Agent-based Traffic Operator Training Environments for Evacuation Scenarios
Realistic simulation environments play a vital role in the effective training of traffic controllers to respond to large-scale events such as natural disasters or terrorist threats. BAE SYSTEMS is developing a training environment that comprises of: a physical traffic control centre environment, a 3D visualisation and a traffic behaviour model. In this paper, we describe how an agent-based approach has been essential in the development of the traffic operator training environment, especially for constructing the required behavioural models. The simulator has been applied to an evacuation scenario, for which an agent-based model has been developed which models a variety of relevant driver evacuation behaviours. These unusual behaviours have been observed occurring in real-life evacuations but to date have not been incorporated in traffic simulators. In addition, our agent-based approach includes flexibility within the simulator to respond to the variety of decisions traffic controllers can make, as well as achieving a strong degree of control for the scenario manager
High performance computing simulator for the performance assessment of trajectory based operations
High performance computing (HPC), both at hardware and software level, has demonstrated significant improve-
ments in processing large datasets in a timely manner. However, HPC in the field of air traffic management (ATM) can be much more than only a time reducing tool. It could also be used to build an ATM simulator in which distributed scenarios where decentralized elements (airspace users) interact through a centralized manager in order to generate a trajectory-optimized conflict-free scenario. In this work, we introduce an early prototype of an ATM simulator, focusing on air traffic flow management at strategic, pre-tactical and tactical levels, which allows the calculation of safety and efficiency indicators for optimized trajectories, both at individual and network level. The software architecture of the simulator, relying on a HPC cluster of computers, has been preliminary tested with a set of flights whose trajectory vertical profiles have been optimized according to two different concepts of operations: conventional cruise operations (i.e. flying at constant altitudes and according to the flight levels scheme rules) and continuous climb cruise operations (i.e., optimizing the trajectories with no vertical constraints). The novel ATM simulator has been tested to show preliminary benchmarking results between these two concepts of operations. Shipboard Crisis Management: A Case Study.
The loss of the "Green Lily" in 1997 is used as a case study to highlight the characteristics of escalating crises. As in similar safety critical industries, these situations are unpredictable events that may require co-ordinated but flexible and creative responses from individuals and teams working in stressful conditions. Fundamental skill requirements for crisis management are situational awareness and decision making. This paper reviews the naturalistic decision making (NDM) model for insights into the nature of these skills and considers the optimal training regimes to cultivate them. The paper concludes with a review of the issues regarding the assessment of crisis management skills and current research into the determination of behavioural markers for measuring competence
How stochasticity and emergencies disrupt the surgical schedule
In health care system, the operating theatre is recognized as having an important role, notably in terms of generated income and cost. Its management, and in particular its scheduling, is thus a critical activity, and has been the sub ject of many studies. However, the stochasticity of the operating theatre environment is rarely considered while it has considerable effect on the actual working of a surgical unit. In practice, the planners keep a safety margin, letâs say 15% of the capacity, in order to absorb the effect of unpredictable events. However, this safety margin is most often chosen sub jectively, from experience. In this paper, our goal is to rationalize this process. We want to give insights to managers in order to deal with the stochasticity of their environment, at a tacticalâstrategic decision level. For this, we propose an analytical approach that takes account of the stochastic operating times as well as the disruptions caused by emergency arrivals. From our model, various performance measures can be computed: the emergency disruption rate, the waiting time for an emergency, the distribution of the working time, the probability of overtime, the average overtime, etc. In particular, our tool is able to tell how many operations can be scheduled per day in order to keep the overtime limited.health care, surgical schedule, emergencies, Markov chain.
