    Doing Democracy: How a Network of Grassroots Organizations Is Strengthening Community, Building Capacity, and Shaping a New Kind of Civic Education

    This Kettering Foundation report examines a burgeoning network of organizations that is inventing new forms of community renewal and citizenship education. Their names vary -- some call themselves public policy institutes, others centers for civic life -- yet they share a common methodology, one aimed at tackling tough public issues, strengthening communities, and nurturing people's capacities to participate and make common cause.Today, there are more than 50 of these centers operating in almost every state in the union, most of them affiliated with institutions of higher learning. Except for a handful that are freestanding, the centers combine the best of what colleges and universities provide -- civics courses, leadership development, service-learning programs, community-based research -- with the kinds of hands-on, collaborative problem solving traditionally done by nongovernmental organizations. Because they operate at the intersection of the campus and the community, their impact extends to both: they nurture and sustain public life while at the same time enriching higher education

    Participatory Evaluation of the Tribal Victim Assistance Programs at the Lummi Nation and Passamaquoddy Tribe

    The high rate of crime in American Indian/Alaska Native (AI/AN) communities and/or against AI/AN people reflected in numerous studies in the last three decades, demonstrates the need for victim assistance programs in Indian Country to help victims cope with and heal from violent crime (Wolk 1982; Allen 1985; Sacred Shawl Women’s Society, no date; McIntire 1988; DeBruyn, Lujan & May 1995; Norton & Manson 1995; Fairchild et. al 1998; Greenfield & Smith 1999; Alba, Zieseniss, et al 2003; Perry 2004). The U.S. Department of Justice, Office for Victims of Crime (OVC) became aware of the lack of resources available to AI/AN crime victims living on Indian lands. OVC, acknowledging the intense and extensive need for culturally relevant resources on reservations, established the Victim Assistance in Indian Country (VAIC) Discretionary Program in 1988, which later became the Tribal Victim Assistance Program (TVA). OVC initiated this program to establish “on-reservation” victim assistance programs that would provide permanent, accessible, and responsive victim assistance services on tribal lands. Recognizing the need for evaluation of promising victim services programs operating in Indian Country, OVC, in collaboration with the USDOJ National Institute of Justice (NIJ) supported an evaluation of two TVA programs—the Lummi Victims of Crime (LVOC) Program in Washington and the Passamaquoddy Tribal Victim Outreach Advocate (TVOA) Program in Maine.     Channel Choice Determinants; an exploration of the factors that determine the choice of a service channel in citizen initiated contacts

    Citizens have various service channels at their disposal to interact with governmental agencies. In this paper we explore citizens’ motives to choose a certain channel in a certain situation. We conducted a qualitative study to accumulate the most important behavioral determinants. Six groups of determinants were found; habit, channel characteristics, task characteristics, situational constraints, experiences and personal characteristics. People appear to generally follow two lines of decision making when choosing channels, the first is based on habits. When task complexity and ambiguity increase, people start reasoning and follow the second line; channel choice based on a thorough elaboration between task and channel characteristics

    Evidences of lay people’s reasoning related to climate change: per country and cross country results

    This deliverable is about lay citizens’ reasoning about sustainability, in particular environmental protection and climate change, in various consumption domains, and the relation of this reasoning to the day-to-day lives of the participants. It presents country and cross-country findings from all 18 STAVE trials conducted between May 2011 and February 2012 in all six PACHELBEL partner countries. Analyses demonstrate that participants in the STAVE trials predominantly display a clear awareness that citizen consumption as demonstrated in their everyday practices of energy use, mobility, waste etc. are strongly connected with issues of environmental sustainablility. The STAVE trials also demonstrated that to live sustainably is a daily challenge, and people are often not able to organize their everyday routines in an environmental-friendly manner. Frequently there is a gap between participants’ aspirations and their practical behaviours. Significantly, the group conversations enabled participants to become aware that the self-assessed soundness of their everyday lives in terms of sustainability was at variance from the actual impact of e.g. their energy use or or mobility practices

    The potential of public participation geographic information systems in UK environmental planning: Appraisals by active publics

    The paper draws on an empirical study of two workshops in which the issues that arise from the use of geographic information systems (GIS) as a planning tool in public participation settings were explored by local residents who take an active interest in local planning matters in their London borough. The paper demonstrates how issues concerned with the democratization of GIS and public participation GIS (PPGIS) informed the structure and conduct of the workshops and the qualitative analysis of the workshop discussions. Key themes raised by participants included: the potential of PPGIS as a means of extending knowledge networks; issues of data ownership and the responsiveness of data providers to public concerns; and the role that institutional norms and practices play in democratizing information availability and the transparency of the decision-making process. The paper concludes that the potential of PPGIS as a planning tool cannot be separated from public concerns about the legitimacy of the planning process or local government

    Talking to the Empowered Consumer Dealing with the Shift of Power

    The concept of the empowered consumer cannot be considered as a field of exact scientific research yet. Nevertheless, it has become part of scholars’ interest and gains more and more importance in the research of organisational relationships with customers. It is suggested that two influencing criteria are especially at the forefront: The emergence of the Internet, which effected that barriers to collect and to disseminate information across boundaries were decisively reduced. As a consequence consumers could organise globally and collect and exchange information and experiences about organisations and their products. Furthermore, flexible interactivity between companies and consumers, but particularly from consumers to consumers enable direct interaction changing many previously established rules of doing business. Due to these new opportunities new business models developed and the proposition is that intangible values such as reputation gained even more importance and influence tangible outcomes. Suggestions are that 1.), this concept links communication, corporate behaviour and legitimacy of activities influencing reputation as a driver of value. 2.), reputation as a corporate asset can be managed but it is beyond the pure control of an organisation. 3.), reputation is part of public perception, which an organisation has to build, maintain and expand depending on communicative abilities and willingness to accept consumers as a centre of power. The following discussion will present Grunig et al.’s communication model explaining changed organisational challenges. It is put forward as a framework for marketing for times in which online opportunities added to the earlier b2b and b2c models c2c and P2P considerations and architectures. The annual studies of the market research institute puls undertaking regular representative research among German consumers since November 2005 will present evidence for the relationship of improved prices, which may be achieved, and the perception a firm possesses. This paper deals mostly with German examples and data, but the hypothesis is that a) the general situation in other Western countries is alike, but needs b) specific additional research, since cultural differences are expected to have a considerable influence, especially when criteria such as individualist and collectivist organisation of society and high and low context communication styles are involved. Hence, the results of the same study in different countries are therefore expected to present some variation. Additionally, the Cluetrain Manifesto challenges corporate behaviour of those companies still believing to have the ability to control information disseminated by and written about it. Examples provided will support the hypothesis that powerful consumers may have significant impact on organisational behaviour, decision-making and outcomes.     The full book can be found here: https://www.um.edu.mt/library/oar//handle/123456789/1780The learning partnership on older men learning was primarily an opportunity for researchers from different countries to establish a path for a future common understanding of the interface between masculinities and older adult learning, taking as our point of departure our determination to focus on the role of community and informal learning settings in the lives of older men. Project leaders decided not to take a rigid approach to or engage in a unified coordination of the cases being studied. Basically, each partner decided freely which approaches were best suited to each context. Sometimes driven by curiosity and sometimes by our desire to learn more about the relatively unknown locations of leaning for older men learning in our own countries, we considered diversity to be of outmost importance in our exploratory attitude towards a field of inquiry as of yet almost completely unexplored.peer-reviewe
