifaceted information sharing approach; (2) coordinate and refine internal program management activities; and (3) develop a strategic plan and a business plan for CARE

ExtremeCom: To Boldly Go Where No One Has Gone Before

Research on networks for challenged environments has become a major research area recently. There is however a lack of true understanding among networking researchers about what such environments really are like. In this paper we give an introduction to the ExtremeCom series of workshops that were created to overcome this limitation. We will discuss the motivation behind why the workshop series was created, give some summaries of the two workshops that have been held, and discuss the lessons that we have learned from them