Design and evaluation of an advanced air-ground data-link system for air traffic control
The design and evaluation of the ground-based portion of an air-ground data-link system for air traffic control (ATC) are described. The system was developed to support the 4D Aircraft/ATC Integration Study, a joint simulation experiment conducted at NASA's Ames and Langley Research Centers. The experiment focused on airborne and ground-based procedures for handling aircraft equipped with a 4D-Flight Management System (FMS) and the system requirements needed to ensure conflict-free traffic flow. The Center/TRACON Automation System (CTAS) at Ames was used for the ATC part of the experiment, and the 4D-FMS-equipped aircraft was simulated by the Transport Systems Research Vehicle (TSRV) simulator at Langley. The data-link system supported not only conventional ATC communications, but also the communications needed to accommodate the 4D-FMS capabilities of advanced aircraft. Of great significance was the synergism gained from integrating the data link with CTAS. Information transmitted via the data link was used to improve the monitoring and analysis capability of CTAS without increasing controller input workload. Conversely, CTAS was used to anticipate and create prototype messages, thus reducing the workload associated with the manual creation of data-link messages
Multiobjective Tactical Planning under Uncertainty for Air Traffic Flow and Capacity Management
We investigate a method to deal with congestion of sectors and delays in the
tactical phase of air traffic flow and capacity management. It relies on
temporal objectives given for every point of the flight plans and shared among
the controllers in order to create a collaborative environment. This would
enhance the transition from the network view of the flow management to the
local view of air traffic control. Uncertainty is modeled at the trajectory
level with temporal information on the boundary points of the crossed sectors
and then, we infer the probabilistic occupancy count. Therefore, we can model
the accuracy of the trajectory prediction in the optimization process in order
to fix some safety margins. On the one hand, more accurate is our prediction;
more efficient will be the proposed solutions, because of the tighter safety
margins. On the other hand, when uncertainty is not negligible, the proposed
solutions will be more robust to disruptions. Furthermore, a multiobjective
algorithm is used to find the tradeoff between the delays and congestion, which
are antagonist in airspace with high traffic density. The flow management
position can choose manually, or automatically with a preference-based
algorithm, the adequate solution. This method is tested against two instances,

Knowledge-based simulation using object-oriented programming
Simulations have become a powerful mechanism for understanding and modeling complex phenomena. Their results have had substantial impact on a broad range of decisions in the military, government, and industry. Because of this, new techniques are continually being explored and developed to make them even more useful, understandable, extendable, and efficient. One such area of research is the application of the knowledge-based methods of artificial intelligence (AI) to the computer simulation field. The goal of knowledge-based simulation is to facilitate building simulations of greatly increased power and comprehensibility by making use of deeper knowledge about the behavior of the simulated world. One technique for representing and manipulating knowledge that has been enhanced by the AI community is object-oriented programming. Using this technique, the entities of a discrete-event simulation can be viewed as objects in an object-oriented formulation. Knowledge can be factual (i.e., attributes of an entity) or behavioral (i.e., how the entity is to behave in certain circumstances). Rome Laboratory's Advanced Simulation Environment (RASE) was developed as a research vehicle to provide an enhanced simulation development environment for building more intelligent, interactive, flexible, and realistic simulations. This capability will support current and future battle management research and provide a test of the object-oriented paradigm for use in large scale military applications
Prediction And Allocation Of Live To Virtual Communication Bridging Resources
This document summarizes a research effort focused on improving live-to-virtual (L-V) communication systems. The purpose of this work is to address a significant challenge facing the tactical communications training community through the development of the Live-to-Virtual Relay Radio Prediction Algorithm and implementation of the algorithm into an Integrated Live-to-Virtual Communications Server prototype device. The motivation for the work and the challenges of integrating live and virtual communications are presented. Details surrounding the formulation of the prediction algorithm and a description of the prototype system, hardware, and software architectures are shared. Experimental results from discrete event simulation analysis and prototype functionality testing accompany recommendations for future investigation. If the methods and technologies summarized are implemented, an estimated equipment savings of 25%-53% and an estimated cost savings of 630,000.00 per site are anticipated. Open to Ideas: Information flows from Dairy Directions to Dairy Farmers
The âopennessâ of farming systems that is the focus of this paper is âopen to informationâ, in particular the way that new information from the farming systems research project, Dairy Directions, flows from research outputs to dairy farmers. Dairy Directions is a multidisciplinary research activity centred on a steering group of interested parties, mostly farmers, scientists and economists, but also drawing on extension agents, natural resource managers, water service providers, community service providers and public policy participants. The core general research question of Dairy Directions is âWhat options do farmers running different dairy farming systems have to achieve their goals in an uncertain future?â The goals analysed by the project are predominantly economic and financial â maintaining or increasing profit and cash flow, growing wealth, managing risk, preparing for succession and balancing the dairy work-life balance.
